Kerr County Environmental Health Department has expanded with the addition of one (1}full-time Texas Peace Officer and one (1) full-time Code Enforcement Officer in training. This department has expanded the Solid Waste/Environmental Crimes Division complaint enforcement to 80% full-time enforcement with new personnel additions. Kerr County previously employed one (1) Peace Officer for part time Solid Waste enforcement (2) days a week for a case load of approximately 22 complaints a month. Incidents of solid waste enforcement which pose a potential for a dangerous situation are becoming a regular occurrence. Recent traffic stops for violations of the Transportation Code Chapter 725 Section 725.021 (loose material) resulted in arrest for subsequent warrants; one of these was a dangerous felon. We do not have any means of transferring these individuals to the county jail and are at the mercy of waiting on a sheriff's deputy for assistance. Other situations may result upon investigation of illegal dumping complaints and contact with these violators and an attempt is made to give a warning or a citation for the violation. A call to the sheriff's department results in a warrant for the individual. Our situation has became more serious as we encounter more of these violators with arrest warrants in our daily solid waste enforcement. We are aware this presents a dangerous situation when an individual cannot be detained or transported safely and must rely on a patrol car coming to our aid. The vehicle will be parked on the courthouse grounds and used by a full-time peace officer. Krauss Garage, Bitl Harriss, owner, 101 G Street S, Kerrville, Texas, (830) 896-6856, maintains our vehicles and will service any new vehicles as per manufacturer's recommendations. A 1999 Dodge 1500 pick-up was granted to the initial Kerr County Solid Waste program. This vehicle is not a "police package vehicle", was used by a part-time employee, and has well over 100, 000 miles on the odometer. This vehicle has recently been replaced by a 2008 Ford F150 Super crew cab pick-up for our full-time code enforcement employee. Our department has need of one (1) police package vehicle to aid the staff in the enforcement of solid waste /illegal dumping crimes. At present, we have one vehicle for one full-time code enforcement person. 2. State Project Objective/Goal. Our goal is to pursue solid waste /illegal dumping violators and all other environmental crimes against the State of Texas and the County of Kerr. Our complaint load of an average 22 -complaints a month merits two full-time staff officers to effect the investigations and enforcement of wide-spread illegal dumping in our county. We need a police package vehicle to allow the staff consistent and effective law enforcement of the illegal dumping in our area. 3. How will the objective be measured? Extensive investigation, often with surveillance equipment, follow-up inspections after 30 days deadline, and precise documenting of evidence, as well as citing and arresting of the violator(s) when applicable, is our plan of action. The objective is to investigate and abate as many public nuisances as possible. 4. Describe the geographic area affected by the project. Our main target will be Kerr County which includes, Center Point, Ingram, Mountain Home, Hunt, and parts of Comfort, Texas. 5. Identify the specific waste stream targeted by the project. Rural areas in the outreaches of the county such as Mountain Home: 25-30 miles; and closer residential and commercial complaint sites within 5-10 miles or less of the city and everything in between. 7e: Work Program 1. We also stopped several unsecured loads. We do not have a vehicle to conduct a safe investigation of a violation, cite, or arrest an individual. We continue to strive to improve the recovery of landscape resources by halting illegal dumping. 1. Additional enforcement by peace officer with police equipped vehicle who may issue citations and arrest on-site 2. Reduce solid waste and illegal dumping crimes by citing and prosecuting violators to the full extent of the law 3. Pursuing dumpers for clean-up, saving county resources 2. Documentation of complaint sites, number of citations, and disposal tickets from violators will aid us in measuring progress in the war against illegal dumping. Staff working efficient and effectively shows tax-payer dollars at work and adds additional income to the county in several areas. 3. This department has re-structured in the past year with the addition of a full-time officer & a full-time code enforcement officer to investigate & enforce solid waste & illegal dumping violations.
