This must be done annually. Your jurisdiction must submit a signed copy of the certification letter (attached) to AACOG no later than 5:00 PM on April 29, 2009. Failure to submit the certification MAY cause your jurisdiction to loose its eligibility to participate in the 2009 Grant process. Please send the completed "2009 TRRN Certification Letter" back to AACOG by a-mail to HLS@aacog.com. If this cannot be done, please fax to 210-822-6217. The GDEM is tasked with administering a program of Comprehensive Emergency Management, designed to reduce the vulnerability of the citizens and communities of this state to damage, to injury, and to loss of life and property by providing a system for the Mitigation of, Preparedness for, Response to and Recovery from natural or man-made disasters. The function of the TRRN web application is to provide a central, web-based system to organize and coordinate resources in response to such incidents. Any jurisdiction who has received homeland security grant funding must register with TRRN. Any equipment with a value of $5,000 or more, purchased with Homeland Security Grant Program funds, must have been entered into the TRRN. Completion of this form is required by all jurisdictions to be eligible for homeland security grant funds. This form must be signed by the Chief Elected Official or the Chief Elected Official's designee authorized by the City Council or Commissioner's Court to sign for the Chief Elected Official. The benefits of this project is to provide the Kerr County Sheriffs Office, Kerr County Constables (to include Environmental Health Code Enforcement) and the Kerr County Animal Control both portable and mobile analog/digital, P25 compliant, equipment to improve the communications interoperabilty with other local agencies, such as the Kerrville Police Department, that are using a digital signal. 3. Proiect Description (How wi// the needs be met?j Having equipment that is both analog and P25 digital compliant will allow the Kerr County Sheriffs Deputies, Kerr County Constables and Kerr County Animal Control to be able to have interoperable communication with the Kerrville Police Department and other local agencies now using a digital signal. The Kerr County Animal Control handles all loose animal calls in both the City of Kerrville and Kerr County and cannot monitor any Kerrville Police Department traffice regarding animal calls and usually has to use a cell phone to communicate with them. Currently only the Kerr County Patrol Deputies have analog/digital equipment which leaves the rest of the Kerr County Sheriffs Deputies and the Kerr County Constables unable to monitor any radio traffic from the Kerrville Police Department when possibly in a position to assist with a call or officer needing assistance. One radio will have dual heads and will be installed to upgrade the Kerr County Sheriffs Office dispatch terminals to be able to monitor and use more than one Kerrville Police Department channel. 4. A 2009 Local Jag Grant, submitted with the Kerrville Police Department, awarded Kerr County with $12,758.20 for the purchase of seven (7) analog/digital P25 compliant portable radios for Criminal Investigators. Currently the Sheriffs Office needs 20 mobiles and 19 portables, the Constables need 6 mobiles and 6 portables and Animal Control needs 4 mobiles and 4 portables to achieve this interoperability. One radio will have dual heads and will be installed to upgrade the Kerr County Sheriffs Office dispatch terminals. 5. Regional Impact (Identify the investment strategies addressed by the project. This equipment would be capable of having interoperable communications with any agency that uses anon- trunked VHF system if properly programmed. 6.
