What are their hours and where are they needed and when? What areas are they needed most? (reference, children's, computer monitoring, circulation, book review and selection, weeding and determining repair or removal of materials)? • Statistics of the number of patrons daily: Information gathered from daily reports of books checked out. Breakdown of number of patrons from Kerr County vs. Kenville available? Only generalized estimates (1000 a day one day and 800 another day? • What is the payoff for paid performances for the childrens' programs? Is there an increase in the number of children on a daily basis and/or an increase in number of books checked out? • Average number of meetings held in the meeting room per month? Does this justify redecorating and why? (only venue in town for free meeting place) What library staff is used for organizing this space for the meetings? • Where do the unused funds go at the end of fiscal year? Are they split between city and county or returned to the general city fund? Library Director has attempted to answer these questions as fully as possible and deliver them by Friday, September 21 ~. Works a minimum of 40 hours per week, providing reference desk coverage for at least 12 hours per week, and at least one Saturday and Sunday per month, but frequently exceeds these weekly and monthly reference desk assignments. Lolita supervises the following two librarians. Pat Gordinier, Reference Librarian-Shared responsibility for reference, collection development, youth, and public computer access services. Works a minimum of 40 hours per week, providing reference desk coverage for at least 12 hours per week, and at least one Saturday and Sunday per month, but frequently exceeds these weekly and monthly reference desk assignments. Duties require specialized training and experience, including a high degree of knowledge in using medical, legal, technical, literary, and business reference sources in a variety of formats. Youth Services Librarian (Vacant~Shared responsibility for reference, collection development, youth, and public computer access services. Works a minimum of 40 hours per week, providing reference desk coverage for at least 12 hours per week, and at least one Saturday and Sunday per month, but frequently exceeds these weekly and monthly reference desk assignments. Duties require specialized training and experience, including a high degree of knowledge in using medical, legal, technical, literary, and business reference sources, plus knowledge and experience in designing and delivering youth related services. Due to the complexity and volume of service requests, and the extended weekly schedule with multiple shift requirements, the library cannot operate without the presence of multiple librarians who are trained to respond to the variety of issues that arise on a daily basis, issues that require decision-making from high level employees. Attached is a "Peer Group Comparison" spreadsheet that does not show our library to be out of line with the number of librarians employed. Question 2. Detailed statistical spreadsheets for Fiscal Year 2006 and up to August 31 of Fiscal Year 2007 are attached. Question 3. Spreadsheet showing statistics for day before, day of, and day after a summer program presentation for two programs is attached. Point of clarification: The presentation expenses for the Summer Reading Program are completely funded by the Friends of the Library. There is no cost sharing of this expense with the County. Question 4. Spreadsheets are attached showing meeting room usage. Points of clarification: The meeting room is not a free venue. Library hosted or sponsored events are free of charge. Other groups using the mee#ing room pay $16 per day. Library staff are not usually involved in set-up of the meeting room for fee paying groups. Fee paying users usually arrange the room furniture to suit their needs. The proposed renovations to the meeting room will be funded completely by private donations. (answered by the Director of Finance) - At the end of the fiscal year, the City's General Fund absorbs both budget overages (i.e. expenditures exceeding revenues) and budget surpluses (i.e. revenues exceeding expenditures). Since the return of equity in FY OS, there have only been overages in the library operation which have been absorbed by the City. In addition to the City's financial contribution directly to the library operations, the City also provides all of the administrative services (i.e. human resources, accounting, budgeting, information technology, facilities maintenance, legal, etc.) free of charge to the library, and thus these expenses are not part of the County's contribution. In the FY 07 budget (current year), the City funds 49.8% of the library operating budget. Operating revenues account for 3.6% of the budget, and the County contribution makes up the remaining 46.6%. The Director of Finance recommends that any surplus recognized by the operation in FY 07 would be absorbed by the City's general fund to offset the variances between the City and County contributions, City expenses related to administrative services (estimated at well over $150,000), as well as City funded capital costs incurred in operating the library.
