The home is well on the way to being finished. FEMA requires a finished floor at/or above BFE. Ken County's Flood Prevention Order requires the finished floor of a structure to be 1 ft. above the Base Flood Elevation (BFE). The Elevation Certificate done by a registered surveyor shows their home is .2 of a foot above BFE. Therefore, they meet FEMA regulations, but fall short of Kerr County's by less than .8 of afoot. Since it would not be possible to raise the house, we ask the Court to grant a variance to the Ken County's Flood Prevention Order and allow us to issue a Development Permit. v Th CC MEMO FLOODPLAIN VARIANCE 114 FALCON.doc 212 CLAY STREET, KERRVILLE,TEXAS 78028 PHONE:830-257-3313 . Voelkel SUBJECT: Floodplain Lot 9, Block 2, Westwood Oaks 2 Len: The lot referenced above is in Zone A according to the FIRM (Map No. 482fi5C0165E). The Lot lies between two (2) creekbeds (see attached plat). A slab has been placed on the lot and construction of the house has begun. To determine a BFE for this lot I used the Flood Depth Analysis method developed for Kerr County by Turner, Collie and Braden, Inc. in March, 1978. I calculated the drainage area for this .lot from the USGS map to be 0.7 square mile (see attached topo). Using the Drainage Area - Flood Depth curve provided by Turner, Collie. and Braden, Inc. I determined a flood depth of 8.5 ft. On the lot I shot an elevation of the slab and the bottom of each channel perpendicular to the slab (one at the side between Lots 9 and 10, and one at the rear between Lots 9 and 1). The average elevation of these two shots is 1770.8. The elevation of the slab is 1779.5. Using this method the elevation of the slab is 0.2 ft. above the BFE. Iw~/~ Lee C.
