It's 9 a.m. Monday, March 31, 2008. We're in the Commissioners Courtroom in the Kerr County Courthouse. Item l.l; consider, discuss, and take appropriate action to authorize continuation of Median Household Income Survey in Center Point and eastern Kerr County proposed sewer service area for submission to Texas Water Development Board. Additional funding not to exceed $2,000 to be transferred from Nondepartmental Professional Services, 409-486. This should cover both door-to-door solicitation as well as additional CRG expenses. Commissioner Williams. COMMISSIONER WILLIAMS: Thank you, Commissioner. This is kind of a good news/bad news item, because the good news is that the responses that are coming in establishing the median household income survey are in the parameter we want them to be. The bad news is, for it to be an acceptable survey by T.W.D.B. standards, it has to be a 30 percent response rate from the area that you're soliciting. The first mailing was bracket-wide, then we went back and had a second mailing where we corrected addresses that were incorrect, so in many cases, some of these people received two envelopes. So, as is the case in situations like this, folks are nervous about stating income, putting it in an envelope and thinking that Big Brother is looking over their shoulder, and whatever, whatever. And so we have -- we have two options, and we can explore both of them here, but the preferable one would be to go door-to-door with someone who's a known face in the community with a survey, and the return envelopes, additional ones, and solicitings. When we get to the 30 percent response rate, we can shut it down immediately, or 31 or 32 percent, whichever. But I'm asking the Court to approve sufficient so that we can do at least four weeks, if necessary, at $10 an hour for this individual, and whatever extra expenses that would be incurred by CRG for mailing and preparation of things and so forth and so on. So, that's what it's all about. We need it. We need to complete it. We're two-thirds of the way home; we need to get the other third out of the way. So -- COMMISSIONER BALDWIN: I have a question for you. COMMISSIONER WILLIAMS: Yes, sir? COMMISSIONER BALDWIN: Do you consider this person that's going out and doing this work, do you consider that a 3-31-08 5 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 professional service? COMMISSIONER WILLIAMS: Well -- COMMISSIONER BALDWIN: Are we just dealing -- when we talk -- use the word "professional" service, are we just dealing with the line that were taking it out of? COMMISSIONER WILLIAMS: Yes, sir, basically. We're dealing with a line item where we know the funds are available. And I checked with Ms. Hargis about that, and there's sufficient money in that line item. This individual would not be designated as professional, but would do the job for us. COMMISSIONER LETZ: But the -- the person's really working for CRG, and they're a professional service. I mean, they're -- COMMISSIONER WILLIAMS: That's -- COMMISSIONER LETZ: -- under the direction, or working for -- COMMISSIONER WILLIAMS: Right. COMMISSIONER BALDWIN: At the end of the year, when we see the budget and how much has been expended out of Professional Services line, it would be kind of neat to make sure that all of that money was used for professional services. COMMISSIONER WILLIAMS: Understood. And I think Commissioner Letz is -- his comment is correct, because we're 3-31-08 6 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 really contracting with CRG, and we're just making the funds available to continue this. COMMISSIONER BALDWIN: I'll entertain -- COMMISSIONER LETZ: Do -- excuse me. Do they pay the individual, or do we? COMMISSIONER WILLIAMS: Probably be preferable if they did, but I'll sort that out with the Auditor. Whichever. COMMISSIONER LETZ: I think it's preferable if they do as well. COMMISSIONER WILLIAMS: Okay. COMMISSIONER OEHLER: Yeah, 'cause it's really a contract deal between them and the person, I would think. COMMISSIONER LETZ: We don't have to mess with all the other stuff that we have to usually mess with. COMMISSIONER WILLIAMS: I'll sort it out with them. COMMISSIONER BALDWIN: I'll entertain a motion at this time. COMMISSIONER WILLIAMS: I would approve -- I would propose a motion to approve the agenda item as described, and authorize the expenditure of an additional $2,000 for Median Household Income Survey to be taken from Line 409-486. COMMISSIONER BALDWIN: Is there a second? COMMISSIONER LETZ: Second.
