We will call to order this 8 regular special session of the Kerr County Commissioners 9 Court. Commissioner Griffin, I believe you have the honors 10 this morning. 11 COMMISSIONER GRIFFIN: Yes. If you'll join 12 me, please, in a moment of silence, each in our own heart, 13 each in our own minds, to seek the wisdom and guidance for 14 the task ahead. 15 (Moment of silence and pledge of allegiance.) 16 JUDGE HENNEKE: Thank you. At this time, any 17 citizen wishing to address the Court on an item not listed 18 on the regular agenda may come forth and do so. Is there 19 any citizen who'd like to address the Court on an item not 20 listed on the regular agenda? Seeing none, we will start 21 with the Commissioners' comments. Commissioner Griffin? 22 COMMISSIONER GRIFFIN: Yes. Just wanted to 23 say a little bit of something about the Beaumont conference, 24 South Texas Judges and Commissioners. I think our great 25 Commissioner Baldwin had a -- had a great time, bunch of 4 1 neat people, and I want to thank him and the other members 2 of the Court who were able to attend. It was a good time. 3 JUDGE HENNEKE: Thank you. Commissioner 4 Baldwin? 5 COMMISSIONER BALDWIN: I don't have any 6 comments. I have a question. How'd the baseball team do? 7 COMMISSIONER LETZ: We'll get to that. 8 COMMISSIONER BALDWIN: Thank you. Thank you 9 for allowing me to speak this morning. 10 (Laughter.) 11 JUDGE HENNEKE: Commissioner Baldwin -- I 12 mean Commissioner Williams. 13 COMMISSIONER WILLIAMS: Just want to express 14 condolences to Ruth Priest on the death of her daughter. 15 Ruth, of course, as you know, is a longtime resident of Kerr 16 county, serves on -- as the chair of the Airport Board; been 17 a friend of this Court for many, many years. We express our 18 condolences to her. 19 JUDGE HENNEKE: Yes. Commissioner Letz? 20 COMMISSIONER LETZ: Baseball. 21 JUDGE HENNEKE: The sports report. 22 COMMISSIONER LETZ: The major league 11- and 23 12-year-old boys came back from a deficit in the first game, 24 18-to-3, won two games Saturday night, and are playing in 25 the championship game tonight in Fredericksburg. And, if 5 1 they win that, they'll be going to the state tournament -- I 2 take it back. They have to win twice, I think; they have to 3 win tonight and I presume tomorrow night. But, they're 4 playing New Braunfels in the sectional tournament. Nine and 5 10-year-olds had a good run, but they got beat in the 6 zone -- or the district championship game; lost to Liberty 7 Hill, I believe. But, also, on that note, a lot of 8 volunteers in the city of Ingram and also city of Kerrville 9 with regards to Little League programs really did a great 10 job, put on two great district tournaments. Nine and 11 10-year-old tournament was in Ingram. Eleven and 12 12-year-old tournament was in Kerrville. Really nice to see 13 a lot of adults get involved in working with the kids, and 14 its kind of a highlight of the baseball season for me to see 15 that happen. 16 JUDGE HENNEKE: Well, I would certainly add 17 to that. As a former tournament director of the one in 18 Ingram, there's a lot of work that goes on in putting one of 19 those on. It's an excellent opportunity to showcase the 20 facilities that we have here in Kerr County. Several 21 reminders of opportunities. We have the public hearing at 22 4 o'clock this afternoon on redistricting, which I know you 23 are all aware of, and our budget workshops begin tomorrow 24 afternoon at 1:30. We'll be discussing this morning the 25 possibility of a workshop on the Hill Country Youth 6 1 Exhibition Center for Thursday morning at 10:00, and also, 2 the City Council has requested that we have a joint meeting 3 with them next Tuesday at noon for the purpose of discussing 4 City/County projects and perhaps revising some of the ways 5 in which the those projects are administered and handled. 6 It's a good opportunity for us. It's something we really 7 need to do on a regular basis. So, that's tentatively 8 scheduled for next Tuesday, July 31st, at noon, at a place 9 yet to be determined. 10 COMMISSIONER BALDWIN: Of course, the City's 11 buying. 12 JUDGE HENNEKE: I think Megan's buying. Is 13 that right, Megan? 14 (Laughter.) 15 MS. CAFFALL: Stock market's been good. 16 COMMISSIONER GRIFFIN: That will be posted so 17 we can all -- 18 JUDGE HENNEKE: That will definitely be a 19 posted meeting. There's no way to avoid that. 20 COMMISSIONER GRIFFIN: Okay. 21 JUDGE HENNEKE: It's a long week ahead of us, 22 and we need to set in and get the job done, and we'll move 23 through the important budget work that we do. It's simply 8 an invoice mailed to "Mr. Johny," J-o-h-n-y. Just 9 wondering. Is that -- 10 MR. TOMLINSON: I'm not sure what it is. I 11 can find out. 12 COMMISSIONER BALDWIN: We don't have a 13 Mr. Johny, I don't think. 14 MR. TOMLINSON: Is Glenn in the courtroom? 15 JUDGE HENNEKE: No. 16 MR. TOMLINSON: Excuse me. If you'll 24 remember, we had a -- we had a budget amendment last court 25 or -- about worker's comp -- or I mean the one before. At 10 1 that time, I had -- I'd forgotten that -- that the County 2 had not been reimbursed by the Detention Facility for their 3 worker's comp, and so there was -- there was almost $12,000 4 that -- that the County was reimbursed for worker's comp. 5 So, that changed the picture as far as worker's comp goes. 6 COMMISSIONER GRIFFIN: Great. 