MONTHLY REPORT FOR CENTER POINT/EAST KERR COUNTY REGIONAL WASTEWATER PROJECT FACILITY PLAN Tetra Tech Report Update through March 25th: Work to date has concentrated on selection of subcontractors and initial Category A requirements. Selection of subcontractors included solicitation and evaluation of proposals from environmental subcontractors to provide environmental and cultural assessments. A contact is currently being finalized and is expected to be executed by the end of the first week of April. We will be using Blanton & Associates, a firm that we have worked with before and that has experience in this region. Fulfilling Category A requirements of the Facility plan include review and documentation of several items: 1. Sewer Service Inadequacy - To qualify for funding it is necessary to document that the existing sewer service is inadequate. Speciflcaily, this means that it does not meet applicable regulations or that it does not meet the standards of local government units with jurisdiction. In this case the primary evidence is documentation from the county Environmental Health Department that shows the existing septic systems are not adequate, and in fact pose a nuisance, potentially jeopardizing public health. This documentation has been compiled by the county, and has been added to the report. To further document the problem with area septic systems and provide a context for the individual inspections, we have compiled a soil map and report of the area showing that soils in this are not generally well suited to septic systems, due to poor drainage and shallow bedrock. 2. Documentation of Financial Resources - A further qualification requirement for EDAP funding is that local median household incomes (MHI) are below 75% of the state median. A survey was previously conducted to determine the area MHI, and ft showed that in general it did indeed meet this requirement. To fulfill the current requirements we compiled a map showing the specific parcels surveyed, updated the income data using TWDB required Consumer Price Index data, and also identified more recent MHI data that further supports the MHI level. 3. Demonstrate Occupancy -EDAP funds are only available to subdivisions that had residential occupants on or before June 1, 2005. To thoroughly document this, we identified all thirty-two subdivisions within the proposed EDAP service area, and obtained copies of the property tax records that show a residence in each one that was occupied prior to the necessary date. 4. Tabulate Households - We are in the process of tabulating the number of households within the proposed EDAP service area. We have currently identified all parcels within the service area, and have identified several as residential, commercial, etc., but this process is still underway. Additional information from Kerr CAD to expedite this process has been received, and will assist in competing the tabulations. 5. Compile Maps -Maps of the EDAP area are to be submitted. Based on the map of the income survey and eligible subdivisions discussed above, we have identified a specific proposed EDAP service are that maximizes the EDAP eligible households included while minimizing those not eligible. We have also identified 100-year flood plains, necessary for design. In addition to the Category A tasks, we have also made significant progress with the design of the planned pipeline itself. Because of the local topography, we determined it was prudent to perform initial alignment design to confirm the planned route, so most confidently identify the proposed service area. This work is part of Category C, but addressing it now allows us to better define the service area, and provides more time for this task. Planned Tasks in the next 30 days: - Review and compile county health department inspection records - Complete tabulation of households - Submit Category A draft - Begin work on Category B Kerr County Report Kerr County is moving forward in negotiations with Kendall County Water Control & Improvement District for treatment of wastewater and related issues. The Kerr County Attorney has provided an Inter-local contract template to assist the parties in these discussions.
