Whereas, Kerr Couri~y is~ loeated in the'Tc:xas Hill Country, a region recognized nationally as a major tourist destination, a growing retirement location, and a great place to live and raise a family; and Whereas, the Texas Hill Country region is also noted for its outstanding beauty, ranching heritages and natural resources, including headwaters of many rivers and streams. diverse wildlife habitat, clean air, rugged terrain and underground aquifers; and Whereas, the region is experiencing rapid population growth that has created numerous challenges for Hill Country county governments; and Whereas, the Texas Hill Country is prone to major flooding and extended periods of drought; is vulnerable to water quality degradation; and as a region faces major challenges due to a limited water supply; and Whereas, the cost of infrastnicture exceeds the County's capacity to keep up services necessary for a growing population; and Whereas, Texas County's generally have limited authority to regulate subdivisions and ensure orderly development for the protection of public health, safety, morals and general welfare; and Whereas, elected officials within hill country county governments have met as the Hill Cotrntr~ti~ County Coalition; and NOW THEREFORE BE IT RESOLVED that the Commissioners Court of Kerr County supports the mission of the Hill Country County Coalition to "endorse, pursue and use current and future legislative authority in order to diversify our availability of revenue resources; to protect our budgets from state and federal unfunded and/or under-funded mandates; and to protect our quality of life, public safety, natural resources, and economic future."
