INTERAGENCY MEMORANDUM To: W. R. Hierholzer, Kerr County Sheriff Date: 06/14/07 From: Chuck Brecher & Dan Thomas, Courthouse Security/Bailiffs Subject: Directive of Kerr County Judge regarding Courthouse Security Please be advised that Kerr County Judge, Pat Tinley, has directed Deputies Brecher and Thomas to prepare a viable plan to enhance security within the Kerr County Courthouse. It is Judge Tinley's intent to present these recommendations to the Commissioner's Court, and upon approval, immediately implement said plan. We respectfully recommend all lower level (basement) doors to the Courthouse be locked and remain locked at all times to prevent public access. County employees who require lower level access are issued keys and may enter with their assigned key. Personnel not issued keys are deemed to have no need for access beyond regular business hours. Panic bars on lower level doors allow exit in case of fire or other emergency. We recommend maintenance staff unlock ground level (1St floor) doors at 7:50 a.m. each working day. County employees arriving for work earlier than 7:50 a.m. are issued keys and may enter whenever necessary. The first floor stairwell door is equipped with a panic bar for emergency exit if necessary. It is further recommended that "as necessary" and for limited periods of time, security personnel be permitted to deny public access through the front (Main Street side) doors for the purpose of monitoring and/or screening of persons entering the Courthouse first floor lobby from the East and West entrances. Further, we recommend the installation of deadbolt locks on the magnetized doors on the upper (2"d) floor to limit access to jury rooms, judge's chambers, court coordinator offices and detention cells. These deadbolt locks will be secured each evening and unlocked during regular business hours, except that the doorway adjacent to the bailiff's office will remain locked when it is deemed appropriate by court staff, and all access approved or restricted by court coordinator, Anna Beth Patterson. We finally recommend, in the interest of individual protection, that designated parking slots assigned to County officials be numbered rather than identified by name or title. Signs, ("Reserved for #4," for example) can be made by Kerr County Road & Bridge Department at minimum expense and installed by the Maintenance Department. It is our eventual proposal, as funding becomes available, to have security cameras installed in certain hallways, foyers and stairwells of the Courthouse with monitors and recorder mounted in the bailiff's office.
