approved by a vote of 4-0-0 to:
Approve Resolution to proclaim November, 2009 as Home Care and Hospice Month in

services prcwided to our State's Medicare, Medicaid and private-pay patients by
thousands of Texas home care employees including nurses, therapists, home health aides
and others throughout our State.
Home care has enjoyed tremendous, bi-partisan support as a way to provide quality
health care for same of Texas' most deserving patients while saving money within our
health care system through reductions in more costly nursing home, hospitalization and
other expenditures. Hospice sevcices provide palliative care t.o those in their final days of
life, and bereavemen~ support to their laved ones before and after death.
Las± yeal•, Govertlor Rick Perl•y declared November as "Official home Care and Hospice
Month" for the State of Texas. As we approach November 2009, we have once again
requested that our Governor recognize November as Home Care and Hospice Month. So,
please join, us along with Governor Rick Ferry as we celebrate this year's theme of
"Heart & Hands That Care".
We would greatly appreciate you requesting your Commissioners' Court to pass a
resolution at its November meeting.. A sample proclamation that you can use as a
model is enclosed for your information. You can also request an electronic version
by emaiing Elle at Elle(a7,tahc.org. Please mail or-fax us a copy of your
proclamation so we may publicize it along with the Governor's.

Whereas, home care and hospice are the most humane tradition of health service
delivery in Texas, enabling the aged and disabled to receive high-quality medical assistance ,
long-term services and support, and end-of-life care with dignity and in the comfort of their
own homes; and
Whereas, home care in Texas is a growing alternative to hospitalization for acute and
chronic illnesses, serving millions of Americans each year; and
Whereas, thousands of hardworking men and women, in association with more than
4,000 home care and hospice agencies, unite caring and technology in providing cost-effective
home care and hospice services that stimulate quicker and better recoveries and improvements
than institutional care and provides for end-of-life care; and
Whereas, these tirelessly dedicated home care and hospice professionals and
volunteers form a network of caring support in our nation's vast health care system and
deserve special honor and appreciation for their many contributions; and
Whereas, the Texas Association for Home Care and the more than 4,000 home and
community support service agencies across Texas have declared the month of November 2009
as Texas Home Care & Hospice Month and are calling on all Texans to observe this occasion
with appropriate ceremonies and activities;

A Resolution of Kerr Cowity Commissioners' Court expressing support for declaring November,
2009 as Home Care and Hospice month in Kerr County, Texas.
WHEREAS home care and hospice are the most humane tradition of health service deliver}

assistance, long-term services and support, and end-of--life care with dignity and
