BYLAWS OF THE KERR COUNTY HISTORICAL COMMISSION KERRVILLE, TEXAS ARTICLE I The name of this organization shall be ~'^e KERB COUNTY HISTORICAL COMMISSION. ARTICLE li -Mission The mission of the Kerr County Historical Commission is to protect and preserve the County's historic and prehistoric resources for the use, education, enjoyment and economic benefit of present and future generations. This mission will be implemented through the Texas Statutes pertaining to County Historical Commissions and Historical Preservation and the programs as promulgated by the Texas Historical Commission. (Tx Gov Code, Chapter 442_ Texas Historical Commission; TX Local Gov Code, Chapter 318, Historic Preservation by Counties) ARTICLE III -• Members Section L The Kerr County Historical Commission shall consist of the Board of Directors, which is the governing body, and the General Membership. Members of the Commission must be individuals who broadly reflect the age, ethnic, and geographic diversity of the county. Each Commission member must have an interest in historic preservation and an understanding of local history and resources. Section 2. The membership of the Board of Directors of this Commission shall be limited to appointments by the Kerr County Commissioners' Court. The Board of Directors must be composed of at least seven residents of the county. Section 3. General Membership is available to individuals or representatives of cooperating organizations in Kerr County working to achieve the goals of Kerr County historical Commission and the Texas Historical Commission. Such. individuals and representatives may be invited to participate in meetings and activities of the Commission as a General Member -without appointment to the Board of Directors by the County Commissioners' Court. Such invitation is subject to review and approval by the Board of Directors. Section 4. Any appointed member of the Commission desiring to resign from the Commission shall submit his or her resignation in writing to the Chairman who shall present it to the Kerr County Commissioners' Court for action at the end of the current month. ARTICLE N -Officers Section 1. The Board of Directors of the Commission shall consist of at least v directors appointed by the Kerr County Commissioners' Court, and from this governing body shall be elected an Executive Committee consisting of the Chairman, First=Vice- Chairman, Second Vice-Chairman, Secretary, and Treasurer. These officers shall perform the duties prescribed by these bylaws and by the parliamentary authority adopted by the Commission. Section 2. At the regular meeting held on the third Thursday in October, a Nominating ~'ommittee of #ive (5) members shall be elected by the Board of Directors It shall be the duty of the Committee to nominate, from the Board of Directors, a slate of officers to be elected. After such November election., the names of the elected directors shall be presented to the Commissioners' Court for confirmation and appointment. Section 3. The Kerr County Commissioners' Court shall appoint the Directors in January and such appointments will commence in :ianuary for atwo-year term. Section 4. For any vacancy or resignation of any officer, the Commissioners' Court shall fill a vacancy on the Commission for the unexpired term of such officer at the first directors' meeting following notice of resignation. Section 5. The Commissions' Court shall provide the Texas Historical Commission a list of appointed members and mailing addresses of each member. ARTICLE V -Duties of Officers Section 1. The Chairman shall preside at all meetings; call special meetings as required, appoint Committee Chairmen as approved by the Board of Directors; serve as a member of all committees; approve or disapprove all. awards for submission to the Texas Historical Commission or return to the originator; render an annual report and plan of work to the Kerr County Commissioners' Court at end of the calendar year; make awards presentations; appoint Liaison Officers to other organizations in Kerr County and other special officers as may be necessary from time to time and as approved by the Board of Directors. Section 2. The First Vice-Chairman shall serve as the Chairman of the Finance Committee= 2 Section 3. The Second Vice-Chairman shall serve as the Chairman of the Historic Markers Committee Section 4. The Secretary shall report proceedings of all meetings, process correspondence; keep necessary public files; and post notice of meetings in accordance with Open Meeting law. Section S. The Treasurer shall account for all monies received and disbursed; and make an annual financial report. Section 6. Any chair of standing committees shall work with the Executive Committee and the .Board of Directors of the Commission to perform assigned duties of a committee. If the Chair cannot continue duties as assigned, the Commission Chairman shall assign duties to another member. Section 7. The Board of Directors shall process and approve or disapprove all applications for State awards and forward to the