Community Resource Group of Austin, Texas did the original survey for Kerr County in 2004, and has agreed to conduct a new survey for us at a cost of $2.00 per household surveyed. This cost is for preparation of the survey, mailing, postage, compiling the results and preparing the required report for TWDB. Board staff has completed its review of the County's response and has identified several items that still need to be addressed. 1. Tetra Tech indicated in its response letter dated September 7, 2007, that the County would provide information that details the inadequacy of the current wastewater facilities. That information has not yet been provided. 2. One of the required criteria for EDAP eligibility is that the area to be served by the proposed project has a Median Household Income (MHI) that is less than 7S% of the state average. The information included in the application identifies the MHI as greater than 75% of the state average. In the response letter, the County references a survey conducted in 2004 to establish the MHI. The MHI may be calculated using data from a survey that is approved by the Executive Administrator of a statistically acceptable sampling of households in the area and completed within the last 12 months. Therefore, a new survey will need to be completed with the survey form and statistical sampling approved by the Executive Administrator. A sample survey form is attached along with some general guidelines for conducting a survey. 3. The Cost/Price summary for engineering consultant services that was provided is insufficient. The attached form, WRD-277, may be used but it is not mandatory. Your engineer may choose to provide this information in his/her own format but it will need to include estimated hours, hourly rate, indirect costs, subcontracts, and profit. The survey must be conducted by an independent surveyor in a manner wherein the median household income is representative of the entire proposed service area. An independent surveyor is a surveyor that has no interest, financial or otherwise, in the planning, design, and construction of the project for which Economically Distressed Areas Program funding is being sought. The entity must provide information that documents the independent status of the surveyor. To successfully achieve adequate representation of the entire service area, the surveyor should seek to have a completed survey for every household in the proposed service area. In cases where it is not possible to survey every household, the surveyor should seek to conduct the survey in a manner that allows an adequate sample of the household to complete a survey. ~ A survey conducted within one year prior to filing the application for Economically Distressed Areas Program funding may be acceptable if it meets all of the conditions discussed in these guidelines. The following standards relate to the adequate sampling of the completed surveys. 1.50 or Fewer Occupied Dwellings (<_50) All occupied dwellings must be surveyed. A response rate of 75% or greater must be attained from the occupied dwellings. 2. Greater than 50 and Equal to or Less than 100 Occupied Dwellings (51- 100) A response rate of 60% must be attained from the occupied dwellings. Additionally, the sample of dwellings must be representative of the entire population of dwellings and household incomes. 3. Greater than 100 and Equal to or Less than 200 Occupied Dwellings (101- 200) A response rate of 50% must be attained from the occupied dwellings. Additionally, the sample of dwellings must be representative of the entire population of dwellings and household incomes. 4. Greater than 200 and Equal to or Less than 300 Occupied Dwellings (201- 300) A response rate of 35% must be attained from the occupied dwellings. Additionally, the sample of dwellings must be representative of the entire population of dwellings and household incomes. 5. Greater than 300 Occupied Dwellings (>300) A response rate of 30% must_be attained from the occupied dwellings. Additionally, the sample of dwellings must be representative of the entire population of dwellings and household incomes. In addition to sampling an adequate portion of the household population, the surveyor should ensure that the surveys correspond to a cross section of the household population. Essentially, the northern, eastern, western, southern, and central areas of the proposed project area should be represented with completed surveys. A map of the area should be provided with the survey indicating which households have been surveyed. When dealing with small project areas, completed surveys that were conducted must be a representative cross section of each street, subdivision, and roadside home. The calculation of the median household income requires the surveyor or entity to arrange the survey results in either ascending or descending order. Thereafter, the surveyor or entity identifies the household income that is in the middle of the range of incomes. An example is presented below.
