See Agenda Request Rules Adopted by Commissioners' Court. #31507 RESOLUTION A RESOLUTION OF KERR COUNTY COMMISSIONERS' COURT IN SUPPORT OF KERR ECONOMIC DEVELOPMENT FOUNDATION. WHEREAS The Mission Statement of the Kerr Economic Development Foundation provides: "To support and promote the retention, expansion and attraction of business entities in Kerrville and Kerr County in a manner that complements the efforts of our economic development partners and enhances our quality of life. " Revised and adopted by KEDF Board of Directors in 2004; and WHEREAS Within the last seven years KEDF has been responsible for or involved in Economic Impact studies assisting Kerrville State Hospital in deliberations with the Texas Legislature resulting in redirection of services provided by KSH, thereby preserving a valuable economic asset for the community; assisting the Hill Country Shooting Sports Center with its development resulting in the facility being designated a world Olympic Training Center thereby bringing in thousands of athletes and visitors to Kerrvi I le resulting in addition of significant tourism dollars to the local economy; developing strong economic partnerships with state and national elected officials; hosting TxDOT project meetings allowing local elected officials to participate in developing transportation strategies for city and county; assisted Peterson Regional Medical Center in developing Economic Impact analysis in support of their request for 4(b) sales tax funding for necessary infrastructure for new medical facility and facilitated meetings related to potential sale of downtown hospital property; and WHEREAS KEDF has led the local effort to secure development of a new USDA facility for the Knipling-Bushland US Livestock Insects Research Laboratory that, to date, has resulted in nearly $4 Million in Federal funding for feasibility, design and engineering, and acquisition of 86.71 acres of land on Peterson Farm Road for the new facility while spearheading a campaign to garner support from US and Foreign officials emphasizing the value of this facility to the world-wide cattle industry; assisted in the acquisition of the Gateway properly for retail development; participated in ongoing development of Kerrville/Kerr County Airport property; donated KEDF property to Mooney Airplane Company to assist Mooney and the City of Kerrville in applying for a Texas Capital Loan; maintains a website recognized by the Texas Comptroller as outstanding that promotes both the City of Kerrville and Kerr County; arranges and implements an annual visit to Washington DC for the purpose of allowing local elected officials to meet with Federal elected and agency officials; led effort to obtain infrastructure for Harper Road that has immediate benefit to James Avery Craftsman for its retention and expansion thereby preserving hundreds of jobs for the local economy; and WHEREAS KEDF has provided assistance to Schreiner University in its ongoing efforts to expand its facilities and progress toward a stated goal of 1,200 students with huge economic benefit to our area; developed and provided innumerable video presentations in support of several local development projects such as USDA, Town Creek Properties, Stablewood Springs Resort, Kerrville/Kerr County Airport; organized economic partners to attract Alamo Community Colleges to our community to provide continuing educational opportunities and skills training to area youth with facilities slated for opening in December, 2009; and WHEREAS The foregoing accomplishments are merely highlights of the activities of aone-person staff supported by members of a volunteer Board of Directors; and WHEREAS KEDF led the effort to develop an Economic Development Strategic Plan which was adopted unanimously by Kerr County Commissioners' Court and the Kerrville City Council, this action leading to the adoption by the City, County and the City of Ingram of a uniform Incentives Policy to assist in business retention, expansion, and attraction of new businesses/industries; and WHEREAS Within the strategies detailed in the economic Development Strategic Plan was a recommendation identified as "Priority 5" detailing the logic for the formation of An "Economic Development Council" in support of KEDF. The Economic Development Council "should represent the diversity of stakeholders in the Community and should be assigned the responsibility for monitoring the implementation of (the) strategic plan. The initial Economic Development Council will also be Charged with the responsibility of developing the group's long term goals and objectives, organizational structure, and selection criteria for future Economic Development Council members. KEDF will provide support to the Economic Development Council, which will meet quarterly." Now, therefore be it RESOLVED That Kerr County Commissioners' Court by adoption of this Resolution does hereby support the continuation of Kerr Economic Development Foundation as an independent, non-governmental entity and the establishment of an Economic Development Council in support thereof as recommended by the Economic Development Strategic Plan which was unanimously adopted by the City of Kerrville and Kerr County; and be it further RESOLVED "That the Kerrville Economic Improvement Corporation provide the funding for the operations of KEDF and provide additional resources in support of economic development projects which are initiated by KEDF; and be it further RESOLVED That a signed copy of this Resolution be forwarded to Kerr Economic Development Foundation, City Council, City of Kerrville, Ingram City Council and Kerr Area Chamber of Commerce.