Texas Historical Commission; and carry on the business of the Commission, including recommending budgets and other action for consideration of the general membership. ARTICLE VI -Meetings Section 1. The Regular Meeting of the Ken County Historical Commission shall be held at least quarterly at a time and place designated by the Chairman. All meetings of the commission shall be conducted in accordanc<: with the open meetings law, Chapter 551., Government Code. Section 2. The Regular Meeting in November shall be for the purpose of electing directors and officers; of receiving reports of officers and committees; and for any other business that may arise. Section 3. The first Regular Meeting of each year shall be for the purpose of preparing and reviewing the Annual Report and Plan of Work Section 4. Special Meetings can be called by the Chairman as needed or upon written request of five members of the Commission. The purpose of such Special Meeting shall be stated in the call, and notice shall be given to all appointed members of the Commission. Except in case of emergency, at least three (3) days notice shall be given. Section S. Four appointed members of the Commission shall constitute a quorum. At a membership meeting a motion, other than a motion to amend the by-laws, shall pass by simple majority of those present and voting. ARTICLE VI[ -Board of Directors Section 1. The appointed members of the Commission shall constitute the Board of Directors. A representation of the Kerr County Commissioners' Court may serve as a member of the Board of Directors at the discretion of the Court. Section 2. The Executive Committee shall be elected from the Board of Directors anal shall have general supervision of the affairs of the Commission between its business meetings, fix the hour and place of meetings, make recommendations tv the Board oI' Directors, and shall perform such other duties as are specified in these bylaws. The Board shall be subject to the direction of the Texas Historical Commission and the Kerr CQlint3' Co.nrnissioners' Court and none of its acts shall conflict with their dir:.ctivn. Section 3. 'Three (3j members of the Executive Committee shall constitute a quorum at Executive Committee meetings. At an Executive Committee meeting a motion shall pass by simple majority of those present and voting. ARTICLE VIII -Standing Committees Section 1.There shall be Standing Committees which are permanent committees specializing in the consideration of particular subject areas. There are currently l4 standing committees for the Kerr County Histvrical Commission. Committee chairmen will be appointed by the Chairman and approved by the Board of Directors. "I'he Board of Directors shall promptly at the January meeting of the year prepare the Annual Plan of Work of the Commission, in consultation with the Chairs of the Standing Committees. Sectian 3. The Finance Committee shall coordinate external fund raising through grants, gifts and other means as appropriate and shall audit the Treasurer's account at the close of the fiscal year and shall report its findings to the Board of at the December meeting. Section 4. The Commission shall fie a full and complete Annual Report and Plan of Work., including activities, a budget, and recommendations to the Kerr County Commissioners' Court and the Texas Historical Commission before the end of each calendar year. Sectian 5. The Commission shall make recommendations to the Commissioners' Court and the Texas I-Iistorical Cammission concerning the acquisition and uesigi7atiu~i c;f property that is of historical and archeological significance. Sectian 6. The records and files that are accumulated by the Commission are public records and as such they are subject to use or inspection by the public. They shall be saved and maintained in the Commission's archive room in the County Courthouse or other approved location. ARTICLE IX -Resource Identification. (a) The Commission should institute and carry out a continuing survey of the county to deterniine the existence of historic buildings and other historical and archeological sites, private archeological collections, important endangered properties, or other historical features within the county, and should report the data collected to the Commissioners' Court and the Texas Historical Commission. (b) The Commission should develop and maintain its inventory of surveyed individual properties and districts in accordance with standards established b_y the Texas Historical Commission. (c) The Commission should establish a system for the periodic review and assessment of the condition of designated properties in the county, including Recorded Texas Historic Landmarks, State Archeological Landmarks, and individual historic properties or districts listed in the National Register of Historic Places. HISTORIC PRESERVATION BY COUNTIES SUBCHAPTER A. COUNTY HISTORICAL COMMISSION § 318.001. DEFINITION. In this subchapter, "commission" means the county historical commission. Acts 1987, 70th Leg., ch. 149, § 1, eff. Sept. 1, 1987. § 