PCT. 1, 2, 3 AND 4. WE PRESENTED AT THE JULY 27, 2009 COMMISSIONERS' COURT MEETING THE AREA IN EACH PRECINCT THAT WE FELT WOULD BENEFIT BY HAVING FURTHER STUDIES DONE IN THE ZONE A AREAS. THE COURT ASKED US TO COME BACK AND GATHER THE AREAS THAT EACH COMMISSIONER WOULD DESIRE FURTHER STUDIES IN. MR. HEWITT' WILL THEN SEEK STATE FUNDING FOR THESE AREAS. ONCE JOHN HAS AQUIRED THE AMOUNT THE STATE IS GOING TO FUND KERB COUNTY FOR THIS PROJECT, WE WILL BE ABLE TO HAVE A MORE ACCURATE IDEA OF HOW MANY MILES OF ZONE A WILL BE STUDIED. Box 464 Center Point, Texas 7$010 830-285-0200; matthewshistpres(aaol.com August 10, 2009 Kerr County Commissioner's Court Kerr County, Texas RE: Formal request for area outlined in red on attached map to be included in Flood A study Gentlemen: ~- d My husband and I own a 100-acre ranch situated across the Kerrville Airport, and fronting on Highway 27 (please see attached map.) This property has, historically, had several streams flowing onto it, in addition to the Guadalupe River, at its south boundary. At the present time, I have hired a geologist to study the ranch to determine these water sources and changes over time. Unfortunately, this study is not yet done, but we have determined that that: I) On ourSW corner, Silver Creek comes onto our property in two ways; from the airport, via an underground culvert on Hwy. 27; and via a drainage, from land now owned by the city of Kerrville (the Kerrville Industrial Park.) Historically, Silver Creek came across to my property on a wide NW to SE swath. There are Zone As identified in the Silver Creek drainage. 2) On our NW corner, another creek (un-named as yet) comes onto our property from the airport, via another underground culvert on Hwy. 27. This area has not been identified as even a flood zone. 3) On our eastern border, drainage from the massive tributary called Nowlin's Hollow moves west onto my property. The drainage shown on the attached FEMA map is incorrect and does not acknowledge that Nowlin's Hollow moves from a NE to a SW direction to the river. 4) On the south, my property is affected by the confluence of the Guadalupe River and Turtle Creek (see identified A Zones on attached map.) 5) In addition to the above, my property is affected by obstructed flood plain anal any riprap or mitigation work, which would be undertaken immediately downstream, due to the fact that Turtle Creek and the Guadalupe River would then back up onto us. I wish to make a formal request that the area outlined in red, on the attached map, be included in the study proposed by the Kerr County FPA, to re-designate Zone As into Zone AEs. I have numerous historic documents and studies that I would like to give to the FPA to provide background on the various water movements on my ranch. Thank you. Very truly yours, ~. Mary.
