Kerr County and Kerrville have suffered in the past from having a split administration of the Municipal Air- I port. As tl~e airport is owned jointly by the city and county, every item concerning it, including industrial leases, air- port Improvements, and so forth, have had to gain approval of both city council and county cotnmissioners' court. Atd pt times this' has been atime-consuming and trouble- some thing for both the lease applicants or airport manage- ment, and also [or the city and county governing bodies. {{ An Airport Authority would bring the airport wider one I governing body. This body would ˘e a govermnental unit I of the state and would possess nearly all powers that other governmental units of the state - l.e., the city, county, Upper Guadalupe ltiver_.Autlwcuy, etc.._- UaYY..laut.only-~ relation to airport affairs. There would be one power missing It Saturday's election sees the Airport Authority approved: It would have no power to tax. The taxing power is not included in Saturday's election. Instead, after the Airport Authority has had opportunity to prove itself, it will come back to the voters with AN- OTHER COUNTY-WIDE ELECTION to ask for the taxing powers it will need for any airport improvements that may be found necessary. The Airport Authority idea is not an untested one. Four areas possess authority .under state laws very similar to the state law perm[tting creation o[ the Kerr County Airport Authorlty. Of the five, Kerr County will be the last to establish an Airport Authority, according to our best Information. The other [our Airport Authority 6111s allowed creation of the North Central Texas Airport Authority ot'Dallas and Tarrant Counties -the one that is now (wilding the huge new regional airport between the. two cities; the Howard County Airport Authority; the Orange County .Airport Authority, and the Brazos CountyAirportAuthority. . Records of the Authority will be open to the public "at reasonable times" -the same provision governing records of alf public agencies. An annual independent aud1C is required of Authority business, and the first such audit would have to be tiled by Dec. 1, 1970, if the Authorlty is created this summer. There are no tricks to this Issue.
