"BUSTER" BALDWIN, Commissioner Pct. 1 24 WILLIAM "BILL" WILLIAMS, Commissioner Pct. 2 JONATHAN LETZ, Commissioner Pct. 3 25 LARRY GRIFFIN, Commissioner Pct. 4 2 1 On Friday, March 2, 2001, at 11:00 a.m., a Special 2 Session of the Kerr County Commissioners Court was held in 3 the Commissioners' Courtroom, Kerr County Courthouse, 4 Kerrville, Texas, and the following proceedings were held 5 in open court: 6 P R O C E E D I N G S 7 JUDGE HENNEKE: It is 11 o'clock on Friday, 8 March 2, Year 2001, Texas Independence Day. We will call to 9 order this special meeting of Kerr County Commissioners 10 Court. The item for consideration this morning is to 11 consider and discuss Change Order Number 8 for the 12 renovation project of the Kerr County Courthouse Annex. 13 Mr. Longnecker? 14 MR. LONGNECKER: Gentlemen, Court, Change 15 Order 8. We're getting to the point where I hope this is 16 the last one, but we're getting very close to finishing this 17 out. The change order covers Directives 28, 29, and 30, and 18 you have those prices on the front of the change order, 19 itself. And, if you'd like me to, I'll go through and 20 explain each one of the items, the cost, beginning with 21 Directive 28. 22 JUDGE HENNEKE: Does anyone want us to go 23 through them item-by-item? 24 COMMISSIONER GRIFFIN: No, I don't -- I don't 25 think we do. If you could summarize what the causes of 3 1 these changes were -- 2 MR. LONGNECKER: Well, essentially -- 3 COMMISSIONER GRIFFIN: -- very quickly. 4 JUDGE HENNEKE: Just -- does anyone want us 5 to go through them item-by-item? 6 COMMISSIONER BALDWIN: No, it's necessary. 7 I can kind of see. 8 JUDGE HENNEKE: Okay. 9 MR. LONGNECKER: Basically, it's for -- 10 mostly for electrical changes. The old electrical system in 11 this building is -- you know, leaves a lot to be desired, 12 and there was a whole lot of discovered conditions with 13 this. There is one minor credit of $1,200, which was given 14 when we decided that the copper roofs on -- these little 15 first floor corner roofs or triangular-shaped -- where the 16 building comes up and in each corner, that those copper 17 roofs were in good enough shape that they could be left 18 alone, with perhaps some minor soldering of holes. But, 19 basically, just a cleaning and whatever, minor maintenance 20 is needed, so we left that out, and that's a $1,200 credit. 21 And, then the rest of it is for electrical 22 work, one being the sensors added to the two new toilet 23 rooms upstairs. They were not in the contract, and this 24 would make them just like the toilet rooms here on the first 25 floor, so when you walk in, exhaust fans automatically come 4 1 on. When you leave, they will go off. It's not on -- 2 they're not on a switch. The only other way to do it is 3 just to leave them on all the time, and I don't think we 4 want that. I think this system -- just like they are here 5 on this door right outside the courtroom, that's what we 6 will have. Beyond that, it's just electrical, additional 7 connections that are needed. It was found that there was 8 not enough amperage in the panel up in the second floor area 9 or up at the penthouse in the old jail, so we had to go down 10 to the basement with several new runs of electrical to get 11 all the electrical supply we needed for rooftop equipment 12 and other items of electrical to be sure that we had 13 everything electrified in the proper manner and meets code 14 and -- and everything else that's needed. 15 COMMISSIONER GRIFFIN: Keith, does this 16 pretty well -- should this complete the electrical work as 17 we -- 18 MR. LONGNECKER: Yes. 19 COMMISSIONER GRIFFIN: -- for the renovation? 20 MR. LONGNECKER: I believe that's right. 21 Mike, doesn't it meet the electrical? 