7 JUDGE HENNEKE: Number 3 also relates to 8 Nondepartmental. 9 MR. TOMLINSON: Okay. I have bills totaling 10 $6,690 for inquests. We're anticipating more than that for 11 the remainder of the year. So, what we're doing is 12 requesting $700 from the Independent Audit line item and 13 $9,505.17 from Worker's Comp to -- to hopefully make the 14 year for -- in that budget line item. 15 COMMISSIONER LETZ: So moved. 16 COMMISSIONER WILLIAMS: Second. 17 COMMISSIONER GRIFFIN: Second. 18 JUDGE HENNEKE: Motion by Commissioner Letz, 19 second by Commissioner Williams, that Court approve Budget 20 Amendment Number 3, Nondepartmental. I think the Judge can help with 15 this, but we -- we have a bill for alternate housing for 16 $10,458. This is on the average -- averages about what we 17 -- what the monthly expense is for that, for housing for 18 juveniles. So, we have July, August, and September billings 19 to -- to -- that we still have to pay for. So, I can -- I 20 can go through the budget and -- and take moneys from -- 21 from wherever I can find it to do this, or we can increase 22 the budget by -- by this amount. We can do it this time or 23 we can go ahead and anticipate the needs for -- for that 24 expense through September. 25 COMMISSIONER LETZ: My preference would be to 16 1 find the money in the budget. I see on the next one, 2 there's still a bunch of money in Radio Equipment, and since 3 that was a -- 4 MR. TOMLINSON: If that's not a problem for 5 the Court, I mean, we can do that. 6 COMMISSIONER BALDWIN: That's my preference 7 also. 8 JUDGE HENNEKE: All right. 9 MR. TOMLINSON: Just -- we'll just assume 10 that that's what this is, then, for this -- for this 11 amendment. 12 JUDGE HENNEKE: Which is -- this amount's for 13 this time? 14 MR. TOMLINSON: Yes, for this time. 15 JUDGE HENNEKE: To come from the radio 16 project? 17 MR. TOMLINSON: We'll do another one for -- 18 COMMISSIONER WILLIAMS: There'll be another 19 one of the same amount coming up? 20 MR. TOMLINSON: Well, approximately the same 21 amount. 22 COMMISSIONER BALDWIN: Let me ask a question. 23 alternate housing, that's out-of-this-county housing? 24 JUDGE HENNEKE: Well, that's any housing that 25 we have to pay for, which can be the Juvenile Detention 17 1 Facility, it can be boot camp, it can be -- you know -- 2 MR. TOMLINSON: Many places. 3 JUDGE HENNEKE: -- anyplace where we have to 4 pay for the services, housing services. 5 COMMISSIONER BALDWIN: Some of it is out of 6 the county? 7 JUDGE HENNEKE: Some of it is out of the 8 county. 9 COMMISSIONER BALDWIN: And you send -- you 10 send those out of the county because we're full? Or because 11 there is a specific type of treatment in other areas? 12 JUDGE HENNEKE: It's a specific type of 13 treatment. You know, we send them to boot camp because, you 14 know, we're trying to get them straightened out and get some 15 discipline in their lives, and they don't need a long-term 16 program out here. We may find a -- a specific drug 17 treatment program at -- that suits the needs of the child 18 better somewhere else. It may be just a situation where 19 they need to be removed from the home, and we can find a 20 place for them that's more suitable than out here at a 21 full-time lockup. We send a lot of them to the Waco Home 22 for Boys and places like that, where its more of a 23 residential place than it is a lockup. We have to tailor 24 the program to the needs of the child. 25 COMMISSIONER GRIFFIN: Was that a motion? I 18 1 mean, did we get a motion to do what -- 2 JUDGE HENNEKE: We haven't yet. 3 COMMISSIONER GRIFFIN: I'll so move, then. 4 COMMISSIONER LETZ: Second. 5 COMMISSIONER WILLIAMS: Second. 6 JUDGE HENNEKE: Motion by Commissioner 7 Griffin, second by Commissioner Letz, that the Court approve 8 Budget Amendment Request Number 10 and transfer funds from 9 the Sheriff's Department Radio project to cover the 10 shortfall in Alternate Housing. I'm pleased to be here this 2 morning to bring forth a candidate for the County Extension 3 Agent Family and Consumer Science position here in Kerr 4 County, and I'd like to introduce her to you at this time. 5 Would you please stand, Amy? This is Ms. Amy Chapman, and 6 Amy is our -- our candidate for the position. 7 I'd like to tell you just a little bit about 8 Amy. She has a Bachelor's degree in science from University 9 of Arizona in nutritional sciences with a minor in 10 biochemistry. She has a Master's degree in nutrition from 11 Texas A & M University in College Station. She has been 12 teaching in College Station. She has taught both graduate 13 and undergraduate courses in nutrition and directed studies. 14 She has some -- she is a clinical -- a registered dietitian 15 and a licensed dietitian, and she has some clinical 16 experience with St. Joseph's Regional Health Center in 17 Bryan, College Station. And she has also worked with the 18 Dietetic Association as far as her affiliations go. A 19 registered dietitian, a licensed dietitian, and she's also 20 certified in nutrition sport dietitian, which is a little 21 bit different. 