Currently there are approximately 125 users at this location. We require the vendor to use a phased or hybrid install to minimize downtime. Future additions could include adding up to 10 remote locations and 75 users to the proposed VoIP PBX located at the courthouse. The proposed system should allow growth to at least 250 total users. GENERAL The proposal shall be detailed, including item description, unit pricing and quantity for each component and/or option. Additionally, a schematic diagram of proposed system including interconnection to communication and LAN/WAN networks is required. Proposed service agreements shall be detailed as to what is included, the price, the time period covered along with options to the service agreements. Schematic diagram- Appendix A Service Level Agreement- Appendix B COMPLETION System install shall be complete at the earliest date possible within 60 days of the award notification. Vendor will specify a completion date to meet above guidelines. Failure to complete installation during the 60 day period will result in bond forfeiture. Installation will be deemed complete when all hardware, software and equipment is in place and configured to departmental need, as well as all initial training performed. Windstream will comply with this deadline. Project Timelines- Appendix C VENDOR ACCESS Vendors are encouraged to schedule an appointment for site visitation. Vendor is responsible for, with assistance from Kerr County IT Department, performing a departmental interview for determination of need. Windstream has been to the County office for 2 complete site surveys to compile inventory needs. 4 TRAINING Vendor will provide and make available training for end-users and administrators, during installation as well as post install for a period not less than 90 days. Windstream will be available for training for 90 days as requested by customer. Additional training can be provisioned on an as needed basis by customer. Kerr County has agreed to a VPN connection and Web X training for additional training needed. Training plan: Windstream will provide both pre and post cut training, with separate sessions for the administrators and the end users. Windstream acknowledges and will comply with requirements to provide training for not less than 90 days post cut. Training on instruments and voicemail will take place one week prior to the implementation of the phone system, and will consist of an interactive classroom. The Customer will provide a room for training that accommodates a minimum of 10 and a maximum of 15 employees. Windstream will place phones in this area for live demonstration of features and voicemail. Customized training materials based on each work group's identified requirements will be provided during each training class. A complete user guide with all features will also be provided. Training sessions will take approximately one hour, which gives time for questions and for the employees to get acquainted with the equipment they will be using. The class schedule will consist of two classes in the morning and two classes in the afternoon. If more classes are needed, arrangements will be made for the additional classes. OUTAGES AND RESPONSE TIME Outage effecting less than 10% of users requires a response time from vendor of less than one business day*. Outage effecting more than 10% of users requires a response time from vendor of less than 4 business hours*. • Monday through Friday, Does not include holidays. DC-Tac has a lab with several BCM and CS1K systems were we are able to duplicate issues and demo features. This lab has the latest software and hardware and is required by Nortel to maintain Windstream's Elite Partner full service status. The TAC also participates in alpha and beta trail testing with Nortel. TAC engineers hold the latest Nortel Certifications on the BCM, CS1K, and other products. The team also worked on the new BCM 450 RIs.S beta testing and are currently live on this software. We have aBCM-50 and 450 in our lab on release 5, my production BCM is also working on this release. All of the TAC engineers and the supervisor- Damon Edwards are also members of the Distributor Alliance Council (DAC) which is a not for profit organization open to all Nortel Distributors. The DAC has monthly calls with the Nortel product managers and DAC members for the different Nortel products, which allows us to influence the development of new Nortel products and services through this relationship. They also receive advanced technical information that non members do not receive. Damon currently sitson the Training and Documentation task force as a deputy chair and attend DAC leadership calls monthly. • Windstream has local sales and operations staff available to assist for any service impacting issues WARRANTY Vendor shall warrant and support their installation for a period of not less than one year. Extended warranty coverage period and cost should be listed separately. Windstream pricing includes one year of warranty of the system to include replacement on all parts. Extended warranty and pricing (including lightning protection and surge protection is listed)- see Appendix D SOFTWARE AND UPDATES Vendor shall provide software to operate the system and any updates at no cost during the warranty period. Maintenance agreements should be used for post warranty software upgrades and should be listed separately. Patches to the software will be supplied at no additional charge. Additional features sets added could result in incremental fees. HARDWARE Open source solutions are welcomed and encouraged. Proposed hardware shall be robust and capable of meeting a 99.9% SLA System hard drives shall have a minimum of RAID-1 and be hot swappable. System power supplies shall be redundant. Hot swappable power supplies are preferred. Core hardware shall be rack mountable. The hardware shall be able to be remotely administered, given proper authority levels. All core hardware shall be able to support multiple simultaneous voice and video connections. All incoming FAX's shall be delivered using email. Outbound FAX on-network to be delivered using VoIP faxing to T.38-compatible SIP endpoints. Outbound FAX off-network to be delivered using PSTN conversion.