318.002. ESTABLISHMENT. The commissioners court of a county may appoint a county historical commission for the purpose of initiating and conducting programs suggested by the commissioners court and the Texas Historical Commission for the preservation of the county's historic cultural resources. Programs suggested by the Texas Historical Commission must be consistent with the statewide preservation plan. (a) In order to inform the commissioners court and the Texas Historical Commission of the commission's needs and programs, the commission shall make an annual report of its activities and recommendations to the commissioners court and to the Texas Historical Commission before the end of each calendar year. The commission may make as many other reports and recommendations as it sees fit. (b) The commission shall make recommendations to the commissioners court and the Texas Historical Commission concerning the acquisition and designation of property, real or personal, that is of historical or archeological significance. (a) The commissioners court may pay the necessary expenses of the commission. (b) The commissioners court may make agreements with governmental agencies or private organizations and may appropriate funds from the general fund of the county for the purpose of (1) erecting historical markers and monuments; (2) purchasing objects and collections of objects that are historically significant to the county; (3) preparing, publishing, and disseminating, by sale or otherwise, a history of the county; (4) hiring professional staff and consultants; (5) providing matching funds for grants; and (6) funding other programs or activities as suggested by the Texas Historical Commission and the commissioners court. 9 (c) The Texas Historical Commission may make grants available to the commission, subject to the budgetary authority and approval of the commissioners court, to carry out the purposes of this chapter. (a) The commission shall review applications for Official Texas Historical Markers to determine the accuracy, appropriateness, and completeness of the application. (b) The commission should establish a system for the periodic review, assessment, and maintenance of Official Texas Historical Markers in the county. (c) The commission should work to promote historic and cultural sites in the county to develop and sustain heritage tourism. (d) The commission may: (1) operate and manage any museum owned or leased by the county; (2) acquire artifacts and other museum collections in the name of the museum or the commission; and (3) supervise any employees hired by the commissioners court to operate the museum. PLANNING The commission should work in partnership with other preservation entities in the county to prepare a plan for the preservation of the county's historic and cultural resources. LEADERSHIP AND TRAINING (a) The Texas Historical Commission shall make orientation materials and training available to all county historical commissions. 10 (b) The commission should strive to be represented at informational or educational meetings sponsored by the Texas Historical Commission at least twice each year. HISTORIC SITE TAX EXEMPTION. {a) The commissioners court may establish a program under which the commission: (1) receives and reviews applications that are filed with the county and that request a property tax exemption under Section 11.24, Tax Code; and (2) recommends to the commissioners court whether to grant the exemption and, if the grant of the exemption is recommended, how much of the property's assessed value should be exempt from taxation. (b) The commission may examine the property that is granted the exemption on recommendation of the commission and recommend to the commissioners court whether the exemption should be withdrawn because of changed circumstances involving the property. (c) A person is entitled to appear before the commissioners court and state any objections to a recommendation made by the commission under this section regarding property owned by the person. (d) The commissioners court may require a person whose property is granted the exemption to notify the commission of any plans the person may have to modernize the property or change it in any other manner. (a) The commissioners court may, on recommendation of the commission or other interested persons, contract with a private person for the lease or management of any county-owned real estate or structure that is designated by the Texas Historical Commission as a Recorded Texas Historic Landmark considered worthy of preservation because of its history, culture, or architecture. (b) The contract must be drawn in consultation with the commission and must specify the duties of the contracting party, including duties as to: 11 (1) maintenance and repairs; (2) providing public access; (3) restricting inappropriate commercial uses; and (4) promoting preservation of the historic, cultural, or architectural aspects of the landmark. (c) 'The contract may be handled in the same manner as a contract for professional services