BUDGET SUMMARY
The Kerr County Historical Commission (KCHC) is a county agency made up of
volunteer residents for the purpose of initiating programs suggested by the
Texas Historical Commission (THC) at Austin for the preservation of the
historical heritage of the county. The mission of the Kerr County Historical
Commission is to protect and preserve the County's historic and prehistoric
resources for the use, education, enjoyment and economic benefit of
present and future generations. This mission will be implemented through
the Texas Statutes pertaining to County Historical Commissions and
Historical Preservation and the programs as promulgated by the Texas
Historical Commission. (TX Gov Code, Chapter 442. Texas Historical
Commission; TX Local Gov Code, Chapter 318, Historic Preservation by
Counties)
The Kerr County Historical Commission is requesting a budget allocation of
$6250.00 for the forthcoming Fiscal Year, 2008-2009.

PROGRAMMATIC OBJECTIVES
i . ALL COMMITTEES.
1.1. The Chairperson of each standing and ad-hoc committee to recruit
and organize the members of their committee as needed to
accomplish their tasks and activities.
1.2. The Chairperson of each standing committee will prepare plan of
work, programmatic budget plan and annual report for their
committee.
1.3. Create a work plan that includes short-term objectives and long-term

2. ARCHEOLOGY COMMITTEE _ $200.00 -Chair, Bryant Snner.
2.1. Undertake activities that promote the preservation of archeological
resources.
2.2.Serve as a liaison with the THC Archeology Program, the Texas
Archeological Society, the South Texas Archeological Association,
the Society for Historical Archeology, the Council of Texas
Archeologists, and the Hill Country Archeological Association.

2.3.Institute and carry out a continuing survey of the county to
determine the existence of historic buildings and other historical and
archeological sites, private archeological collections, important
endangered properties, or other historical features within the
county, and to report the data collected to the Kerr County
Commissioners' Court and the Texas Historical Commission.
2.4. Develop and maintain an inventory of surveyed individual properties
and districts in accordance with standards established by the Texas
Historical Commission.
2.5. Establish a system for the periodic review and assessment of the
condition of designated properties in the county, including Recorded
Texas Historic Landmarks, State Archeological Landmarks, and
individual historic properties or districts listed in the National
Register of Historic Places.
2.6. Report the results of the review and assessment to the Texas
Historical Commission, Division of Archeology.
3. ARCHIVES COMMITTEE _ $500.00 - Chair, Julia Stehling.
3.1.Oversee the management and preservation of documents pertaining
to the Kerr County Historical Commission.
3.2.Preserve existing and future archives for public access, education
and enjoyment
3.3.Inventory and document all archival holdings in all locations.
3.4.Explore and implement means of consolidation of archival holdings.
3.5.Create and maintain protection for archival materials.
3.6.Seek and move to facilities that offer physical and environmental
protection.
3.7.Establish guidelines for continuing preservation.
3.8. Establish guidelines for public access.
4. ENDANGERED PROPERTY COMMITTEE _ $150.00 -Chair, Joe
Luther.
4.1. The Texas Historical Commission's (THC) Historic Endangered
Landmarks Program (HELP) is an effort to identify, track and
publicize endangered historic properties in Texas, and to help our
local preservation partners address threats to historic properties in
their communities.

4.2. Inventory and document existing surveys of historic resources.
4.3. Undertake new or update existing surveys.
4.4. Annually update surveys of historic resources and submit to THC.
4.5. Establish a system for the periodic review and assessment of the
condition of designated properties in the county, including Recorded
Texas Historic Landmarks, State Archeological Landmarks, and
individual historic properties or districts listed in the National
Register of Historic Places. The commission should report the
results of the review and assessment to the Texas Historical
Commission.
4.6.Monitor actions of federal agencies, local government, and developers
to ensure the plans for future projects (roads, new construction,
housing, etc.) will not endanger a historic property or area.
4.6.1. Advise the County Commissioners' Court and the THC on citizen
thinking as a direct channel for the expression of citizen concern.
4.6.2. Monitor legal notices in the local newspaper for announcements
of public hearings or pending projects and notify the THC when
appropriate.
4.6.3. Testify at hearings of city councils and county government.
4.6.4. Work closely with local landmark commissions, planning and
zoning boards, and councils of government.
5. EXECUTIVE COMMITTEE = $150.00 - Chnir, Joe Luther.
5.1. Coordination
5.1.1. Coordinate with diverse organizations.
5.1.2. Identify key government officials.
5.1.3. Participation of government officials, especially county judge
and county commissioners.
5.1.4. Active participation by partner organizations.
5.1.5. Delegate work to membership.
5.1.6. Represent KCHC at County Commissioners Court meetings.
5.1.7. Submit Annual Report to THC and County Commissioners Court.
5.1.8. Submit ratified copy of KCHC Bylaws to THC.
5.1.9. Annually acknowledge accomplishments, reassess programs and
set or modify objectives.
5.1.10. Prepare and submit Annual Plan of Work to include Budget Plan.
5.2. Diversify
5.2.1. Meet indifferent parts of the county.

