	  	Kerr County Civic Solvency IS AT RISK
	  	The Current Fiscal Context
			•   	Property values are stagnating; new property purchases declining; recovery seen unlikely for 5 -10 years
			•   	Personal incomes are dropping; net worth is declining; people raiding retirement savings, 401 k's — just to survive
			•   	Young people are leaving the county and not returning — this means fewer new families, lower levels of economic
		   	activity in homes, cars, appliances, local consumption; lower tax revenues
			•   	No net job creation; inadequate incentives for new business.
			•   	Value of the dollar is declining — takes more each year to buy the same things
	     	•   	Inflation /hyperinflation forecast in near future
	     	•   	Federal & State funding getting scarce in critical social service areas
	     	•   	THE UPSHOT: GET CONTROL NOW OR SUFFER SEVERELY IN THE NEAR FUTURE
	  	Here are three things we can do NOW to provide us with a cushion for dealing with future events
	  	Close the jail
	     	1.   	Average daily jail population is @ 160 (sheriff's office)
	     	2.   	Annual costs of operations @ $2.6 million
	     	3.   	Sending prisoners to other counties @ $40 /day = $2.3 million
	     	4.   	Savings @ $300,000
	     	5.   	HOWEVER
	     	6.   	Sentence only violent & sexual offenders to jail
				a.   	"Ankle bracelet" non - violent offenders
				b.   	Strong compulsory community service component to sentencing
				c.   	Remember — we elect our judges, district attomeys and Sheriffs
	     	7.   	Reduces average daily jail population to @ 75
	     	8.   	Sending 75 prisoners out of county costs @ $1.1  million
	     	9.   	Savings @ $1.5 million
	 	Cancel Sheriff's annex
	     	1.   	Saves $900,000
	     	2.   	Space in closed jail can be used instead
	 	Modify county employee health and retirement programs
	     	1.   	County employee health coverage costs @ $1,968,000
				a.   	Reducing county share of health coverage by 50% saves @ $984,000
	     	2.   	County employee retirement coverage costs @ $1,186,000
				a.   	Reducing county share of retirement by 75% saves @ $889,500
				 	1.   	Also reduces long -term liabilities of county
				 	2.   	Pension funds are insolvent in 7 states right now; problem increasing rapidly
				b.   	We are paying retirement in addition to FICA — employees will already get SS
	 	Total reduction  in county budget with these three items = @ $4,273,500
	 	This allows a property tax reduction of @ 30%
	 	Commissioners: Will you vote now, here, today to empanel a volunteer citizen's group to study whether or not these
	 	recommendations can and should be implemented and report back to the commissioners in 30 days, and suspend any