22 And, Amy has lots of leadership experience, 23 and I won't go through each one of her credentials as far as 24 that goes, but I would like to tell you about a very special 25 honor that she just received. There are two of them, as a 31 1 matter of fact. One of the honors is one of the 2001 fish 2 camps at Texas A & M University was named after her, and 3 that was voted on by the students -- the student body at 4 Texas A & M. She's real proud of that. And then, also, in 5 2001, she was recognized as the Young Dietitian of the Year, 6 which is a very prestigious award. 7 Amy comes to us from a position as lecturer 8 and program director of the combined Diabetic Internship 9 Program at Texas A & M University in the Human Nutrition 10 section of the Department of Animal Sciences, and she's been 11 working with both Texas A & M University and also the V.A. 12 in Temple, and Scott and White in Temple in training 13 dietitians through the Texas A & M programs. So, it's my 14 pleasure to bring her to you today, and I'd like to 15 recommend the approval of Amy Chapman as Kerr County 16 Extension Agent Family and Consumer Science at the currently 17 budgeted salary and travel levels, effective August 1, 2001. 18 Do you have any questions? To me, it just is a clerical error when we approved 23 the final plat, but we need some sort of an action to change 24 the plat. But, to me, it's not -- truly not a revision 25 because we're not changing it; we're just correcting a 38 1 mistake. So -- 2 MR. JOHNSTON: In the past there has been, 3 you know, terminology amending plats for just this purpose, 4 the errors, but we've used that term before in other 5 aspects. I'm not sure what we call it now. Commissioner Williams. 8 COMMISSIONER WILLIAMS: Judge, this came 9 about as a discussion which Truby and I had at Road and 10 Bridge very recently. It's not any effort to stir up a pot; 11 it's just an effort to make certain that all of our T's are 12 crossed and our I's are dotted with respect to the procedure 13 and -- and the responsibility for -- for notification of 14 road name changes. It seems as though Road and Bridge, in 15 doing its function, incurred some questions and wrath in 16 some cases, I guess, because they put sign changes up, and 17 -- and some emergency services said they didn't know that 18 the sign changes were coming back. Is that correct, Truby? 19 MS. HARDIN: Correct. 20 COMMISSIONER WILLIAMS: Changes had been 21 made, notwithstanding the fact they'd been advertised two or 22 three times in the paper and then the public hearing had 23 been conducted and the whole nine yards. So, all this is in 24 an effort to try to get -- get it nailed down and Steps A, 25 B, C, and D as to what takes place before Road and Bridge 42 1 takes -- takes up its responsibility of actually changing 2 the signs. And, that's the only ones we're talking about. 3 Commissioner Griffin and I talked this morning just a moment 4 about it, and Larry, you want to pick it up at that point? 5 COMMISSIONER GRIFFIN: Yeah. And I think -- 6 I think the important thing here is to make sure that all of 7 the agencies get notified. And, what's the -- and the 8 question is, what's the most efficient way of doing that? 9 It would appear that when -- when the court order is written 10 up, that -- and I'm not -- I would ask for input from the 11 Court on this to flesh out this idea, but when the court 12 order is done and has the name changes attached to it, et 13 cetera, I would think that -- that we should -- we, the 14 County, should then fax that information to the appropriate 15 agencies. In fact, that would make it -- that is required 16 by the guidelines that we do that, so that that -- that 17 information could be faxed, a copy of the court order which 18 gives it the official imprint, with the names attached to 19 it. That gets faxed to everybody, including 911. I think 20 it would be a good idea for 911 to then put out on the pager 21 network that there have been changes in Precinct 2 or 3 or 4 22 or whatever, 1, whatever the case may be, so that people are 23 alerted to that. And that we then establish some procedure 24 after the notification goes out that there would be some 25 time difference or a time announced when the planned changes 43 1 of the road signs would take place. We just include that 2 with the order. That's what -- 3 COMMISSIONER WILLIAMS: That's what the 4 Commissioner and I talked about. 5 COMMISSIONER GRIFFIN: So, does that make 6 sense to 911? That if we -- if the County sends out a copy 7 of the court order with the name changes to everybody, to 8 all the emergency services providers plus 911, that -- and 9 with a notification of when the sign changes are proposed to 10 take place, and realize that that may be a day or two one 11 way or the other, that should pretty well cover it, I would 12 think. 13 MR. BALLARD: We were just a little 14 concerned. 15 COMMISSIONER GRIFFIN: Dave, would you 16 identify yourself for the record? 