Kerrville, Texas 78028 CONTINGENCY AGREEMENT ~r~-~~3 ;~~~ Between KERRVILLE STATE HOSPITAL, KERRVILLE INDEPENDENT SCHOOL DISTRICT and KERB COUNTY This document outlines the emergency transportation agreement between Kerrville State Hospital, Kerrville Independent School District, and Kerr County. Emergency transportation may be needed as a result of any of the following situations: a. Governor's order to evacuate b. County Judge's order to evacuate c. Mayor's order to evacuate Note: Kerrville ISD student and district transportation needs will have first priority in every situation. I. Kerrville Independent School District agrees to the following: 1. Provide Kerrville State Hospital with transportation services, if available, in emergency evacuation. 2. Provide transportation services to and from Kerrville State Hospital in Kerrville, Texas to designated alternative State Hospital. 3. Provide qualified and experienced drivers for each bus. 4. Provide an invoice for charges within 30 days of the conclusion of the emergency evacuation based on annual KISD transportation cost study. All fuel paid for by Kerrville State Hospital will be deducted from any transportation charges. 5. Provide assurance through this document that any Kerrville Independent School District employees participating on buses in the evacuation of Kerrville State Hospital have not been convicted of a felony criminal offense that prevents KISD employment. II. Kerrville State Hospital agrees to the following: 1. Provide initial orientation of Kerrville State Hospital to the Kerrville Independent School District Transportation Director or designee, as needed, so that a quality service is provided. 2. Provide a copy of the Kerrville State Hospital Emergency Evacuation Plan to the Kerrville Independent School District Transportation Director. 3. Identify potential emergency threats (weather, etc) to Kerrville Independent School District Transportation Director when facility management is notified that Kerrville State Hospital Risk Management has begun tracking a potential threat. 4. Provide maps and instructions to the designated alternative State Hospital sheltering site to the Kerrville Independent School District Transportation Director. 5. Provide an adequate number of Kerrville State Hospital staff members to ensure safety on each bus. 6. Provide supervision and full care (including emergency care) to both staff and residents while on the Kerrville Independent School District bus. 7. Provide drinks, meals, and shelter to Kerrville Independent School District drivers as appropriate. III. Kerrville State Hospital and Kerrville Independent School District agree to: 1. Coordinate the availability of bus services to be available after normal school hours unless Kerrville Independent School District Transportation Director can arrange for sufficient buses while school is in session. 2. Designate Kerrville State Hospital Risk Manager and the Kerrville Independent School District Transportation Director as the primary contact persons for all matters relating to this agreement and services provided. 3. Share emergency contact phone/radio numbers. 4. Meet annually to review services provided in the agreement 5. Meet post incident for a debriefing session. IV. Kerr County agrees to the following: 1. Support the agreement between the Kerrville State Hospital and Kerrville Independent School District in situations that call for an evacuation of the Kerrville State Hospital. 2. Provide additional administrative assistance to gain transportation vehicles and drivers as available regionally, upon request of any party to this agreement. This agreement will become effective on the date of execution by the Kerrville Independent School District, Kerrville State Hospital and Kerr County and will remain in effect unless otherwise amended by mutual agreement or terminated by any party by written notice of at least ninety (90) days in advance of the cancellation.
