The program, which was created during the 80~' legislative session, helps defray the cost of home-delivered meals not fully paid for by the Texas Department of Aging and Disability Services (DADS) or the Area Agencies on Aging (AAA). The Legislature appropriated $20 million to fund the grant program for the next two years. 'This grant program will make a tremendous difference in the lives of those homebound Texans who use and need this service," Commissioner Staples said. "It will significantly rfeduce or even eliminate the waiting lists many agencies and non-profit organizations have of elderly Texans or those with disabilities who depend on home-delivered meals for their well-being." To be eligible, an organization must be anon-profit or a governmental agency that is a direct provider of home-delivered meals. The entity also must receive a grant of 25 cents or less from a county where it is delivering meals for each person 60 years old or older. If the non- profit organization or agency serves multiple counties, it must submit a grant application for each county. On average, home-delivered meals usually cost between $3 and $6 for food and transportation. Under the grant_program, TDA will_ be_able to refund $1 per meal _serve_d dunng the last state fiscal year that was not supported by DADS or AAA fundm~.~~~~ For fiscal year 2008, $10 million will be distributed by Feb. 1, 2008, after all valid applications are processed. If the amount of qualifying grants exceeds the amount available, funds will be distributed on a pro rata basis. The $10 million for fiscal year 2009 will be paid out by Feb. 1, 2009. "This grant program will .allow agencies and organizations to stretch their limited resources to put healthy, nutritious food on the tables of our homebound Texans," Commissioner Staples said. TDA will begin accepting applications from eligible organizations September 11, 2007. Eligibility Criteria. To be eligible for HDMGP funds an applying organization must meet the following crifieria: 1. Must be a governmental agency or a nonprofit private organization that is exempt from taxation under Sedion 501(a), Internal Revenue Code of 1986, as an organization described by Section 501(c)(3) of that code, that is a direct provider of home~ielivered meals to the elderly or persons with disabilities in this state; 2. If a nonprofit private organization, must have a volunteer board of directors; 3. Must practice nondiscrimination; 4. Must have an accounting system or fiscal agent approved by the county in which it provides meals; 5. Must have a system to prevent the duplication of services ib the organization's clients; 6. Must agree to use funds received under this section only to supplement and extend existing services related directly to home~ielivered meal services; 7. Must have received a grant from the county in which the organization provides meals; and 8. Must submit a grant application on the application form provided by TDA; and 9. Must comply with HDMGP rules adopted by TDA (4 TAC 1.950 -1.962). For purposes of this Grant Program, "Homebound" means a person who is unable to leave his or her residence withoutaid or assistance or whose ability to travel from his or her residence is substantially impaired; "Elderly" means an individual who is 60 years of age or older; and "Disability" means a physical, mental or developmental impairment, temporarily or permanently limiting an individuals capacity to adequately perform one or more essential activities of daily living, which incude, but are not limited to, personal and health care, moving around, communicating and housekeeping. Submitting an Application. Applications will be accepted beginning September 11, 2007, and must be submitted on the form provided by TDA. Application corms will be available September 10, 2007, on TDA's website at: www.tdastate.tx.us or available upon request from TDA by calt(ng (512) 475-1615. Applications must be mailed to TDA headquarters in Austin by the deadline provided below. Applications must be certified by the applicant, include required supporting documentation, be notarized, and be signed by tthe organization's executive director and board chair, if applicable. An organization must submit a separate application for each county in which it provides home-delivered meal services. Deadline for Submission of Applications.