17 MR. BALLARD: I'm Dave Ballard. Not Gene 18 Ballard, Dave Ballard. I'm on the Board of Managers for 19 911. T. Sandlin's over here to support. We talked this 20 over, and because we're going through this massive review of 21 addressing, and it's phased -- we started in the west; we're 22 heading east. If Truby goes and puts those signs up right 23 away, those citizens are going to have to change their 24 addresses, those that are affected. And then, you know, in 25 a month or two downstream, especially in east Kerr County, 44 1 due to the review that T. Sandlin's staff is doing, there 2 may be further changes in order to meet the guidelines, and 3 then some of the citizens will have two changes within a few 4 months of each other, which it's -- it seems kinds of 5 impractical, and we want to throw some common sense into it. 6 And, the citizens don't like one change, let alone two. 7 And we don't like phone calls; I don't think 8 you guys do, either. So, we were thinking that we could 9 work something out with Road and Bridge on an individual 10 basis, so that -- just during this period of addressing 11 changes, to reduce the impact on individual citizens, so 12 that the signs were deferred, where the court order would 13 say that there's a 30-day delay or 40, depending on which 14 precinct we're talking about. You know, if it's in Precinct 15 4, we're in pretty good shape; there wouldn't be much delay. 16 But, there has to be some judgment factor in there. We just 17 don't want to pick a number out of the air. And that's why 18 the relationship between 911 and Truby will be important to 19 identify that delay period that would make it practical. We 20 just offer that for you -- 21 COMMISSIONER GRIFFIN: Could we -- could we 22 then ask Truby and -- and T., perhaps, to get together and 23 come up with that time delay, but that when we put out the 24 court order -- 25 MR. BALLARD: Yeah. 45 1 COMMISSIONER GRIFFIN: -- that we will 2 specify when the signs are programmed to go up. 3 MR. BALLARD: They could review the changes 4 that are being proposed and look at where that is in the 5 process. 6 COMMISSIONER GRIFFIN: And then say -- 7 MR. BALLARD: This makes sense, this is how 8 much delay we need. 9 COMMISSIONER GRIFFIN: The next question is, 10 who sends out that court order? Is it our clerk here in the 11 courthouse? Truby, would it make more sense for the -- that 12 once we have the court order, for you to transmit that so 13 that you know they went out and who they went to and all? 14 What -- that's a question. 15 MS. HARDIN: I don't know who I would have to 16 notify. I mean, I don't know who needs to be notified. 17 COMMISSIONER GRIFFIN: They'll get us the 18 list of all the emergency service organizations. It's 19 probably a list that long. We used to have it here in the 20 courthouse. 21 MR. BALLARD: I have a -- the procedure, as 22 written in the guidelines today, says the authority for the 23 changing and the authority for the notification remains with 24 the County. 25 COMMISSIONER GRIFFIN: Right. 46 1 MR. BALLARD: That makes sense. And, we 2 would be glad to make sure that the County Clerk has an 3 updated agency list of numbers and faxes and things like 4 that, and then everyone gets the notice right away. 5 Included in that notice would be the deferral period that -- 6 that would be decided, so that the road signs go up 7 effective such-and-such, boom, that's when it happens. 8 COMMISSIONER GRIFFIN: Okay. 9 MR. BALLARD: We think it's practical, since 10 the court order has to be sent to some magic list anyway, 11 just to make sure that the agency addresses are there too, 12 and it's being submitted to the world by the authoritative 13 board. 14 COMMISSIONER GRIFFIN: Right. 15 MR. BALLARD: Instead of a two- or three-step 16 process. 17 COMMISSIONER WILLIAMS: Dave, I'm little 18 confused about one thing you said. Maybe you can elaborate 19 a little bit. You talked about a second change, a 20 subsequent change to the original court order. What is -- 21 MR. BALLARD: Let me try to explain that. 22 Say a new sign went up on Smith Street and it changes to 23 Jones Street. As soon as that sign goes up, effectively, 24 that's the magic thing. Those citizens on that street have 25 to officially notify all their supporting services that that 47 1 is their new address. 2 COMMISSIONER WILLIAMS: Mm-hmm. 3 MR. BALLARD: Say it's in east Kerr County. 4 When T. Sandlin's staff gets to east Kerr County in the next 5 few months, he finds that Jones Street doesn't meet the 6 guidelines. Instead of going from the hundred block to 200, 7 300, it goes 100, 500, and then 200 again, and -- and so he 8 has to straighten that out. 9 COMMISSIONER WILLIAMS: Numbering. 10 MR. BALLARD: Yeah, the numbering. People on 11 Jones Street are going to find they're going to -- they get 12 a notice from 911 that says, We have straightened out your 13 numbers. They meet the guidelines now. Here's another 14 address change. 15 COMMISSIONER GRIFFIN: So, it would be -- the 16 second change would be a change in number. 17 COMMISSIONER WILLIAMS: Doesn't affect what 18 we're really talking about here. We're talking about when 19 the sign goes up. 20 MR. BALLARD: This is to relieve the nuisance 21 factor for the citizens, that's all. It's just a practical 22 application, and -- 23 COMMISSIONER GRIFFIN: Don't put up the new 24 street -- if you change the road name, don't put up the new 25 road name sign until you know that the numbers are correct 48 1 that go with that. 2 MR. BALLARD: And we're just going through -- 3 COMMISSIONER GRIFFIN: That's not always the 4 case. We can change a road name, and that -- those numbers 5 may not have been reviewed yet, so they're just saying wait 6 until those numbers are reviewed before putting out a notice 7 and before putting up the sign. 8 COMMISSIONER WILLIAMS: I see some difficulty 9 in that, however, with Road and Bridge scheduling the work 10 to be done and putting up the signs. 