Russ Reid will partner with Kerr County to pursue funding for 2-3 projecu in Fiscal Year 2010. If properly positioned, Kerr County projects will resonate with Members of Congress. The Russ Reid Team • The primary strength of our firm is that each member of our professional staff fully understands the federal appropriations process. Washington, D.C. Office Director, Mark McIntyre, will provide primary leadership, while Eric Hannis, Vice President, and our legislatives assistants will provide tactical follow-through on behalf of Kerr County. • Our staff truly functions as a team. On a day-to-day basis our core team, including Mark, Eric, and our legislative assistants, will help execute legislative strategies and utilize our working relationships with the Texas Delegation, the Appropriations Committees, and the Administration on behalf of Kerr County. • Once a week when the Congress in session, our entire professional staff gathers for what we call our Team Matrix. Every member of our firm contributes to the development and execution of strategies for every client we serve. Kerr County will have at its service the expertise of 18 specialists in federal appropriations. Communication/Collaboration We customize all of our communication to fit with our clienu' needs and expectations. Our best practices include: • Regular communication including phone calls and a-mails with your leadership team to keep you apprised of recent activities; • Monthly status reports detailing activities, progress, and action items; and • Conference calls and/or workshops with Kerr County administrators and council members, at your request. Professional Fees, Expense, and Billing: Our proposed retainer is $10,000/month for a period of one year, payable monthly in advance. Our firm works exclusively with non-profits in acost-conscious manner. Our total out-of-pocket expenses are not expected to exceed 4% of our fees ($4,800) to cover the cost of travel, long- distance telephone calls, faxes and courier service. Return on Investment: Russ Reid clienu routinely achieve a return on investment ranging from 3:1 to 7:1, and higher. We believe Kerr County can achieve similar resulu. Our Forever Commitmer~ If Kerr County makes. atwo-year commitment to us, we will make a forever commitment to you. That is, if the County does. not secure funding in legislation after two years of this process, we will'work on an expenses-only basis until you do. .; , ~ re L . Key Steps and Deliverables A. Kick-off and Resource Inventory: We will conduct an in-depth Resource Inventory to determine and document your institutional strengths as they relate to pursuing federal support • Prepare a Resource Inventory outline requesting specific information related to Kerr County's funding priorities. • Hold strategy meetings with appropriate senior personnel. • Focus on existing projects, programs and services, as well as potential funding opportunities. • Develop comprehensive strategy to pursue significant federal funding from the Congress. B. Develop Funding Proposals: • Develop themes for proposals. • Write and produce the prospectus - a marketing document to be used in Capitol Hill meetings to provide a compelling, persuasive presentation of the County's projects to the Congress. C. Plan & Implement Legislative Strategies: • Devise legislative strategies tailored to the County's strengths and objectives. • Investigate existing authorizations for project(s) and draft a specific authorization if necessary. • Pursue strategies that coincide with the anticipated legislative agenda of the Congress. D. Create Advisory Committee: • Work with key Kerr County officials and supporters (Commissioners, Judge, other relevant County administrators and community leaders) to establish a small Advisory Committee. • Advisory Committee members to help authoritatively present your proposals to the Congress. • Identify and deploy the human resources available to champion the County's federal government relations program. E. Introductory Meetings with Members of Congress and Staff: • Schedule introductory meetings with Members of Congress and staff in either Washington, DC, or the regional office. • Highlight Kerr County and the excellent work you do for members of the community. • Describe priority projects and express intention to make formal funding requesu during the appropriations cycle. ~i: ~~' June 09, 200$ Phase. Z: Implement. Legislative Strategy:.: Phase 3: Legislation & Follow-up ~ actives: age in all aspects of securing legislative support for your initiatives. This critical phase includes making the formal funding requests with your congressional delegation, and demonstrating the important benefits federal funding will provide to the County and to the region. Key Steps and Deliverables A. Congressional Meetings: • Meet with the appropriate Members of Congress and/or their key staff on Capitol Hill. • Schedule meetings, prepare all briefing materials, and serve as your staff during meetings. • Advise, as necessary, on appropriate meeting follow up, such as letter campaigns, providing additional background information, making telephone calls, or scheduling subsequent meetings. • Perform all essential follow-up work necessary to ensure that the County's interests remain priorities for key Members of Congress and staff. • Function as Kerr County's de facto staff in Washington D.C. B. Draft Congressional Testimony: • Identify opportunities for key leaders from the County to testify on relevant legislation pending before the Congress. ~otlight Kerr County's track record of service before the congress. • Position your projects for future funding. C. Member Deadlines: Each Member of Congress seu their own deadline for submitting appropriations requests to their office. • Work with you to identify and meet Member deadlines. • Complete all necessary documentation on time. D. Support Letter Process: • Guide you in the process to secure letters of support for your projects from Kerr County officials, local business leaders, other local elected officials, community members. • Draft support letters and hand-deliver them to the congressional offices to powerfully strengthen your request. E. Project Prioritization: Congressional offices create a priority list of projects selected for funding in each of the appropriations bills. It is extremely important that your project makes the list • Intensify our follow-up with congressional offices. • Ensure Kerr County's projects make the priority list. F. Subcommittee Deadlines: Congressional offices must submit priority appropriations request forms to appropriation subcommittees. • Serve as staff to the congressional staff. • Complete appropriations request forms for the appropriate tubers of Congress. :'sure forms are completed accurately and in a timely fashion. Timeframe: January-April 2009 Objectives: Continue to organize support for your cause through direct communication with Members of Congress and staff, as well as oversight of your team's efforts (both on Capitol Hill and back in your home district). Ensure that your projects are represented, defended and protected through Appropriations Committee votes, House and Senate floor action, conference committee deliberations, and the President's signature.. Key Steps and Deliverables A. Organization of Support: • Identify prominent supporters to make phone calls to key Members of Congress on your behalf. Some supporters may have relationships with a Member. `. . Provide talking points and necessary information for support calls. . Receive feedback and reports from supporters. • Continue the support letter process. B. Reinforce Support: Kerr County officials return to Capitol Hill for asecond -and possibly third - round of meetings. This is largely dependent on feedbad< from the Members of Congress and staf f who are championing your project . Prepare materials, talking points, requested follow-up information, and thank you letters. D. District Work Period: During the entire month of August and selected weeks throughout the year, Members and staff travel to their states and districts to work, vacation, and campaign. • Invite Members and staff to tour Kerr County facilities so they can view your priority needs first hand. E. Passage of Legislation: House and Senate Appropriations Subcommittees meet together in a conference committee to reconcile all remaining differences between the two versions of each of the funding bills. Once they have agreed on a compromise version, the House and the Senate pass that version in a Conference Report It is then sent to the President for his signature. At this time, we will know if your project is included in law for funding • Handle any requests from Members of Congress and congressional staff. • Provide additional information on the County's projects as requested by Members of Congress and congressional staff. • Coordinate any necessary support letters and phone calls during floor action. F. Perform Federal Agency Follow-Up: • Serve as your liaison to the relevant federal agencies to secure the actual release of dollars in a timely manner. . Guide you through the application stage, leveraging relationships with program officers in the federal agencies who oversee the release of funding. • If necessary, elicit support from the Members of Congress and congressional staff whose appropriations subcommittees fund the agencies. If a problem arises, surround it and solve it. Port of Los Angeles, CA secured $12 million for the dredging of Main Harbor Channel; and Section I I language which allows the Port to be reimbursed up to $ 15 million a month for a variety of infrastructure improvements. City of Marion, IN secured $1.3 million for water infrastructure improvements with the Marion Water Loop and Deer Creek Project.