rendered to a county, such as a contract for architectural or engineering services, if the contract is with a nonprofit organization chartered in this state. SUPPORT OF PRIVATE ORGANIZATIONS § 318.021. APPROPRIATIONS TO HISTORICAL FOUNDATIONS: CERTAIN COUNTIES. The commissioners court of a county with a population of 239,000 to $25,000 may appropriate money from the general fund of the county to a historical foundation or organization in the county for the purpose of purchasing, constructing, restoring, preserving, maintaining, or reconstructing historical landmarks, buildings, and fixrnishings that are of historical significance to the county. He is a professor emeritus and former Associate Dean of the College of Architecture at the University of Nebraska. He holds a Master's and Doctoral degree from the College of Architecture at the Texas A&M University. He taught planning and architecture for more than 33 years at the university level. He is a member of the Texas State Historical Association, the National Trust for Historic Preservation, the Texas Archeological Association and the Hill Country Archeological Association. Juliana Mosty Leonard, Historical Marker chairman. While living in Oklahoma City, she was the Prevent Blindness State Chairman for vision screening program and co-chairman for the "Swing for Sight "benefit. She was awarded the society's "Distinguished Service Award". She also served several years as an officer in Delta Gamma Alumnae and vision screened over 2000 pre-school children. For her service, she was honored with the chapter's "Rosebud Award ". She is a member of the Daughters of the American Revolution and the Daughters of the Republic of Texas. Julia Stehling, who is interested in the natural beauty of the area along with its people and architecture, is currently KCHC Treasurer Chairman of the Finance Committee and the Archives Committee. She has served on the Main Street board. 1 Jeanie Webb is Secretary of the Kerr County Historical Commission. The descendant of 5 generations in Kerr County, Jeanie graduated from Tivy High School, earned a B.A. degree in Political Science from San Jose State University, taught social sciences at Tivy High School, and served for over 20 years as professional support staff and academic advisor at the University of Texas at E) Paso. She is currently Vice President of the Kerrville Branch of the American Association of University Women, an officer in the Kerrville Newcomers Club, and a member of the Kerrville Police Department's Citizens Police Academy. Francelle Collins an active member of the Kerr County Historical Commission and is Chairman of the Oral History Committee. She currently interviewing Kerr County residents and recording their oral histories for the History Center and also providing them to Schreiner University to be put on a website entitled "Voices of the Hill County". This is an ongoing collaborative project with interviews scheduled monthly. Jeanne Sutton is a member of the Archives Committee and Chair, Cemetery GPS Committee. She is athird-generation Kerr County native and avid genealogist. She honed her project management and organization skills as program manager of major weapon systems in the United States Air Force. Bryant Saner is Chairman of the Archeology Committee, active in recording, documenting, teaching and preserving archeology in the Hill County. He is an active member of the Texas Archeological Society and the Hill County Archeological Association. He has served a four year term as a Steward with the Texas Historic Commission. Bryant is employed as a field archeologist by the Center for archeological Research at the University of Texas at San Antonio. Francis H. "Fuzzy" Swayze is a member of the Archives Committee. Born in Center Point in 1919 and lived in Kerrville since 1923. A retired professional photographer, he is one of the few left in the County of that generation that can identify things as they were at that time. 2 Irene Van Winkle (B. S, degree) is a writer at the West Kerr Current. She has been writing a series of historical articles on families, places and events in the Texas Hill Country for the past 2-1/2 years, and has also had a collection of 50 stories put into a special edition, Family Chronicles. She continues to interview individuals and do research in this ongoing project, which has added and contributed to knowledge of the local history of the area, ns well as placing them in a wider context historically. Lanza M. Teague is the Center Manager for the Kerr Arts and Cultural Center, anon-profit organization housed in the historic post office building in downtown Kerrville. Her professional background is in journalism, technology and marketing. Lanza's ancestors settled in Kerr County in the 1890s and her recent work in researching/archiving family photos and stories has sparked a keen interest in the history of Kerrville and the surrounding area. She is a volunteer for the Kerr County Genealogical Society and has recently joined the Kerr County Historical Commission as a