11 MR. BALLARD: Yes, sir. That's why the 12 deferral period would be reserved to the judgment of T. 13 Sandlin and Truby, to make sure that -- 14 COMMISSIONER GRIFFIN: When we can schedule 15 it and when the notices will be out of -- 16 MR. BALLARD: Has to be some judgment 17 involved on that deferral period, and it will be up to -- go 18 ahead, T. 19 MR. SANDLIN: What -- T. Sandlin, 911 20 Director. We had several comments regarding name changes, 21 addressing, et cetera, and some of the people -- and they 22 weren't really upset. They were just saying, you know, we 23 realize that now Smith has been changed to Jones Road, and 24 we know our numbers are messed up out here, and it's going 25 to be two or three months before you get to our particular 49 1 part of the county; it means we have two address changes. 2 In other words, one to change for the new road name, and 3 then we'll go out there and change the numbering deal, and 4 we were just trying to figure out a way to coordinate that 5 so that those people don't have to go through another change 6 within a relatively short period. 7 And, one thing that I thought about in 8 discussing this with Dave and others was perhaps, when we 9 know we're going to have a road name change from Smith to 10 Jones, if we could -- if there was a -- and I'm not talking 11 about a monumental delay, but a 30-, 45-, 60-day delay. If 12 they're saying we're going to change Smith to Jones Road 13 effective, let's say, September 1, and then we -- you know, 14 the court order goes ahead and changes it effective that 15 day, then even though we may not be working that area and 16 it's a little bit disruptive to us, the numbers will be the 17 same, and we can go out to the newly changed Jones Road and 18 look and see if there's going to be any numbers or if we 19 need to straighten it up. Then we could stop what we're 20 doing and go take care of that section, and that way, they 21 get the notice in the paper that -- the notice of the road 22 name, and then they get the change or renaming or whatever, 23 and then they get their final address notification from us 24 all at one time. We're just trying to make it a little 25 easier on the citizens, but it would incorporate -- I mean, 50 1 we can't find out Tuesday morning that 15 streets got named 2 such-and-such and the street signs are going up Wednesday, 3 and us drop what we're doing on this part, move over here 4 and -- 5 COMMISSIONER GRIFFIN: Bottom line is that 6 what they're attempting to do is to not notify -- not make 7 the change official until you have the number and the name 8 right. That's all. 9 MR. BALLARD: And it's just during this 10 process of review, itself, which will be over in less than a 11 year. 12 COMMISSIONER GRIFFIN: Well, when we get all 13 of the massive changes, the ones's and twos's, that's 14 different. 15 MR. BALLARD: We get down to the ones's and 16 twos's next year, we just do it in real time, no problem. 17 COMMISSIONER LETZ: I have three questions. 18 First one is, I mean, on this exact topic. It seems -- I 19 mean, I understand the reason to do it, and I support the 20 reason, but it seems somewhat wishy-washy as to -- and 21 difficult for Road and Bridge to, I mean, spend a lot of 22 time trying to figure out when -- what they're going to be 23 doing, when. I mean -- 24 MR. SANDLIN: What -- 25 COMMISSIONER LETZ: Because, I mean, if you 51 1 can give a point definite, say, "Okay, after September 1st 2 we're going to change Precinct 3 road names and such," that 3 would work. But if you're going to -- if it's kind of, 4 "Well, we need to go do this road because the sign's been 5 approved to change that one," and start getting out of sync, 6 and at the same time trying to coordinate or talk back and 7 forth on whatever -- you know, weekly, daily, whatever the 8 period, it just seems that Road and Bridge is going to be 9 confused as to what -- and it's going to still end up with 10 signs getting up at probably not the right time. They're 11 going to have to talk to 911, figure out on a weekly basis 12 what roads we're doing that week. 13 MR. BALLARD: We have two options, Jon. You 14 know, we can just stay out of it and let Road and Bridge put 15 the signs up, and -- and we get that -- that round of 16 complaints about changes. And then, when 911 reviews that 17 area, some of those people may be affected again. We can 18 just say that's where we are now. 19 COMMISSIONER WILLIAMS: Let me take a crack 20 at it. What if we -- what if we, in a court order -- we had 21 one today -- establish a 30-day period from the date of the 22 court order to the date that all the changes affecting the 23 people who live on a specific road take place? You get a 24 copy of the court order, you know that you have 30 days to 25 review whatever's in that court order for address changes, 52 1 and at that point Road and Bridge schedules the names to go 2 up -- changes to go up. Would that work? 3 MR. SANDLIN: That would -- and I'm not 4 trying to craw-dad. That would depend on what particular 5 area of the county we're in and the sheer volume of the road 6 names. If it's three or four road names, that might be 7 quite reasonable. If it's 10 or 20 road names, and it's in 8 one of those areas where we're straightening out the land 9 data about who owns what and all that, sometimes that's kind 10 of a lengthy process. We have a couple of thousand sitting 11 that we're waiting on information back from the landowners 12 to correct phone numbers and addresses and that stuff. 