Kerrville, TX 78028 February 16, 2009 Kerr County Commissioners' Court Kerr County Courthouse 700 Main Street Kerrville, TX 78028 Kerrville City Council Kerrville City Hall 800 Junction Highway Kerrville, TX 78028 Subject: Request for Budget Amendment The Interlocal Agreement of August 13, 2008, stipulates in Section 4(c) that "without the prior written approval of each Party, the Board shall not spend nor incur obligations which at any time will exceed the total amount of the Board Budget adopted by the County and City for that fiscal year". The Airport Water Line CIP project is included in the FY 2009 airport CIP with $420,000 for construction costs, though no funding source is identified at this time. Recently updated cost estimates for the project indicate a total cost of around $600,000 for complete replacement of the existing 6" line. The Kerrville/Kerr County Joint Airport Board has determined that it is appropriate to engage a civil engineering firm to evaluate potential solutions and to engineer the preferred solution with a final construction cost estimate. This work should not exceed $75,000 to complete. Funds are available, though un-appropriated, for the evaluation and engineering portion of this project in the Airport Operating fund. Un-audited figures as of September 30, 2008 indicate the airport has approximately $230,000 of available cash balance accumulated from prior years unspent appropriations and excess revenues. Of this amount, approximately $120,000 is offset by fund liabilities including contract obligations for the Airport Manager and a potential 10% target fund balance, leaving approximately $110,000 unencumbered. The addition of this funding would bring the total approved Airport Water Line budget to $495,000, with a funded balance of $75,000. Consequently, the Kerrville/Kerr County Joint Airport Board respectfully requests approval -for appropriation of $75,000 of Airport Fund cash balance for engineering for the Airport Water Line project.