general member. Laura L. Rhodes retired teacher of math at Tivy High School for 29 years. Education -two Bachelor of Science degrees from SWTXSU one in math and one in home economics. Was part of the starting of an annual Schellhase Reunion. Was secretary of the committee for the Comfort Jubiliem in 2004. Am currently co-chair of the "Beginnings of Cypress Creek". Walker Robert Love Vicki Love Thorton Secor William Rector, M.D. 4 KERR COUNTY HISTORICAL COMMISSION The County Agency for Historic Preservation Pl.gN OF WORK FY 2008-2009 SUMMARY The Kerr County Historical Commission (KCHC) is a county agency made up of volunteer residents for the purpose of initiating programs suggested by the Texas Historical Commission (THC) at Austin for the preservation of the historical heritage of the county. The mission of the Kerr County Historical Commission is to protect and preserve the County's historic and prehistoric resources for the use, education, enjoyment and economic benefit of present and future generations. This mission will be implemented through the Texas Statutes pertaining to County Historical Commissions and Historical Preservation and the programs as promulgated by the Texas Historical Commission. (TX Gov Code, Chapter 442. Texas Historical Commission; TX Local Gov Code, Chapter 318, Historic Preservation by Counties) PROGRAMMATIC OBJECTIVES i . ALL COMMITTEES. 1.1. The Chairperson of each standing and ad-hoc committee to recruit and organize the members of their committee as needed to accomplish their tasks and activities. 1.2. The Chairperson of each standing committee will prepare plan of work, programmatic budget plan and annual report for their committee. 1.3. Create a work plan that includes short-term objectives and long-term goals. 1.3.1. Set short-term objectives for committees with deadlines for meeting objectives. 1.3.2. Meet strategic plan short-term objectives. 1.3.3. Achieve long-term goals. 1.3,4. Annually acknowledge accomplishments. 1.3.5. Reassess programs and set new goals and objectives. 1.4. Participate in preservation events statewide and nationwide. 1.5. Preservation in Action. 1.5.1. Identify preservation challenges in Kerr County. 1.5.2. Identify steps to address preservation challenges and track progress. 1.5.3. Address challenges. 1.5.4. Understand and promote professional preservations aids. 1.5.5. Publicly promote quality projects and nominate them for awards/recognition 1.5.6. Advocate professional preservation standards. 2. ARCHEOL06Y COMMITTEE =Chair, Bryant Saner. 2.1. Undertake activities that promote the preservation of archeological resources. 2.2. Serve ns a liaison with the THC Archeology Program, the Texas Archeological Society, the South Texas Archeological Association, the Society for Historical Archeology, the Council of Texas Archeologists, and the Hill Country Archeological Association. 2.3.Institute and carry out a continuing survey of the county to determine the existence of historic buildings and other historical and archeological sites, private archeological collections, important endangered properties, or other historical features within the county, and to report the data collected to the Kerr County Commissioners' Court and the Texas Historical Commission. 2.4.Develop and maintain an inventory of surveyed individual properties and districts in accordance with standards established by the Texas Historical Commission. 2.5. Establish a system for the periodic review and assessment of the condition of designated properties in the county, including Recorded Texas Historic Landmarks, State Archeological Landmarks, and individual historic properties or districts listed in the National Register of Historic Places. 2.6.Report the results of the review and assessment to the Texas Historical Commission, Division of Archeology. 2 3. ARCHIVES COMMITTEE =Choir, Julio Stehling. 3.1.Oversee the management and preservation of documents pertaining to the Kerr County Historical Commission. 3.Z.Preserve existing and future archives for public access, education and enjoyment 3.3.Inventory and document all archival holdings in all locations. 3.4. Explore and implement means of consolidation of archival holdings. 3.5.Create and maintain protection for archival materials. 3.6.Seek and move to facilities that offer physical and environmental protection. 3.7.Establish guidelines for continuing preservation. 3.8. Establish guidelines for public access. 4. ENDANGERED PROPERTY COMMITTEE =Choir, Joe Luther. 4.1. The Texas Historical Commission's (THC) Historic Endangered Landmarks Program (HELP) is an effort to identify, track and publicize endangered historic properties in Texas, and to help our local preservation partners address threats to historic properties in their communities. 4.2. Inventory and document existing surveys of historic resources. 4.3. Undertake new or update existing surveys. 