13 MR. BALLARD: Let me make a proposal, T. I'm 14 trying it out on you as well as the Commissioners, 15 so-to-speak. Why don't we just -- I kind of like what Bill 16 says. Why don't we just establish a 30-day period? And -- 17 rather than put this wishy-washy in it. I -- I know -- I 18 know what you mean. Just establish it, and that's probably 19 going to take care of the majority of the cases. And, if it 20 overlaps because the parcel data is all screwed up over 21 there and it takes a little longer than 30 days, we'll take 22 our lumps. But, at least we probably cured most of it. We 23 don't have a wishy-washy, and we have that 30-day deferral. 24 And then next year, we can take the 30-day deferral out, 25 because we're done with the entire deal. We'll have a -- 53 1 COMMISSIONER LETZ: That could be either 60 2 days, 45; doesn't to be 30. It can be a longer period. 3 MR. BALLARD: Yeah, just establish it what -- 4 you know, what it is. 5 COMMISSIONER WILLIAMS: Whatever's 6 reasonable. 7 MR. SANDLIN: Maybe what would be reasonable, 8 just based on what we've done so far -- and, you know, we're 9 in a difficult part of the county out in -- in Larry's area, 10 and then there's some when we get over into yours, Jonathan; 11 there's some difficult areas, just as far as knowing who 12 goes to this lot and all that kind of stuff, that the 13 information is just not available to us yet. A lot of that 14 we'll be gaining in the field. And, I would hope that maybe 15 you could give -- you know, I don't want to say a year down 16 the road; that's not reasonable, but I do think a 45- to 17 60-day deal, because what I'm afraid of is, on some of 18 these, based on what we've run into right now, 30 days would 19 not be reasonable, and I'm going to be coming back in here 20 saying, "Guys, we need 15 more days." I think that 45 to 21 60 -- 22 COMMISSIONER GRIFFIN: Make it 45. Will that 23 work for you, Truby? 24 (Ms. Hardin nodded.) 25 MR. SANDLIN: That takes the burden off Truby 54 1 and I and everybody knows that, you know, 45 days from now 2 the signs are going to start going up, and that gives us 3 time to get those notices out, and it's a one-notice instead 4 of a two-notice deal. And that also helps get the 5 individual people along the street. 6 COMMISSIONER LETZ: That's my first question. 7 MR. BALLARD: Oh. 8 COMMISSIONER LETZ: I still have two more 9 questions. 10 MR. BALLARD: You've still got two more? 11 COMMISSIONER LETZ: The posting is -- well, 12 first of all, I was unclear. Is Road and Bridge going to 13 send out the fax to everyone? Correct? I mean, I -- 14 MR. SANDLIN: It had been -- 15 COMMISSIONER LETZ: -- I think Dave said the 16 County Clerk. 17 MR. BALLARD: I understand the County Clerk 18 sends out the court order and sends to it Road and Bridge, 19 as well as to other agencies, and they have a master list. 20 MS. HARDIN: At the time Maggie was here, 21 there was. I don't -- 22 MR. BALLARD: That's how it works. 23 MS. HARDIN: To my knowledge, there isn't 24 here now. 25 MR. BALLARD: Why don't we give her the 55 1 master list and let the court order go to everybody? 2 COMMISSIONER GRIFFIN: Why don't we just 3 commit the County to do it? Because we have to go by the 4 guidelines. We'll work out the procedure, whether it's best 5 that it comes from the Clerk's office -- 6 JUDGE HENNEKE: We need to do it. 7 COMMISSIONER LETZ: To me, it's Road and 8 Bridge. I mean -- 9 MR. BALLARD: Up to you guys. 10 COMMISSIONER LETZ: And the reason I say that 11 is, they're the ones involved with the process now. And to 12 get the Clerk involved, then we have to -- it's just another 13 person who has to be involved in this notification and all 14 that. 15 COMMISSIONER BALDWIN: Well, the Clerk's 16 already involved in preparing the court orders and all those 17 kind of things. 18 COMMISSIONER LETZ: Okay. 19 COMMISSIONER BALDWIN: So, they're -- and 20 they are in the notification business. These people are not 21 in the notification business. 22 COMMISSIONER LETZ: Okay. 23 COMMISSIONER BALDWIN: And I fussed about us 24 having to do the notification in the beginning. I still 25 disagree; 911 needs to do that. They're in the emergency 56 1 service business, not us. 2 MR. BALLARD: Well, but we're not the 3 authority, Buster. The authority should notify. 4 COMMISSIONER BALDWIN: I understand. I 5 understand that. 6 JUDGE HENNEKE: Commissioner Baldwin's right 7 that it's a function of the County Clerk's office to 8 distribute the official court order. 9 COMMISSIONER LETZ: Okay. That's taken care 10 of. 11 JUDGE HENNEKE: But we need the list from 12 911. We're not going to prepare the list ourselves. 13 COMMISSIONER WILLIAMS: But somebody also 14 needs to establish from the date that that notice goes out, 15 saying that in 45 days Road and Bridge will change the 16 signs. 'Cause I can see it coming down the pike now, 17 somebody's going to get his notice and doesn't know what the 18 date is or when he starts counting, and the first thing you 19 know, the road signs go up and nobody -- somebody says -- 20 COMMISSIONER GRIFFIN: I think we put it in 21 the court order. We put the 45 days in the court order. 