Would you like us to give a presentation orjust be on hand for questions? We are presenting at City Council next week and they are going to consider a resolution to support UGRA's grant application and participate as an in-kind contributor. I know I originally mentioned a letter of intent, but Ray and I thought a resolution at this point would be sufficient since we do not even know if we are going to get the funding. If UGRA's grant application is accepted (sometime in the spring) then we could enter into a MOU, or what ever contract legal counsel advises, before the grant work plan is submitted to TCEQ. I have attached a copy of the City of Kerrville's draft agenda bill describing the resolution for reference. Since the grant application is due on the 18th, is it OK if I contact County staff (Ray, Janie, Tim) before Commissioners Court on the 14th to start quantifying the in-kind contribution? For example, I would need to ask Tim how may staff hours does he estimate it will take to install five pet waste stations and what is the cost of that staff time (salary + fringe + indirect). I will work with Jody to get her what she needs for the Commissioners Court agenda. The email below and the attached document give a more complete recap of the meeting if you are interested. TCEQ and UGRA presented the implementation measures that will be included in the official plan: ^ Reduce bird feeding parks ^ Install exclusion/deterrent devices on bridges over water ^ Manage waterfowl populations at Parks ^ Reduce human contributions through ongoing lateral sewage line replacement, sewage inspection and rehabilitation, and ongoing septic system plan review and registration ^ install pet waste stations at public parks and pet owner education ^ Education programs for livestock owners TCEQ is accepting applications for a grant program that can fund projects to address these measures and UGRA plans to apply for funding. Grant application is due December 18th. The grant requires 40% of the total amount to be made up of in-kind services by the grantee (UGRA) or other eligible entities (Kerr County, City of Kerrville, TxDOT). I see the grant as an opportunity to collaborate with Kerr County to get funding for pet waste stations in Flat Rock Park and homeowner septic system education programs in areas near the waterways. In order to do this, I would need to ask County staff (Environmental Health and Maintenance -most likely) to estimate the amount of time (and associated cost) they will contribute to the project as in-kind services (i.e. time to install and maintain pet waste stations, time to plan and carry out homeowners education program or prioritize systems nearest to impaired area for inspection). If we receive the grant, I would need to include the actual in kind time spent on the project in quarterly reports. Is cooperating in the grant process, something the County would like to be involved in? If so, can I contact County staff to collaborate on this project? If you would like me to make a short presentation to Commissioners Court, I would be more than happy. Ray and I are speaking to Kerrville City Council next week to ask for their cooperation and I believe council will consider signing a letter of intent to cooperate in the grant process. Elevated levels of E. coli bacteria in certain areas of the Guadalupe River in Kerr Couhty prompted the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA) to designate the river segment as impaired. As part of the process, TCEQ initiated a Total Maximum Daily Load (TMDL) study in Kerr County and a subsequent TMDL Implementation Plan. UGRA plans to apply to TCEQ for a three year grant funded by Section 319(h) of the Clean Water Act to pay for the best management measures outlined in the Implementation Plan. The three-year grant consists of 60% of the funding supplied by TCEQ and 40% of the funding supplied locally through in-kind services of eligible entities. The 40% match will be composed of staff time and services by UGRA and possibly the City of Kerrville, Kerr County, and TxDOT. No entity will be required to outlay cash. RECOMMENDED ACTION Staff recommends approval of a resolution supporting UGRA's grant application to TCEQ and the City's participation as an in-kind contributor. For Kerr County, I outlined possible contributions from the Environmental Health Department, Maintenance Department, and Animal Control. After reading the application instructions again, I think I only need to include a total cost for each activity based on an hourly rate and we will not need to include any fringe or indirect costs for the third party contributors. It is not necessary to provide specific personnel names or position titles, only an hourly rate. Annual salary can be converted to an hourly rate by dividing by 2080 (standard amount of working hours in a year). The text written in red are my comments or questions that are meant to provide clarification. I have listed activities that I think are applicable, but please feel free to add or delete any activities. I am more than happy to meet with you over the phone or at your office to clarify the worksheet and I have reserved the entire week of December 7th to meet with you at your convenience if necessary. I envisioned meeting with Ray Garcia, Tim Bollier, and Janie Whitt separately to address the activities for each department, but I am open to what ever format works best for you.