22 MR. WALKER: Yes. I don't anticipate 23 anything else. 24 MR. LONGNECKER: Yeah, we should be all 25 finished with electrical. Any more -- the only other thing 5 1 left is, when I find out what the amount is for hardware, 2 the elevator refurbishment in the old elevator and the alarm 3 system, those were all on allowances, and I've been told 4 that they exceed expense -- expenses have exceeded the 5 allowances for hardware, elevator refurbishment and the IHR 6 allowance system. I have not seen those figures yet. We 7 also have several credits yet that have not been 8 incorporated into the contract, such as the credit for not 9 using new doors to -- when the change-out was made for the 10 security doors in the men's holding cell to meet Jail 11 Commission standards. They would be new doors, but they 12 found out they could change the doors without getting new 13 doors; just use the old ones. Another one is for railing in 14 the courtroom, and there's other items. I do have one for 15 some finish work that was to be done out here in the lobby, 16 which will be worked into it all, but that's it. That's the 17 only thing left that I know of. And, within the next two 18 weeks, we should be finished with the law library, 19 completing Stoddard's contract, except for some exterior 20 odds and ends. When the weather allows, we'll get the rest 21 of the windows painted outside on the Annex building, as 22 well as some roof flashings and other minor finishes on the 23 roof to be done, and the handrails out here on the ramps. I 24 think that's about it, isn't it, Mike? 25 MR. WALKER: Yes, sir. 6 1 MR. LONGNECKER: And that's -- 2 JUDGE HENNEKE: I have a question on 3 Directive Number 30. 4 MR. LONGNECKER: All right. 5 JUDGE HENNEKE: Keith, number one, the 6 architect's directive says on the second page, the third 7 line, this was a coordination issue between the contractor 8 and the subcontractor; no increased cost to the owner is 9 anticipated. And then the change order, itself, has a $523 10 cost. What happened? 11 MR. LONGNECKER: Want to explain that, Mike? 12 MR. WALKER: I'll try. It was pointed out to 13 us after I wrote that directive that -- that this was not 14 the case. It's still an arguable point that, yeah, they 15 should have coordinated it, but what actually happened is 16 that IHR -- and Frank can help me on this if I don't get my 17 facts exactly straight, but IHR has given us the impression 18 that that latch worked off of 24 volts, which is a 19 requirement that the Fire Marshal had put on that, that it 20 have a one-minute delay in it. And, of course, if -- it is 21 in a normally locked position -- right. And, so it would 22 have to -- it would have to unlock if -- if, say, a jailer 23 or a deputy had locked that door to bring the prisoners 24 upstairs, it would have to -- it would need to trip an 25 unlock in case of fire. Whether y'all keep that door locked 7 1 or unlocked, that is -- that's up to you. But, anyway, it 2 was set up for 24-volt control, and then they find out that 3 it is not. Frank found out later that it was not. It was 4 line voltage, 110 volts, and so that caused the need to buy 5 the contactors to make that thing activate the lock. 6 JUDGE HENNEKE: Okay. So the statement in 7 the directive proved to be different? 8 MR. WALKER: Proved to be different, yes, 9 sir. 10 JUDGE HENNEKE: All right. Anyone else have 11 any questions? Comments? 12 COMMISSIONER GRIFFIN: I'll make a motion 13 that we approve Change Order 8 for renovation project, Kerr 14 County Courthouse. And, does it require a signature? And 15 authorize County Judge to sign same. 16 COMMISSIONER BALDWIN: Would you put the 17 amount in your order, please? 18 COMMISSIONER GRIFFIN: Oh, yes. In the total 19 amount of $2,041. 20 COMMISSIONER WILLIAMS: Second. 21 JUDGE HENNEKE: Moved by Commissioner 22 Griffin, seconded by Commissioner Williams, that the Court 23 authorize Change Order Number 8 in the amount of $2,041 for 24 the Kerr County Courthouse Phase III renovations and 25 authorize County Judge to sign same. Any further questions 8 1 or comments? LONGNECKER: Same to you. 10 JUDGE HENNEKE: I think it's proper that we 11 do this on Independence Day, because we're very close to 12 being independent from the contractor. 13 MR.
