GRANT (TCDBG) ASSISTANCE UNDER COLONIA FUND
Came to be heard this the 9th day of March, 2009, with a motion made by Commissioner
Williams, seconded by Commissioner Baldwin, the Court unanimously approved by a
vote of 4-0-0 to:
Adopt Resolution to apply for 2009-2020 Texas Community Development Block Grant
assistance under the Colonia Fund to complete on-site sewage facility replacement in
designated Colonia areas of Kerr County.

The request is for $250,ddd which will pay for 20 #0 3Q new OSSF installations, depending on
the type of system needed. Typically counties match these projects through a combination of
waived inspection fees and donated in-kind services lay their OSSF-enforcement departments-
Example: Tank cast of $6,000 (paid by grant)
Initial inspection (to verify #ank location, address, etc): $50 waived
Interim inspection (to meet with homeowner and contractor on site): $50 waived
Application fee (includes final inspectinn}: $24q waived
Additional match is generated by accounting far county staff time taken to review the
guidelines; assist with application in-flake lane or two afternoons) and pre-construction
conference; review of bid packages; review of bids received; etc.
The project will be completed aver a 24-month period and in several phases to prevent
overloading your staff,

A RESOLUTION OP' KERR COUNTY COMM[SSIONERS' COURT AUTHORI7ING SUBMISSION OF A
TEXAS C01~71~1UN1"Tl' llEVCLOPn'IENT BLOCK GRANT APPLICATION TO THE OFFICE OF RURAL
COMMUNITY AFFAIRS FOR THF. COLONIA FUND.
WHEREAS Kerr County desires to develop a viable community, including decent housing and
Suitable living environment while expanding economic opportunities, principally
For persons of low/moderate income; and
WHEREAS Certain conditions exist within the community which represent a potential risk to
Public health and safety; and
WHEREAS It is in the best interests of Ken County to apply for fundin, under the ?009-2010 Texas
Community Development Block Grant Program; now therefore be it
RESOLVED Section 1. That a Community Development Block Grant application is hereby authorized
"fo be filed with the Office of Rural Community Affairs for funding consideration under
The Colonia fund;
Section 2. 'That the application be for up to $20,000 of grant funds to
Cary out replacement of on-site sewage facilities within the Colonia areas
Designated in the Kerr county Colonia Comprehensive Plan, and where
there is no current or officially proposed public sewer service; and
Section 3. That matching funds in the amount of five percent (5%) of the
Grant funds of $12,00, whichever amount is smaller, in the form of
V1'aived fees and in-kind services are committed by Kerr county from the
General fund toward the application; and
Section 4. That the County .fudge is designated as the Chief Executive
Officer and Authorized Representative to act in all matters in conjunction
With this application and participation in the "texas Community
Development Block Grant program.
