The Texas Association of Counties Health and Employee Benefits Pool is very pleased that
Kerr County considered the Pool as a potential bidder for the County's healthcare benefits.
After a great deal of deliberation in August and again this month both the TAC HEBP and
Blue Cross underwriters have determined that the County's risk factors are greater than
what we write for our county owned Pool. Operating as a Trust, we have established very
thoughtful underwriting procedures to ensure we do not knowingly burden our owners
with risk with which they would all have to absorb.
Kerr County has always been and will continue to be of interest to us. We have reviewed
the County's healthcare program several times now and would like the opportunity to
assist the County with a well devised and fruitful program for your employees. Gene
Terry indicated the two of you have recently spoken and we agree with him that it is
important you know we have been in active pursuit of offering the County a quote this
year.
Although we cannot quote at this time we will continue to be available to offer assistance
where we can. We are interested in knowing the outcome of this second proposal
process and want to assure you that we will avail ourselves to confer with you in the
event we can be useful to you.