22 COMMISSIONER LETZ: On that attachment sheet. 23 Road and Bridge can put it on the attachment sheet of name 24 changes. 25 MR. SANDLIN: Would it be -- say those road 57 1 names you did today, that the Court would approve those road 2 names effective 45 days from now? 3 COMMISSIONER GRIFFIN: Yes. 4 MR. SANDLIN: And just word it that way, 5 rather than put another step in there that we're approving 6 them, but we're not going to put up the signs for 45 days, 7 'cause something may be -- 8 COMMISSIONER GRIFFIN: Right. 9 MR. SANDLIN: -- might have to reschedule. 10 COMMISSIONER GRIFFIN: That's what I was 11 saying before. Everybody puts it on their calendar. 12 MR. SANDLIN: Once they know that and 13 everybody -- we've got a date to shoot for. 14 COMMISSIONER LETZ: Okay. My last question, 15 the last agency on -- or entity listed is postal officials. 16 We haven't talked about postal officials. We talked about 17 emergency services so far. That leads me to two questions 18 on the postal part of it, and this is just 'cause I've been 19 asked a question and I asked Larry and got a pretty good 20 answer, but since y'all are here, I'll ask y'all. On the 21 road change, if the road is -- I'll only use Lane Valley 22 because I'm more familiar with that. There's a county spur 23 that goes on -- which is currently Cook Road, but that's 24 going to be changed. Anyway, their mailboxes are on Lane 25 Valley. When they get changed, does their address change to 58 1 Cook Road and the mailbox stay on Lane Valley, or -- how is 2 this working in other parts of the county? 3 MR. SANDLIN: Let's say, for instance, at an 4 intersection, there's a bunch of cluster boxes there, and it 5 says -- I'm not -- I'm not sure what it says, but let's say 6 it says HC-2, Box 78, whatever. The only thing that will 7 change as far as the mail -- well, you'll pull that one off 8 and if you've got assigned 103 Cook Lane East, then on the 9 mailbox it will say 103 Cook Lane East. 10 COMMISSIONER LETZ: So the mailboxes will 11 stay where they are, even though it's on a different road? 12 MR. BALLARD: And in my end of the county, it 13 just says HC-1, 135-C, no illusion to anything else. 14 MR. SANDLIN: And, see, we have to coordinate 15 that with the post office. We don't -- we don't tell the 16 post office -- don't pretend to tell the post office how to 17 lay the routes out. We just cooperate with them. 18 MR. BALLARD: They go by strictly their route 19 sheet in my end of the county. 20 MR. SANDLIN: As far as notifying them, I 21 think I have all the fax numbers for the post offices that 22 have faxes and all of that. I'll include that with the 23 emergency numbers -- the emergency agency numbers. 24 COMMISSIONER LETZ: All right, good. 25 COMMISSIONER GRIFFIN: Okay. That's the way 59 1 we'll do it, then. 2 MR. BALLARD: Probably should put the date 24 right on there, don't you think? Effective such-and-such a 25 date. 60 1 JUDGE HENNEKE: Let's get a second. Do we 2 have a second? 3 COMMISSIONER LETZ: Second. 4 JUDGE HENNEKE: Truby? 5 MS. HARDIN: How do we go back and amend the 6 court order for the -- we have, like, 40 from July the 6th. 7 Those signs are still -- I mean, we have two out of those 40 8 that we put up; that's all we have put up. How do we go 9 back and put the 45 days on that court order? 10 JUDGE HENNEKE: We'll get to that. 11 MS. HARDIN: Thank you. 12 COMMISSIONER GRIFFIN: We had a question in 13 the back. 14 MR. HINTZE: Sir, I'm Dutch Hintze, president 15 of the Hunt Volunteer Fire Department, and what concerns me, 16 regardless of what you do, there's always going to be the 17 potential of a disconnect in communications in this entire 18 process. But, what I'm concerned about is a disconnect 19 between the notifying agency and the emergency service 20 organization. To insure that the information -- the name 21 changes get out to the respective emergency services 22 organizations, I would ask that you back up the fax with a 23 mail distribution of the list, as well. 24 JUDGE HENNEKE: Okay. 25 COMMISSIONER GRIFFIN: That's probably -- 61 1 JUDGE HENNEKE: That's a good suggestion. 2 MS. HARDIN: When you change the road name, 3 certain roads, we were only doing portions of that road, 4 incorporating it into another name. How are the emergency 5 people going to know the mapping of these road name changes? 6 JUDGE HENNEKE: That's beyond our scope, I 7 think. 8 MR. BALLARD: They'll be on the map, the 9 updated map. 10 MR. SANDLIN: As we update the map and get it 11 out there to them, but we have to -- we can't -- 12 MS. HARDIN: Any way you can do it within 13 this 45 days? 14 MR. SANDLIN: Yes, we've done -- been doing 15 it as quickly as we can. 16 MR. BALLARD: That's part of the work that we 17 do. 18 MR. Item 8 Number 5 is to consider and discuss approval of the draft of 9 the FY 2002 form for volunteer fire department contracts and 10 set a workshop on same. Again, Commissioner Griffin. 