4.4. Annually update surveys of historic resources and submit to THC. 4.5. Establish a system for the periodic review and assessment of the condition of designated properties in the county, including Recorded Texas Historic Landmarks, State Archeological Landmarks, and individual historic properties or districts listed in the National Register of Historic Places. The commission should report the results of the review and assessment to the Texas Historical Commission. 4.6.Monitor actions of federal agencies, local government, and developers to ensure the plans for future projects (roads, new construction, housing, etc.) will not endanger a historic property or area. 4.6.1. Advise the County Commissioners' Court and the THC on citizen thinking as a direct channel for the expression of citizen concern. 4.6.2. Monitor legal notices in the local newspaper for announcements of public hearings or pending projects and notify the THC when appropriate. 3 4.6.3. Testify at hearings of city councils and county government. 4.6.4. Work closely with local landmark commissions, planning and zoning boards, and councils of government. 5. EXECUTIVE COMMITTEE =Chair, Joe Luther. 5.1. Coordination 5.1.1. Coordinate with diverse organizations. 5.1.2. Identify key government officials. 5.1.3. Participation of government officials, especially county judge and county commissioners. 5.1.4. Active participation by partner organizations. 5.1.5. Delegate work to membership. 5.1.6. Represent KCHC at County Commissioners Court meetings. 5.1.7. Submit Annual Report to THC and County Commissioners Court. 5.1.8. Submit ratified copy of KCHC Bylaws to THC. 5.1.9. Annually acknowledge accomplishments, reassess programs and set or modify objectives. 5.1.10. Prepare and submit Annual Plan of Work to include Budget Plan. 5.2. Diversify 5.2.1. Meet in different parts of the county. 5.2.2. Collaborate with diverse organizations. 5.2.3. Collaborate with schools. 5.2.4. Identify and interpret under-served subjects/under- represented resources. 5.2.5. Improved representation of county history. 5.3. Historic Preservation 5.3.1. Helping to prevent loss of county history. 5.3.2. Interpretation and rehabilitation historic resources. 5.3.3. Maintain contact with preservation organizations. 5.4.Heritage Tourism 5.4.1. Formulate strategy and develop the tools needed to spread the word about Kerr County's historic sites and attractions. 4 6. EXHIBITS COMMITTEE =Choir, Francelle Collins. 6.1. Maintain the display cabinets in the Courthouse. 6.2.Kerrville Arts and Cultural Center: Members of the Historical Commission maintain a membership of KACC. This gives the Commission the opportunity to host an exhibit once ayear -usually in April. 7. FINANCE COMMITTEE =Chair, Julia Stehling. 7.1. The Kerr County Historical Commission is an arm of the county government. Therefore, funds f rom any and all sources must be deposited with the county treasurer but many be placed in a special KCHC account. 7.2. Direct allocations from the Kerr County Commissioners' Court in accordance with Chapter 118 of the Local Government Code are the chief funding source for the KCHC. 7.3. The KCHC, ns a branch of county government, is a tax-free entity, under the provisions of Chapter 318 of the Texas Local Government Code. 7.4.A11 donations, to the extent allowable by law, are tax deductible. 7.5.Any real property and museum collections are the property of Kerr County and are governed by the Commissioners' Court. The county judge and commissioners' court must approve acceptance of donations of real property and collections by the KCHC. 7.6.The Finance Committee is responsible for all matters relating to the Kerr County Historical Commissions fiscal responsibilities. 7.6.1. Management of budget and funds must be in accordance with the procedures of Kerr County government. 7.7.The Grant Writing Group for KCHC is to serve as part of KCHCs overall fund raising effort for projects approved by the Board of Directors. 7.7.1.1. The Grant Writing Group will work with The Friends KCHC, the nonprofit organization formed to raise funds for KCHC by helping to plan fund raising strategies for the wide variety of projects undertaken by KCHC 7.7.1.2. The Grant Writing Group will: (1) research foundations as possible funding sources (2) gather information for the preparation of grant proposals (3) write the grant proposal. 5 and (4) after the President has signed the proposal, mail the proposal to the foundation or funding source. 8. 6P5 CEMETERY COMMITTEE =Chair, Jeanne Sutton. 8.1. Perform cemetery surveys. 8.Z.The GPS Committee use digital satellite photography, USGS maps, and local knowledge to find unmarked cemeteries across the county. 8.3.Pursue Historic Texas Cemetery designations for cemeteries of Kerr County. 8.4.Establish a digital matrix to document the cemeteries and their GPS status. 8.5.Explore the feasibility of a handy database of County cemeteries can be used in the County and Municipal offices during permit review. 9. MARKER COMMITTEE =Chair, Julie Leonard. 