The grant maximum given the activities and size of the tazget areas is $30,000, with no match required from the County. In order to not duplicate previous CDBG planning work and to complement planned TWDB planning activities, we propose that the Colonic Planning activities include: • Housing and land use conditions including assessment of type of water and sewer facility present, 911 address map, incorporation of CAD lot-line data onto base maps (previously unavailable in digital form), identification of homes that could benefit from housing rehabilitation programs, and reevaluation of the TWDB Community Survey. • Street and Drainage studies, including engineering analysis of needs and solutions, projected costs, and suggested fuming sources. • Mapping overlays of housing, land use, drainage, and streets onto digital aerial photographs depicting the colonic areas. We have completed the income surveys for Hill River and Westwood Fazk and both areas will qualify for the planning grant (Center Point is already qualified). Eric RESOLL7TION A Resolution of Kerr County Commissioners' Court authorizing the submission of a Texas Community Development Program Application to the Office of Rural Community Affairs for the Colonia Planning Fund; and authorizing the County Judge to act as the Executive Officer and authorized representative in all matters pertaining to the participation in the Texas Community Development Program. WHEREAS the county has areas that meet the federal definition of "colonia area;" and WHEREAS Conditions are present in these areas that represent a potential threat to the public Health and safety; and WHEREAS The County wishes to conduct area planning activities in the Center Point, Hill River Country Estates, and Westwood Park colonia areas so that it can address Critical housing drainage, street, and other community development needs in an Efficient manner; and WHEREAS it is necessary and in the best interests of the County to apply for Colonia Planning Fund assistance through the Texas Community Development Program; NOW THEREFORE BE IT RESOLVED: Section 1. That a Texas Community Development Program application is hereby authorized to be filed with the Office of Rural Community Affairs for funding consideration under the Colonia Planning Fund; Section 2. That the application be for $30,000 of grant funds to carry out Colonia Planning Activities. Section 3.
