We have previously provided to you the required letters on water supply and waste disposal. The roads and drainage have been completed per plans and specifications. Once we have received final approval from the county, and have been issued a Certificate of Compliance, we will be able to make application for electricity and phone service. DATE: February 26, 2010 REGARDING: Final Inspection of Construction and Letter of Recommendation on Cedar Oaks Mobile Home Park At your request, I performed a Final Inspection at Cedar Oaks Mobile Home Park concerning the expansion that falls under the jurisdiction of Kerr County and is in the City of Kerrville's E.T.J, as covered in a previous agreement between the City and County. The inspection was performed on February 24, 2010, in the afternoon. Upon arriving at the site, with the approved construction plans, I commenced my inspection and found the paving and drainage to be adequate, but I did find the following items that I deemed insufficient or questionable: 1. There is a missing culvert under the northern section of road that constitutes a new "loop" in the site. 2. The new culvert under this section of roadway, as well as under the cul-de-sac section of new roadway, did not have the culvert ends trimmed off flush with the slope paving. 3. No rock riprap and the associated geotextile fabric under it had been installed in the drainage swales, where shown on the plans. 4. The cul-de-sac seemed to be small, but I did not have a tape measure with me, having left it at home. However, I was able to turn my van around on it and I know Kerr County has a smaller radius requirement than Gillespie County, which I am more familiar with, 5. The detention pond was a "total disaster"! Instead of one drainage swale entry, it had two. Instead of an excavation on the "upstream" side transitioning to a berm on the "downstream" side, it had a berm construction on all sides. The discharge pipe was a 12" P.V.C. pipe in lieu of a 15" C.M.P. pipe as stipulated. The concrete overflow was of "gross" misconstruction. The two foot side walls did not extend up and over the berm. The outlet elevation was at the same level as the berm, instead of the two foot below the berm as called for on the plans. The overflow outlet will not work as constructed. I called the Owner's Representative, Mr. Ron Imel, and he met me at the site. I went over the problems I had found. I informed him that I would discuss items 1, 3, 4, and 5 with you. He was going to contact someone and get item 2 addressed after our meeting. As we discussed over the phone, item 1 is of no consequence. The ditch continues on past where the culvert would have gone. Therefore the drainage will work and the time of concentration for the drainage will not be significantly impacted. Regarding item 3, Mr. Imel and I discussed that a LOT of rye grass had been distributed prior to the recent rains Page 1 and snow. He would like to see the drainage swales stay grassed.. I concur, since my own personal observations would indicate that the rock riprap could become a "rattlesnake den" during the spring months. This would be highly undesirable for a location near home sites! Regarding item 4, this could be determined by an actual field measurement, if you desired. Finally, regarding item 5, you are well aware of my feelings on detention in drainage systems. The City of Austin was an early pioneer, regarding detention, in Texas. I discussed their experience and my feelings with an Austin engineer in the past. He stated that their increase of flooding had provoked them to only require it within the "headwaters" of drainage features and that they were no longer requiring it "system- wide". I still think detention is a mistake, but I can live with the newer approach. Looking at the map, in the Kerr County Road and Bridge office, it looks like the project site is approximately midway along Camp Meeting Creek, between its head and the discharge into the Guadalupe River. Also, as constructed, the existing detention pond will provide some detention. The hydraulics of the two different pipes are very similar. The present construction will provide an "overflow", in the sense that when the water level reaches a certain height, it will by-pass flowing into the detention pond and flow around it. Finally, the detention pond is almost in the 100 year floodplain of Camp Meeting Creek. With its proximity to the creek, its location along the creek, and the fact that it will provide some detention, I would recommend that Kerr County grant a waiver for detention or a variance from the Regulations, regarding the detention requirements. The two entry points of the drainage swales decreases the time of concentration and thus affects the detention requirements. In light of the above, I feel this is negligible. Therefore, it is my recommendation that Kerr County issue a Certificate of Compliance to the Owner of the Cedar Oaks Mobile Home Park for the new expansion.