5.2.4. Identify and interpret under-served subjects/under-
represented resources.

5.3. Historic Preservation
5.3.1. Helping to prevent loss of county history.

5.3.3. Maintain contact with preservation organizations.
5.4. Heritage Tourism
5.4.1. Formulate strategy and develop the tools needed to spread the
word about Kerr County's historic sites and attractions.
6. EXHIBITS COMMITTEE _ $500.00 -Chair, Francelle Collins.
6.1. Maintain the display cabinets in the Courthouse.
6.2.Kerrville Arts and Cultural Center: Members of the Historical
Commission maintain a membership of KACC. This gives the
Commission the opportunity to host an exhibit once ayear -usually in
April.
7. FINANCE COMMITTEE _ $650.00 -Chair, Julia Stehling.
7.1. The Kerr County Historical Commission is an arm of the county
government. Therefore, funds from any and all sources must be
deposited with the county treasurer but may be placed in a special
KCHC account.
7.2. Direct allocations from the Kerr County Commissioners' Court in
accordance with Chapter 118 of the Local Government Code are the
chief funding source for the KCHC.
7.3.The KCHC, as a branch of county government, is a tax-free entity,
under the provisions of Chapter 318 of the Texas Local Government
Code.
7.4.A11 donations, to the extent allowable by law, are tax deductible.
7.5.Any real property and museum collections are the property of Kerr
County and are governed by the Commissioners' Court. The county
judge and commissioners' court must approve acceptance of donations
of real property and collections by the KCHC.
7.6.The Finance Committee is responsible for all matters relating to the
Kerr County Historical Commission's fiscal responsibilities.

7.6.1. Management of budget and funds must be in accordance with
the procedures of Kerr County government.
7.7.The Grant Writing Group for KCHC is to serve as part of KCHC's
overall fund raising effort for projects approved by the Board of
Directors.
7.7.1.1. The Grant Writing Group will work with The Friends
KCHC, the nonprofit organization formed to raise funds for
KCHC by helping to plan fund raising strategies for the wide
variety of projects undertaken by KCHC
7.7.1.2. The Grant Writing Group will: (1) research foundations as
possible funding sources (2) gather information for the
preparation of grant proposals (3) write the grant proposal.
and (4) after the President has signed the proposal, mail the
proposal to the foundation or funding source.
8. GPS CEMETERY COMMITTEE _ $150.00 -Chair, Jeanne Sutton.
8.1. Perform cemetery surveys.
8.2.The GPS Committee use digital satellite photography, USGS maps,
and local knowledge to find unmarked cemeteries across the county.
8.3.Pursue Historic Texas Cemetery designations for cemeteries of Kerr
County.
8.4. Establish a digital matrix to document the cemeteries and their GPS
status.
8.5.Explore the feasibility of a handy database of County cemeteries can
be used in the County and Municipal offices during permit review.
9. MARKER COMMITTEE _ $800.00 -Chair, Julie Leonard.
9.1. The Marker Committee manages four types of designations to
recognize and protect historic and prehistoric properties in Kerr
County:
9.1.1. Recorded Texas Historic Landmarks
9.1.2. State Archeological Landmarks
9.1.3. National Register of Historic Places
9.1.4. Historic Texas Cemeteries

