Graham: A preliminary plat for the above-described tract was submitted for our review on February 26, 2008 with subsequent information furnished to us by the surveyor on March 24, 2008. We met with the owner, Margaret Kloss on March 28, 2008 and she provided us the details of the property development. Based on the information provided to us by Ms. Kloss and review of these circumstances with the TCEQ, both septic systems on this property were illegal installations, and both systems should have required a permit. As explained to Melvin Graham during our phone conversation of this morning with KCEHD director, Ray Garcia and designated representative, Tish Hulett, the following corrective actions are required before the citations issued to both of you on April 2, 2008 will be dismissed and before final approval of the replat: The owner or owner's agent must obtain a permit to operate both systems, which involves the following: a. Submit completed Application for Development Permit for both systems and pay appropriate permitting fees; b. Submit site evaluation and planning materials for both installations; c. Uncover the inlet and outlet and clean-out/access ports of the treatment tank(s); d. Uncover the drainfields at their point or points of termination; e.
