Project A: Replace two old (more than 20 year old) basement heating and air conditioning units in the courthouse with energy efficient heat pumps. The purpose of the project will be to provide more efficient heating and cooling for the entire courthouse and to significantly impact electric usage in the three story building which was built in 1923. An energy audit by the Kerrville Public Utility Board in October, 2009 recommended replacement of the units with high efficiency heat pump units. One unit is a 4-ton and the other a 5-ton unit. The replacement cost will include the heat pumps, air handlers, crane service, connection of the PVC drain, hanging the air handler and connecting theduct work plus any applicable permits. Requests for bids will be issued. Estimated cost of Project A is $13,000. Project B: Replace ten (10) heating/air conditioning units at the Kerr County Law Enforcement Center. This will complete the replacement of all 24 units that were installed when the building was built in 1995. The first 14 were replaced in 2008. There are five 8.5 ton units, and one each 4 ton, 6 ton, 12.5 ton, 15 ton and 20 ton units. The replacement cost will include energy efficient heat pumps which are code compliant to all local codes, permits, crane service, reconnecting ductwork, reconnecting electrical work, reconnecting thermostat wires and clean up. Requests for bids will be issued. Estimated cost of Project B is $83,000. Project C: Replace existing florescent light fixtures and T-12 lighting with T-8 lamps and electronic ballasts. This project will increase the light output about 10% and decrease the wattage used by 12% to 15% (according to the Kerrville Public Utility Board energy audit) resulting in significant savings to the county in energy costs in addition to more efficient lighting. Motion sensors will also be installed in areas of the courthouse where there is light use of the offices (such as the law library and storage areas). This project will be completed by county maintenance personnel and will require the purchase of equipment only. Estimated cost of Project C is $18,000. Project D: Replacement of four thermostats (two in each district courtroom in the courthouse annex of the Kerr County Courthouse) with four digital high efficiency thermostats. The thermostats will be purchased from and installed by the county's contractor for heating and air conditioning repairs. Cost estimate of Project D is $520.
