Agenda Item Backup Statement Community Resource Group of Austin, Texas, has been assisting us in the conduct of a Median Household Income Survey for the Center Point and Eastern Kerr County proposed wastewater service area. Two mailings have taken place, and to date, 115 responses have been received, which equates to about a 20% response rate. TWDB requires a minimum 30% response rate for the EDAP grant program. This leaves us about 100 responses short. Instead of a third mailing that may not produce the number of responses needed, I am proposing hiring an individual to go door-to-door in the areas where our returns are deficient; explain what we need face-to-face, and obtain the completed survey. These survey forms would be placed in envelopes and mailed to CRG for processing. The individual retained to do this work would be hired on a personal services contract basis at $10 per hour. Estimated time to accomplish this task would not be longer than 4 weeks, but would be stopped as soon as we achieved our 30% return rate. (I have 115 completed surveys in hand.) Returns of survey responses have dropped off to about one per day. The county needs at least a 30% survey response for the TWDB EDAP program. 1 recommend that we mail out a second survey form and cover letters encouraging residents that have not responded to the initial survey to do so. Attached is a brief addendum to the original income survey agreement, as well as the original agreement. The original agreement discusses a second mai~ng, so the only significant addition is to allow the county to increase the spending authorization for the second mailing. As the 12/3/07 income survey agreement authorized Kerr County to reimburse $2 per survey mailed, not to exceed $2000; and the remaining balance authorized is not sufficient to cover a second mailing which CRG and the County agree is needed to obtain a sufficient survey response rate for the Texas Water Development Board. Kerr County agrees to: 1) Reimburse CRG $2 per ADDITIONAL survey mailed for material and postage costs, not to exceed $15U0. All other parts of original median income survey agreement still apply. AND KERR COUNTY The purpose of this document is to outline tbe agreement under which COMMUNITY RESOURCE GROUP, INC., Austin, Texas will conduct a median household income survey for the CENTER POINT AREA OF KERB COUNTY, Texas. Kerr County is considering developing a new wastewater system in the Center Point area. It is anticipated that funding of the improvements will be through the Texas Water Development Board, USDA Rural Development, or other grant and Ioan sources. The Center Point area of Kerr County, according to the 2000 Census does not qualify for ffie full extent of grant fiords from TWDB or USDA Rural Developmenk Kerr County has reason to believe that a survey of the proposed service area may demonstrate eligibility for grant funds. The Texas Water Development Board and USDA Rural Development have developed guidelines for completing income surveys. The general procedure is to obtain a disinterested third party, ask them to conduct an income survey and have the results forwarded to TWDB and/or USDA/RuraI Development The Center Point Area of Kerr County has decided to act upon the TWDB and USDA Rural Development guidelines and has requested assistance from Community Resource Group, Austin, Texas, for the purpose of conducting a reliable and impartial community income survey in order to more accurately determine the median income. In undertaking the survey, Community Resource Group, Inc. agrees to: 1) Prepare copies of income survey forms, cover letters, mailing envelopes, and return envelopes addressed to Community Resource Group, Austin, Texas. 2) IL;ail survey forms with stamped, :etu-m envelopes to the mailing list provided by Kerr County for the Center Point area residents. 3) Receive, computer-tabulate and calculate the median household income based on the information received and the surveys returned to Community Resource Group. 4) Prepare a report to Texas Water Development Board and USDA Rural Development outlining the methodology used to calculate the median income and certifying the results. Income Survey Agreement CRG & Kerr County Page 2 of 2 In undertaking the survey, Kerr County agrees to: 1) .Provide Community Resource Group with a master list of residents to be surveyed. 2) Provide Community Resource Group a letter to customers introducing the reasons for the survey, and a clear statement that all responses are strictly confidential. 3) Follow up by contacting non-respondents after the survey is distributed. Community Resource Group will compare responses to the master list and provide Kerr County with a list of those who have not responded. 4) Reimburse CRG $2 per survey mailed for material and postage costs, not to exceed $1,000. Recognizing the importance of completing this survey within a reasonable amount of time, both parties agree to the following: 1) Community Resource Group will mail the survey packets to all households within fifteen working days after receiving complete mailing lists and a signed copy of this agreement. 2) If necessary and advisable, a second mailing to non-respondents maybe conducted, as well as door-to-door contacts by representatives of the Kerr County. 3) All work on the survey, including certification of the results to TWDB and USDA Rural Development, shall be completed not later than one month after the survey is completed and a sufficient number of valid responses have been received. It is understood that the surveys returned to Community Resource Group are confidential and shall remain the sole property of Community Resource Group.
