There's nothing magical needed...Jack says a simple letter would suffice and actually, there are some counties that do this point-to-point sheltering and have no written document. Law Enforcement City Manager SECTION 1 PURPOSE The purpose of this policy is establishing procedures for opening and staffing a shelter for large scale evacuations. Ingram High School Gymnasium or Texas Lion's Camp will be the primary shelter in Kerr County. Kerrville/Kerr County is designated as a Point-to-Point evacuation shelter for evacuees from San Patricio County in the event of a hurricane. SECTION 2 POLICY This will be added as an addendum to the City of Kerrville/Kerr County and the San Patricio County emergency management plans. SECTION 3 PROCEDURES A. When notified of evacuees coming to Kerr County • Contact Kerr County Emergency Management staff. • Notify emergency management volunteers. • Notify Health and Medical if madicel assistance or triage may be needed. • Notify law enforcement. • Notify hospitals for possible patient surge. • Notify Red Cross and any other service/volunteer agencies that might be needed. • Notify local school districts for possible resources. • Notify key city/county officials. • Notify public health officials. • Notify fire department for possible manpower needs. • Notify any other agencies/departments that might be needed, depending on the number of evacuees. NOTE: When all key agencies/personnel are notified, request appropriate representatives to report to Kerr County officials for a briefing and planning meeting. B. To do list. An emergency management staff member will serve as the operations manager working with any needed sections to meet NIMS requirements for span of control. • Appoint a resource officer. • Coordinate with Red Cross on shelter issues (resources to support shelter, etc.) • Coordinate with law enforcement on escorting buses to location, ingress and egress to shelter, security issues and escorting buses to shelters. • Coordinate with public health to set up initial triage area. • Establish ambulance and law enforcement staging areas. C. When evacuees arrive • If evacuees are arriving by bus, a representative of law enforcement and a Red Cross or other volunteer group representative will board the bus. Evacuees will be welcomed to Kerr County and briefed on what is going to happen. A Red Cross Volunteer Nurse or EMS will do a visual triage and ask if anyone has medical special needs. Law enforcement will cover security issues. Law enforcement may choose to allow any contraband to be deposited in a trash basket or bucket at the front of the bus without any questions being asked. • If law enforcement elects to do so, baggage will be taken off the bus, searched and/or scanned with metal detectors. • Evacuees will be escorted into shelter where they can sit down and rest. San Patricio evacuees will be checked against their data base to insure that all evacuees are accounted for. • If the evacuees are being bused to shelters, a count will be made before the bus leaves and again when they arrive at the shelter. Extended family members will be placed on the same bus so that they are sheltered at the same facility. • Each bus will be escorted to the shelter by a law enforcement unit.
