Attachment 1, Draft Telephone System RFP Summary Kerr County desires aturn-key Voice over IP solution to replace existing Nortel Meridian system at the Kerr county courthouse. Currently there are approximately 125 users at this location. We would prefer to use a phased or hybrid install to minimize downtime. Future additions could include adding up to 10 remote locations and 75 users to the VoIP PBX located at the courthouse. The proposed system should allow growth to at least 250 total users. Vendor will be expected to warrant and support their installation for a period of not less than one year. Synopsis of Detail There are 7 DID trunk lines supporting 125 users and 10 FAX devices. There are also 7 FAX devices and several users with analog POTS lines. We would like to have all incoming FAX's delivered using email. Minimum protocols to include SIP, H.323, MGCP. We have been herein Kerr County and serving the Texas Hill Country since 1951. Our leadership, technical staff and service representatives are based in our Ingram headquarters. Our top level decisions are made here and we have decided to invest in our county and our community. Hill Country has committed great resources to building out the fundamental technical infrastructure and invested in the long-term support of the Kerr County's technology growth plan. You have seen us building aworld-class fiber optic network that traverses the City of Kerrville making rapid deployment of future services more economical and efficient. This fiber network puts Kerrville's technology infrastructure on a similar technological footing as Austin and Seattle. The advanced technical competence that goes into building this IP infrastructure is the same vision and skill that will go into implementing aforward-looking VoIP phone system for the Kerr County Courthouse. As the second largest telephone cooperative in the State of Texas we have the where with all to complete these projects and stand behind them in the long run. We participate in and serve our community. We buy our products locally. The wages paid to our employees are spent with the merchants and businesses of Kerr County. The Nortel BCM450 Nortel's Business Communications Manager (BCM) is a Linux-based IP/TDM PBX convergence system that delivers productivity-driving features, such as the Unified Messaging, proven and reliable voice processing, and an extensive array of feature-rich business telephony applications. Nortel's BCM is the number one choice of Small and Medium Business throughout the United States. There are approximately 100,000 BCM systems in operation today. Nortel is a company in transition. The entire Enterprise Division of Nortel (the division that includes its' telephone systems) is in the process of being acquired by Avaya. Because of Nortel's large existing installation base and the strength of the BCM products in specific, we agree with industry analysis that this transition will not affect on the on-going development and support of the BCM systems. We, at Hill Country, will be here to support the system and Nortel/Avaya will be able to support us. t Hill Country Proposal Page 2 This Proposal This proposal responds to the specifics of the System Specifications in the Kerr County Courthouse Request for Proposal for new Phone System and includes: - Overview of VoIP Capabilities (page 3); - The Configuration of the system in this proposal (page 4); - Schematic Diagram of the BCM450 (page 4); - Itemized Cost detail (page 5 and 6) This proposal also includes alternative pricing for: (1) A hybrid digital/VoIP option designed to reduce the initial cost of the new system by preserving the investment you have already made in your existing phone set (page 7). (2) An alternative cost for deploying Power Over Ethernet (POE) switches to replace the individual power supply to each phone set as specified in the RFP. This includes the option of separating the new VoIP traffic from the data traffic on your existing network using a VLAN solution (page 8). (3) Pricing for a Universal Power Supply and back-up battery that will prevent interruptions to the system if there is no such back-up currently in place for your network (page 9) Supporting Documentation In the appendix sections of this proposal you will find: - Telephone Distribution Plan that itemizes the deployment of phone sets by department, by individual workstation and by type of phone set; - Product Descriptions of each type of phone set; - Overview of the BCM450 system; - Detailed Product Description and Specifications of the BCM450. Hill Country Proposal Page 3 VoIP System Capabilities With modern technology it is getting difficult to distinguish where your phone system ends and your computer system begins. This is the good news that makes your new phone system the easy-to use, tool that will improve the productivity of each work station and be popular with your staff. VoIP (Voice over Internet Protocol) itself means that your voice communications will travel over the same network as your computer network. That means that: (1) You no longer have the expense of maintaining the copper telephone wiring throughout the courthouse, and; (2) Whenever a staff member moves offices, either permanently or temporarily (IE: to work in a conference room for the afternoon), they can just bring the IP phone from their desks and plug it into any available wall jack and their calls will find them. Unified Messaging allows incoming voice messages, FAX to be delivered as email if the user wants it. With Unified Messaging your staff can retrieve, forward and/or archive their voice messages, emails and FAXes from any computer or remote device (BlackBerry, iPhone, Palm Pilot, etc). MSN Instant Messaging can also be launched from voice or email. Intelligent Call Center (ICC) will go a long way to improve customer response experience in the Tax Collectors and County Clerk's office and at the same time it will help manage the work load of the clerk handling the calls. ICC manages the calling queues, provides automatic call distribution, and allows integration to third party systems that can automatically call up information from other country sources. Wireless headsets, that have become so popular with the county's clerical staff, are an option for every phone station in the courthouse whether they are deployed in addition to a telephone desk set or integrated as part of a virtual softphone in a call center situation. This proposal includes the cost of USB wireless headsets for 24 courthouse clerks. These phone sets can be used as digital extensions off of the new BCM450 system and replaced with the newer IP phones as they break or need replacement. If we were to replace each of the 15 Break Room phone sets and 38 Clerk Phone sets with existing M7310 phone sets that would reduce the Countys' initial cost by over $10,000. It would be less expensive and more secure if each of the phone sets were powered by a four Power Over Ethernet (POE) switches which would be secured by the uninterrupted power supply to the network. Of greater importance than the cost savings is the system efficiency. If the individual AC power to each phone is interrupted by a power surge then each phone effected will have to be reset. With the POE switches the individual phone sets will not be effected by a power surge or temporary outage. To assure the quality of the voice transmission and prevent audio latency ~~oice signals are given priority through-put which is referred to as QoS (Quality of Service). To avoid the possibility of congestion on the existing network -when voice traffic is added to the existing data traffic -- it is not necessary to go to the great expense of running a separate CAT5 cables just for the voice traffic. Your existing network cables can be segmented into separate channels for voice and data by creating a VLAN (Virtual Local Area Network) with in that same network cable.