9.1. The Marker Committee manages four types of designations to recognize and protect historic and prehistoric properties in Kerr County: 9.1.1. Recorded Texas Historic Landmarks 9.1.2. State Archeological Landmarks 9.1.3. National Register of Historic Places 9.1.4. Historic Texas Cemeteries 9.2.The KCHC chair or marker chair (duly appointed by the KCHC chair) serves as the sole liaison with the Texas Historical Commission (THC) throughout the marker process, from the online submittal of the application to the review and approval of the inscription. In general, the responsibilities are as follows: 9.2.1. Survey the existing Official Texas Historical Markers in your county to determine their condition; report nny missing or vandalized markers to the THC. 9.2.2. Notify the THC and provide a completed request form for any proposed relocation of a marker. 9.2.3. Analyze the existing markers within the context of the county's history to determine where there might be gaps or untold, but significant, stories. Develop a proactive program for addressing any deficiencies and to promote a more diverse interpretation through future applications. 6 9.2.4. Communicate with potential sponsors to explain the THC and CHC procedures, and to answer any questions they might have. 9.2.5. Review applications for historical accuracy and for compliance with THC procedures and standards. 9.2.6. Verify documentation, where feasible, to ensure accuracy and thoroughness. Work with sponsors to develop their applications to ensure n quality submittal to the THC. 9.2.7. Communicate with the THC marker team about any concerns, questions or suggestions for program improvements. Keep the THC posted on successes, which serve to encourage other CHCs. 9.2.8. Serve as the liaison between the THC and KCHC and between the KCHC/THC and the sponsors. 9.2.9. Respond to all THC inquiries on behalf of the sponsors or KCHC and disseminate copies to others as needed. 9.2.10. Review marker inscriptions for accuracy. 9.2.11. Promote the marker program at the county level through training workshops and materials, public information meetings and marker dedication ceremonies. 9.2.12. Monitor the Recorded Texas Historic Landmarks {RTHL) in the county on a regular basis and work with property owners to understand their legal obligations under the designation procedures. Noti f y the THC of any exterior work on RTHL properties. 9.2.13. Post marker dedication ceremonies to the THCs web site calendar and publicize them in your community. 10. MEMBERSHIP COMMITTEE =Chair, Kathy Walker. 10.1. Appointments 10.1.1. Achieve CHC appointments that reflect county demographics, i.e., mix of ethnicity, ages, genders, etc. 10.1.2. Document county demographics including age, education, income, gender, ethnicity, geographic distributions, etc. 10.1.3. Achieve a mix of seasoned members and new members to balance experience and insti#utiona) memory with new ideas and energy. 10.1.4. Ensure membership reflects county demographics. 10.1.5. Set short-term objectives specifically geared toward further diversification of membership. 7 10.1.6. Meet diversity short-term objectives. 10.1.7. Integrate ayouth component into activities. 10.1.8. Active participation by diverse membership. 10.2. Training 10.2.1. Training with THC 10.2.1.1.1. Equip CHC members with a wider variety of skills. 10.2.1.1.2. Broaden CHC members' interests and appreciation of historic resources. 10.2.1.1.3.Ensure all members have a subscription to T/~e Meda/lion magazine. 10.2.1.1.4.Members encouraged to participate in THC Annual Conference and attend training sessions. 10.2.1.2. Training Outside THC. 10.2.1.2.1.Encourage participation in National Trust for Historic Preservation on-line courses. 10.3. Mentoring 10.3.1.Identify potential mentors within CHC membership to train new members. 10.3.1.1. Develop a formal mentoring process by experienced and new members. 10.3.1.2. Create and maintain an active mentor corps to serve as trainers with the CHC and to the wider community. 1l. ORAL HISTORY COMMITTEE =Chair, Frnncelle Collins. 11.1. Manage the KCHCs projects in oral history. 11.2. Determines the long-range objectives for the oral history program, coordinates placement of audio- or video-toped interviews and transcripts in an archival setting. 11.3. Schedule and conduct oral histories. 11.4. Produce 12 oral histories per year. 11.5. Transcribe the recorded oral histories and place in archival setting. 8 12. PHOTOGRAPHY COMMITTEE =Chair, Joe Luther 12.1. Collect and archive photographs of Kerr County and environs. 12.2. Establish and maintain n digital collection of historic photographs including those from photography, Internet downloads and scanned images. 12.3. Conduct photographic field research to augment and enhance the archival collection. 13. PUBLICITY COMMITTEE =Chair, Lew Williams 13.1. Identify ways to promote THC. 13.2. Publicize on-going projects and activities. 13.3. Publicize our meetings in multiple ways. 13.4. Publicize projects, events, and needs countywide. 13.5. Distribute preservation news statewide and nationwide. 13.6. Develop a new brochure on historic sites of Kerr County. 13.7. Develop a new brochure for a historic driving tour of Kerr County. 14.
