Our discussions have focused and narrowed to three primary issues; density as determined by minimum or average lot size authority, incompatible land use authority and limited infrastructure cost recovery authority. Kerr County, like most of the counties, passed a resolution in support of these issues. HB 2167 embodies these elements and issues and I would respectfully ask that you join in sponsoring this legislation. Kerr County Commissioner's Court seldom has come to you for specific requests of this nature. This issue is of great importance to the residents of Kerr County and I hope you favorably consider this request. I understand that there may be some opposition to this legislation. However, I and other representatives from the Hill Country Counties Comrr>issioner's Courts have met and considered input from many local and state organizations. This input is reflected in the very limited scope of this legislation that is very mindful of individual and property rights. You and the other legislators from the Texas Hill Country have the opportunity to assist County Government by passing legislation that will be positive by establishing limited land development authority that will enhance positive development for the residents of the Hill Country. Without your support and that of the other Hill Country representatives, this legislation will not come to pass. I look forward to the leadership you have always provided and to help local county government by working to pass HB 2167. I and the other local elected officials stand ready to assist in this legislative effort, but we must rely on your leadership to guide the passage of this legislation.