9.2.The KCHC chair or marker chair (duly appointed by the KCHC chair)
serves as the sole liaison with the Texas Historical Commission (THC)
throughout the marker process, from the online submittal of the
application to the review and approval of the inscription. In general,
the responsibilities are as follows:
9.2.1. Survey the existing Official Texas Historical Markers in your
county to determine their condition; report any missing or
vandalized markers to the THC.
9.2.2. Notify the THC and provide a completed request form for any
proposed relocation of a marker.
9.2.3. Analyze the existing markers within the context of the county's
history to determine where there might be gaps or untold, but
significant, stories. Develop a proactive program for addressing
any deficiencies and to promote a more diverse interpretation
through future applications.
9.2.4. Communicate with potential sponsors to explain the THC and
CHC procedures, and to answer any questions they might have.
9.2.5. Review applications for historical accuracy and for compliance
with THC procedures and standards.
9.2.6. Verify documentation, where feasible, to ensure accuracy and
thoroughness. Work with sponsors to develop their applications to
ensure a quality submittal to the THC.
9.2.7. Communicate with the THC marker team about any concerns,
questions or suggestions for program improvements. Keep the
THC posted on successes, which serve to encourage other CHCs.
9.2.8. Serve as the liaison between the THC and KCHC and between
the KCHC/THC and the sponsors.
9.2.9. Respond to all THC inquiries on behalf of the sponsors or KCHC
and disseminate copies to others as needed.
9.2.10. Review marker inscriptions for accuracy.
9.2.11. Promote the marker program at the county level through
training workshops and materials, public information meetings and
marker dedication ceremonies.
9.2.12. Monitor the Recorded Texas Historic Landmarks (RTHL)
in the county on a regular basis and work with property owners to
understand their legal obligations under the designation

procedures. Notify the THC of any exterior work on RTHL

9.2.13. Post marker dedication ceremonies to the THC's web site
calendar and publicize them in your community.
10. MEMBERSHIP COMMITTEE _ $500.00 -Chair, Kathy Walker.
10.1. Appointments
10.1.1. Achieve CHC appointments that reflect county demographics,
i.e., mix of ethnicity, ages, genders, etc.
10.1.2. Document county demographics including age, education, income,
gender, ethnicity, geographic distributions, etc.
10.1.3. Achieve a mix of seasoned members and new members to
balance experience and institutional memory with new ideas and
energy.
10.1.4. Ensure membership reflects county demographics.
10.1.5. Set short-term objectives specifically geared toward further
diversification of membership.
10.1.6. Meet diversity short-term objectives.
10.1.7.Integrate ayouth component into activities.
10.1.8. Active participation by diverse membership.
10.2. Training
10.2.1. Training with THC
10.2.1.1.1. Equip CHC members with a wider variety of skills.
10.2.1.1.2.Broaden CHC members' interests and appreciation of
historic resources.
10.2.1.1.3.Ensure all members have a subscription to The
Medo/lion magazine.
10.2.1.1.4.Members encouraged to participate in THC Annual
Conference and attend training sessions.
10.2.1.2. Training Outside THC.
10.Z.1.Z.1.Encourage participation in National Trust for Historic
Preservation on-line courses.
10.3. Mentoring
10.3.1. Identify potential mentors within CHC membership to train new
members.
10.3.1.1. Develop a formal mentoring process by experienced and
new members.

10.3.1.2. Create and maintain an active mentor corps to serve as
trainers with the CHC and to the wider community.
11. ORAL HISTORY COMMITTEE _ $2000.00 -Chair, Francelle
Collins.
11.1. Manage the KCHC's projects in oral history.
11.2. Determines the long-range objectives for the oral history
program, coordinates placement of audio- or video-taped interviews
and transcripts in an archival setting.
11.3. Schedule and conduct oral histories.
11.4. Produce 12 oral histories per year.
11.5. Transcribe the recorded oral histories and place in archival
setting.
12. PHOTOGRAPHY COMMITTEE _ $100.00 -Chair, Joe Luther
12.1. Collect and archive photographs of Kerr County and environs.
12.2. Establish and maintain a digital collection of historic
photographs including those from photography, Internet downloads
and scanned images.
12.3. Conduct photographic field research to augment and enhance
the archival collection.
13. PUBLICITY COMMITTEE _ $250.00 -Chair, Lew Williams
13.1.	Identify ways to promote THC.
13.2.	Publicize on-going projects and activities.
13.3.	Publicize our meetings in multiple ways.
13.4.	Publicize projects, events, and needs countywide.
13.5.	Distribute preservation news statewide and nationwide.
13.6.	Develop a new brochure on historic sites of Kerr County.
13.7.	Develop a new brochure for a historic driving tour of Kerr
County.
14. UNION CHURCH BUILDING COMMITTEE _ $250.00 -Julius
Neunhoffer.
14.1. Fence project continuation.
