Kerr County and the City of Kerrville have looked into Kerr County Road and Bridge assisting
the City of Kerrville in paving a city road off of Singing Wind. The estimated area is 50,000
square yards. We have discussed that the City would take care of all road preparation work for
the road, along with providing locations for aggregate stockpiles.
Preparation would include, but not be limited to, clearing the ROW of brush and obstructions,
repairing base failures, pot holes, level ups, vegetation control and brooming the prepared road
surface prior to Kerr County sealing the road surface with emulsion and aggregate. The City
would also be responsible for notifying the residents on the road as to when and where paving
would take place and if any road closures or re-routing would occur. The City would be
responsible for making sure that there are no obstructions in or around the road during the paving
process. The City of would be responsible for proper signage being put in place and assisting
with road flagging and traffic control. Kerr County would apply the emulsion, lay down the
aggregate to the prepared road surface, and roll the surface after said application. Kerr County
will place orders for the aggregate and the emulsion. The City would reimburse Kerr County for
the aggregate and emulsion. Upon the completion of paving, the City would be responsible for
brooming and cleaning the area. Kerr County's expense in this project would be the cost for
employees' wages and equipment fuel.

WHEREAS, there are strong indications that federal legislation will be enacted to stimulate
the American economy and create jobs b~° dedicating funds to be invested in transportation
infrastructure: and
WHEREAS, the City of Kerrville ("Cite"') and Kerr County ("County"') recognir_e that this
federal economic stimulus effort includes the possibility of fiederal fundin<~ (or local transportation
improvements: and
WHEREAS. such finding ma~~ be disU-ibuted via the Teas Department o1~Transportatiun
("TxDOT") as a means o'f prioritizing local transportation projects; and
WHEREAS, in anticipation of this funding, the City and County urge "1'xDOT to be ready
with well-planned, ready-to-go projects within Kerr County that could begin construction quickly
and create jobs; and
WHEREAS, toward that end. the City and County have identitied the Drainage
Improvement Project for Harper [iighway (l=M 783) (the "Projecf'), to include drainage
improvements from Jackson Road to Junction Highway (SH 27), as the type of the project that may
be eligible to receive federal funding; and
WHEREAS, this Project is necessary for the provision of necessary drainage to help ensure
safe transportation and the protection of life and property, and the Project will also create jobs; and
WHEREAS, the City Council for the City of Kerrville, Texas, and the Commissioners Court
for Kerr County approve ofthis Project and wish to submit the Project to TxDOT and urge TxDOT
to have this Project considered for inclusion in a request to the federal government for funding
pursuant to the economic stimulus package;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF KERRVILLE AND THE COMMISSIONERS COURT OF KERR COUNTY, TEXAS:
The Cite ofKeriville, Texas, and Kerr County, Texas, approve ofthe Drainage Improvement
Project for Harper Highway (FM 783), and the Mayor and County Judge are authorized and directed
to submit this Joint Resolution to the appropriate goven~ment agency(s) and take whatever other

WATERLINE IMPROVEMENT PROJECT AT THE KERRVILLE/KERR
COUNTY MUNICIPAL AIRPORT
WHEREAS, there are strong indications that federal legislation will be enacted to stimulate
the American economy and create jobs by dedicating funds to be invested in transportation
infrastructure; and
WHEREAS, the Cite of Kerrville (`City') and Kerr County ("County") recognize that this
federal economic stimulus effort includes the possibility offederal funding for local transportation
improvements; and
WHEREAS, the Joint Airport [3oard (``JAE3"') for the Kerrville/Kerr County Municipa(
Airport (`Airport") has requested that the City and County submit a prioritized list of Airport
projects in anticipation of this funding, so that the JAB, City, and County will be ready with well-
planned, ready-to-go projects that could begin construction quickly and create jobs; and
WHEREAS, the JAB, City, and County have identified the Airport Water Line Project
("Project"') as a project that may be eligible to receive federal funding: and
WHEREAS, this Project is necessary for the provision of appropriate fire flow and the
expansion and creation ofbusiness enterprises at the Airport, and such Project will create jobs; and
WHEREAS, the City Council for the City of Kerrville, Texas, and the Commissioners Court
for Ke, ~ County approve of this Pirv'ect and wish to submit the Project to the appropriate federal
and/or state agency(s) to be considered for inclusion in a request to the federal government for
funding pursuant to the economic stimulus package;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF KERRVILLE AND THE COMMISSIONERS COURT OF KERR COUNTY, TEXAS:
The City of Kerrville, Texas, and Kerr County, Texas, approve the Airport Waterline Project
at the Kerrville%Kerr County Municipal Airport, and the Mayor and County Judge are authorized and

RELOCATION OF THE USDA KNIPLINC-BUSHLAND LIVESTOCK
INSECTS RESEARCH LABORATORY
WHEREAS, there are strong indications that federal legislation wi Il be enacted to stimulate
the American economy and create jobs by dedicating funds to be invested in public improvement
projects; and
WHEREAS, the City of Kerrville ("City') and Kerr County (`'County") recognize that this
federal economic stimulus effort includes the possibility of funding for federal facilities: and
WHEREAS. the United Slates Department of Agriculture ("USDA") Knipling-~3ushland
Livestock Insects Research Laboratory ('Laboratory"). established in Kerr County, Texas. in 1962,
has previously requested funds to relocate the Laboratory (the "Project"): and
WHF,REAS, pi°operty for the relocation of the Laboratory has already been purchased: and
WHEREAS, in anticipation of this funding, the City and County urge the USDA to be ready
with a ~~~ell-planned, ready-to-go Project that could begin construction quickly and create ,jobs. as
this may be the type of project that is eligible to receive federal funding: and
WHEREAS, the City Council for the City of Kerrvi (le, 'Texas, and the Commissioners Court
for Kerr County approve of this Project and urge the USDA to have this Project considered for
inclusion in a request to the federal government for funding pursuant to the economic stimulus
package;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF KERRVILLE AND THE COMMISSIONERS COURT OF KERR COUNTY, TEXAS:
The City of Kerrville, Texas, and Kerr County, Texas, continue to seek the relocation ofthe
USDA Livestock Insects Research Laboratory, and the Mayor and County Judge are authorized and
directed to submit this Joint Resolution to the appropriate government agency(s) and take whatever
other action is requested pursuant to the federal economic stimulus package and the possibility of
federal grant funding.

RIVER DREDGING PROJECT
WHEREAS, there are strong indications that federal legislation will be enacted to stimulate
the American economy and create jobs by dedicating funds to be invested in public improvement
projects; and
WHEREAS, the City of Kerrville ("City") and Kerr County ("County") recognize that this
federal economic stimulus effort includes the possibility of federal funding for public local
improvement projects; and
WHEREAS, the dredging of the Guadalupe River and the possible creation of detention or
retention ponds and associated channelization to make them operative in an effort to remove
sediment and increase capacity and flow for the preservation and protection of human life (the
"Project") may be the type of project eligible to receive federal funding; and
WHEREAS, the City Council for the City of Kerrville, Texas, and the Commissioners Court
for Kerr County approve of the Project and wish to submit the project to the appropriate federal
and/or state agency(s) to be considered for inclusion in a request to the federal government for
funding pursuant to the economic stimulus package;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF KERRVILLE AND THE COMMISSIONERS COURT OF KERR COUNTY, TEXAS:
The City of Kerrville, Texas, and Kerr County, Texas, approve of the Guadalupe River
Dredging Project, and the Mayor and County Judge are authorized and directed to submit this Joint
