Approximately half of the linework proposed in Phase IV will serve the duplexes on Ranchero just west of SH 16, within the current UGRA service area and connected to lines that do not route through the Quail Valley lift station. Is the City aware of this fact? Quail Valley lift station capacity is irrelevant for this portion of Phase IV. Nearly all of the remaining linework will connect the mobile home park on the north side of Ranchero just north of Loyal Valley, and would tie into the Quail Valley LS. Approximately one third (southern end) of the mobile home park appears to be within the current service area boundary as well. A small line segment on Quail Valley Road was also included in Phase IV and would be outside the current service area. It was our understanding that the Quail Valley LS was sized to accommodate all of the Phase IV wastewater load. I don't know if it was sized to accommodate the proposed Phase V {new application) work-the remainder of Quail Valley Road and the apartments on the north side of Ranchero at Quail Valley Road. Kamran, Ray indicated that you believe that the Quail Valley LS capacity is adequate to accommodate the Phase IV wastewater load. Does anyone know why the City is contradicting this? It is certainly possible that lift station expansion could be amended into the current Phase IV or possible Phase V project, in conjunction the work outside the current service area. There's probably enough work within the current service area to use most of the Phase IV money-we would amend out the lines and connections outside the current boundary. Then, we could do Phase V (probably as a Colonia grant in early 2009) to include the LS upgrade (if necessary) and any lines and connections outside the current service area, assuming the City and UGRA agree to expand the boundary. The City's various capacity or other requirements could be incorporated into the project design. I think the attached map we prepared for Ray makes the locations of each phase very clear and will be helpful to review. The yellow lines are the proposed Phase IV. Phases II & III were combined to provide first time sewer service to 119 lots and the lift station was designed accordingly and based on the funding available. At that time the only remaining connections were for the duplexes on Ranchero Road between Hwy. 16 and Ripplewood which were included in Phase IV. These connections will not flow to lift station. Southwind Mobile Park and Quail Valley area were not considered at any time. Since combined Phases II & III construction costs exceeded available funding, funds from Phase IV were utilized with no money left to do Phase IV at that time. We had originally designed the lift station based on TCEQ's design criteria for mobile home parks which requires the design for a flow of 75 gallons per person per day. City requested that we use a flow of 100 gallons per person per day and that's how the lift station was designed. So if we follow the TCEQ's design guidelines existing lift station has capacity for proposed Phase IV connections: 115 existing connections (per Stuart Barron, City of Kerrville) x 3 persons per trailer x 75 gallons per person per day = 25,875 gallons per day average flow x 4 = 103,500 gallons per day peak flow or 71.88 gallons per minute. 27 Phase IV connections (per TCDP Survey Application Form by Grantworks) x 3 persons per trailer x 75 gallons per day = 6,075 gallons per day average flow x 4 = 24,300 gallons per day peak flow or 16.88 gallons per minute for a total flow of approximately 89 gallons per minute.
