This would be the position of a Assistant Facility Administrator. This position would answer directly to the Facility Administrator. The position would be assigned a grade of 20. Outlined below is a list of the positions job duties, also attached is the complete job description. The creation of this position can be done with a total cost of $2000.00. Replacement of the person that would be taking this position could be done in two ways. First hiring a new person to take the place of the person receiving the promotion at a cost of approximately $27,000. The alternative option would be to use part time personnel as we did last year to fill vacation, sick time and FMLA requests. Thank you for your time and consideration in this matter. I. Job Duties Participate in the interview panel for selection of all correctional personnel. Assist in Management of the personnel, equipment, facilities, and services provided by the Kerr County Juvenile Detention Facility. Evaluates employees, trains, supervises, disciplines, subject to confirmation by the facility administrator. Assists in facilitating monthly staff meetings for open discussions, policy review and/or policy implementation. Liason between the Health Service Authority and the Health Service Coordinators. Review all medical logs for compliance with the Texas Juvenile Probation Commission. Review various shift teams to ensure quality of facility. Assists in conducting research, planning, and evaluating programs, establishing policies and procedures and recommends overall policy. Encourage staff to utilize innovative programs with residents. Solicit staff input and suggestions on proposed program or policy changes. Monitor logs on a monthly basis for units, security and control to ensure accuracy. In addition, the assistant administrator will provide direction, guidance and evaluation to all correctional staff. The assistant administrator is also responsible for the daily operations of the detention units, including monitoring, planning, organizing and coordinating services to ensure quality services to youth. Performance Criteria: Arrive for work in a timely manner, and contact Facility Administrator prior to arriving late for work. Dress and groom professionally and in accordance with departmental dress code when representing the Kerr County Juvenile Detention Center. Submit leave requests in accordance with facility policy for any leave time requested, including flex schedules. Gather time sheets and submit to the facility administrator on the first day following each pay period. Respond to facility deadlines when issued. 4. OBSERVE SAFE WORK HABITS. Performance Criteria: Respond to all emergency situations, including medical, fire, tornado, escapes, fights and bomb threats in accordance with facility policies. Maintain hazard free workstation. Exercise caution in any potentially dangerous or hazardous situation. Store all supplies, tools and equipment in secure areas according to facility policies. r ~ '~ 5. ADHERE TO VEHICULAR POLICIES. Performance Criteria: Always utilize passenger restraints on passengers and self. Exercise defensive driving techniques when utilizing facility vehicles. Maintain appropriate maintenance records on all facility vehicles. Report any mechanical or other difficulties regarding facility vehicles to facility administrator immediately. 6. ATTEND ALL REQUIRED MEETINGS AND WORKSHOPS TO KEEP ABREAST OF CURRENT ACTIVITIES, POLICIES, PROCEDURES AND TO ENHANCE PROFESSIONAL SKILLS. Performance Criteria: Be punctual and prepared for all meetings. Review all staff meeting minutes when a meeting is missed. Obtain all materials covered in missed meeting in a timely manner. Attend all assigned training sessions to maintain certifications. 7. MAINTAIN THE INTEGRITY OF PRIVATE, CONFIDENTIAL INFORMATION. Performance Criteria: Refrain from discussing juveniles being handled by the facility with anyone not employed at Kerr County Juvenile Detention Facility. Refrain from negative discussions regarding co-workers or supervisory staff. Minimum requirements To be eligible for appointment as Assistant Administrator, a person must: 1) meet NCIC/TCIC, sex offender registration employment guidelines; 2) be of good moral character; 3) have acquired at least a high school diploma or GED; 4) have at least 5 years experience in juvenile corrections; 5) have satisfactorily completed the course ofpre-service training or instruction required by the commission; 6) have passed the tests or examinations required by the commission; 7) possess the level of certification required by the commission; and 8) three years of supervisory experience preferred; and 9) be twenty-one years of age or older and ~, ! {- meets the eligibility requirements to become certified within the first 18 months from the date of hire. Abilities required WILL HAVE AND/OR WILL OBTAIN KNOWLEDGE OF: • Texas Family Code; • Texas Penal Code; • Texas Juvenile Probation Standards; • Standards for Juvenile Detention Facilities and • General business practices. WORHING CONDITIONS AND HOURS: Workspace is located in the Kerr County Juvenile Facility, which is anon-smoking building. Workweek will be flexible hours within a forty (40) hour time period. The workweek begins on Saturday and concludes on the following Friday. The Assistant Administrator will be required to carry a communication device provided by the facility. Devices will be left on 24 hours a day. Response to call shall be as soon as possible by telephone, and within thirty (30) minutes when called out to the facility.
