WHEREAS The USDA Knipling-Bushland Livestock Insect Research Laboratory has operated in Kerrville Texas, since 1962; and for forty-six years has generated knowledge and solutions for livestock pest management problems benefiting livestock producers in the United States and worldwide; and WHEREAS Current research programs at the Laboratory continue in response to high priority needs identified by the resurgence of the Cattle Fever Tick Eradication Program of the Veterinary Services of USDA-AAPH[S, the cattle industry, the U.S. Department of Defense and public health agencies concerned with tick-borne diseases of humans; and WHEREAS The important work of this research laboratory continues in WW II-era Quonset-type buildings, inadequate for the type and magnitude of the constant research in progress; and WHEREAS The U.S. Animal Health Association Resolution No. 38, dated October 27, 2004, urges the Secretary of Agriculture to request funds to construct a replacement USDA Agricultural Research Laboratory in Kerr County, Texas, and confirmed in the completed 2006 Federal Feasibility Study; now therefore be it RESOLVED: That Kerr County Commissioners' Court respectfully requests the United States Congress to provide sufficient funding in the 2010 Federal Budget to implement the construction phase of a new USDA Agricultural Research Laboratory in Kerr County, Texas; and be it further RESOLVED That copies of this Resolution be forwarded to the Honorable Lamar Smith, Congressman for the 21s` Congressional District, and the Honorable Senators Kay Bailey Hutchison and John Cornyn, urging their support of this worthy project.
