All lots in the subdivision are over 20 acres so no overall drainage plan was required. The street profiles, ditches, and cross drainage plan for 1 & 2 was submitted and reviewed by our consulting engineer. Ranchland has furnished everything we asked for in the platting process. The only issue at this time is vacating, abandoning, and discontinuing a road shown in the deed ,, records as a "County" road (Old Fossler Road) in Phase 2. They are building a road to be County maintained within that right of way that terminates at a cul-de-sac. They also made a notation of where the old centerline was located. At this time I recommend approval of the Final Plat for Headwaters Ranch, Phases 1 & 2. DATE: February 25, 2008 SUBJECT: Review of Headwater Ranch Subdivision Construction Documents I have reviewed the plan/profile drawings on the above referenced subdivision. I did not review the provided pages of the plat, except as pointed out below, nor did I review the erosion control plans, which is a TCEQ matter. The documents were in generally satisfactory condition and only few corrections need to be made. The most significant regards the proposed roadway centerline. The deficiency items were noted and whether they will be acceptable to Kerr County remains your call. The following deficiencies or conflicts with Kerr County Regulations were noted: Phase I 1. General note 12 on the specifications page refers to Gillespie and not Kerr County. 2. The roadway centerline horizontal curves did not meet the minimum Kerr County requirement of 3 82 feet. Phase II 1. Same as note 1 for Phase I. 2. Same as note 2 for Phase I, except some meet requirements. 3. The cul-de-sac paving radius is not clearly shown and there needs to be a center point elevation shown to provide drainage. Elevations currently provided produces a flat area. 4. The sag vertical curve at roadway centerline station 30 + 70.77 needs to have a "k" value equal to or greater than 37. Phase III 1. Same as note 1 for Phase I. 2. Same as note 2 for Phase I. 3. The cul-de-sac paving radius is not shown. 4. Two sag vertical curves did not have a "k" value equal to or greater than 37. The Engineer should not be faulted for the horizontal curve deficiency. He relied on approved preliminary plats that provided him with a right of way centerline that did not meet the minimum roadway centerline horizontal requirements for Kerr County. I feel that he may be able to design Phase I to provide minimum horizontal curve radii, if he is allowed to keep his design section in the right of way, but not in the center of it. I feel that Phases II and III have such sharp tangent intersections which this solution cannot overcome and keep the design roadway within the right of way.
