Many Counties are using these funds in order to assist their lower income residents and those with particular hardships, who cannot afford to replace their failing or substandard systems. Eligible activity under: • Community Development Fund (selected regions, $150,000 to $350,000) • Colonia Fund (up to $500,000) Eligible recipients: Cities and counties Eligible beneficiaries: • Low and moderate income residents (<80% area median family income) • Located inside defined Colonia area, if applying through Colonia Fund Optional restrictions or prioritizations (city/county's choice): • Ownership (homeowners only) • Age (62+) • Disability Status • Family size • Low Income or Very Low Income (50% or 30% AMFI) • Severity of Need for replacement Grant pays for: • Beneficiary outreach, identification, qualification, processing • Soil and site evaluation • OSSF design • TCEQ fee • Removal/mitigation of existing OSSF • Installation of approved OSSF • Reconnection of all house plumbing to new OSSF • General administration Local government waives fees for: • Initial inspection to verify information • Interim inspections (if any) • Final inspection and permit issuance • Waived fees constitute the local match (5%) • Once waived fees reach 5% of total costs, remainder are grant reimbursable Texas Community Development Block Grant (CDBG) Program On-Site Sewage Facility (OSSF) Replacement Activity Information for Kerr County, provided by GrantWorks (page 2) Key Elements: • Grant administrator coordinates the various phases of the OSSF Replacement Program with your Environmental Health Department • Grant Administrator will collect and review homeowner application materials, issue bid packets for soil/site evaluator and for OSSF installation, and manage all aspects of the project to ensure compliance with ORCA requirements. • Court will review and set guidelines for program that establish options/priorities for assistance • Court will NOT select individual beneficiaries-instead the objective guidelines determine who receives a new OSSF and Court will simply approve a list provided by administrator of eligible beneficiaries to receive assistance. • County will enter into contracts with administrator and with soil/site evaluator. • County will provide assistance agreements to benefiting households. • Households will enter into contracts directly with installers from County's approved list. • County makes payments using grant funds to installers only after County Inspector approves installation.