11 COMMISSIONER GRIFFIN: Yes. We're aware of 12 the questions and comments we had on previous volunteer fire 13 department contracts, the form thereof, and we promised that 14 we were going to get -- this year, before the new fiscal 15 year came in, that we'd get these -- a new contract form 16 approved, one that was simplified, one that met the 17 requirements of both the volunteer fire departments and the 18 County, and looking after County funds and so on. After 19 several conversations with Tommy Tomlinson, our Auditor, 20 with several of the fire departments, you know, and with 21 Travis, I took the old -- in fact, a number of old contracts 22 and scrubbed those down very carefully against all of the 23 statutes, all of the rules that I could find having to do 24 with volunteer fire departments, and I drafted what you see 25 now as the proposal contract form, which we can then set up 67 1 for a workshop and discuss in more detail. Travis Lucas 2 has -- has looked at it, made some recommended changes. 3 You'll notice that it's a very simplified document, in that 4 really all the meat of the contract is on the first page. 5 The second page is what Travis calls the policy stuff. 6 That's the -- some of the legalese that has to do with 7 contracts in general. But the real meat, again, is on the 8 first page. And the third page is signature and 9 certification. 10 I would propose now, if there's -- if the 11 Court has had a chance to look at this -- and if you've got 12 any comments now, we can do that, but really we want to set 13 up a workshop so that all the fire departments can come in 14 and we can hash this out as quickly as possible. I'd like 15 to set that workshop, if we can, for next week, given the 16 proper notification and timing and all, so that we can have 17 all of this done and hopefully everybody agreed, signed up, 18 sealed, and delivered before the 1st of October, the 19 beginning of the new -- of the new fiscal year. 20 JUDGE HENNEKE: We have the joint meeting 21 with the City Council Tuesday at noon. A. This prompted one constituent to tell 73 1 them, when -- to ask me, when did we develop that 2 alternative? But, this is an opportunity for to us examine 3 several alternatives. We've all talked about what if we do 4 it this way, what if we added this, took this away and so 5 forth. Mr. Blankenship has expressed his willingness to 6 bring his computer and -- and his big screen or whatever, 7 little screen down here and work with us in an open 8 discussion examining varying alternatives to the Master 9 Plan. And, we tried to figure out a date to do that, and 10 the Judge has graciously offered to move his agenda around 11 to make it possible for us to do that on Thursday morning at 12 10 o'clock. And, I offer this for your consideration. Any 13 questions or comments? 14 COMMISSIONER LETZ: Something needs to be 15 done before we're finished with the budget process. Number 10, 13 consider and discuss approving a subscription to the Texas 14 Association of Counties Salary Survey, and budget amendment 15 for same. Commissioner Griffin? 16 COMMISSIONER GRIFFIN: Some time ago, I was 17 asked to take a look at -- and agreed to take a look at -- 18 at some salary information. Actually, the information that 19 I was asked for was to get some research done or do some 20 research on elected officials' salaries for the upcoming 21 budget consideration. And, in going through some of -- of 22 what was available to do that, I found that the Texas 23 Association of Counties' salary survey information, which 24 used to just be in a book, but just three or four months 25 ago, they now have this databased where it can be 76 1 researched; you can do comparisons not only for elected 2 officials, but for all positions, I think some 120 positions 3 that are sort of standard, if you will, in both the State 4 and County systems. 5 They have a demo online which I went in and 6 looked at. It is excellent, because you can do -- you can 7 do comparisons in so many different ways instantaneously. 8 You can -- you can do it on the basis of population, on the 9 basis of revenues. You can do it on the basis of two or 10 three other factors. But the beauty of it is -- is that you 11 can go plus or minus 10 percent, for counties within a 12 certain population range. You can go plus or minus and 13 compare it to yours and you can see where you stand, so 14 that, rather than having -- when we start to look at -- at 15 salaries, instead of having sort of subjective data, we can 16 have very quickly for every position that we consider -- or 17 if anybody raises a position, we can go jump on the 18 computer, get an absolute comparison very quickly of how 19 counties about our size or revenues or however you want to 20 compare it can be done. 21 So, I would -- I really think this would be 22 something good to have. This is the first year they've had 23 this capability. It costs us 180 bucks for the year. And, 24 I have talked to the Judge and talked to Tommy, that we do 25 have money in the Professional Services category that we 77 1 could fund that from, and I would recommend and I make the 2 motion -- we may want to discuss it first, and I think I can 3 answer questions about how it works, how the system works, 4 but I think it would be something of great value to us as we 5 get into the budget process. 6 JUDGE HENNEKE: Anyone have any questions? 7 COMMISSIONER WILLIAMS: No. 8 COMMISSIONER BALDWIN: The only comment I 9 have is that it would be a -- it's a neat thing. I like it. 10 I haven't -- not pulled it up yet, but I intend to. But it 11 just drives me crazy that we're being charged for it. I 12 know there's a lot of work involved on their end and all 13 that. We pay over $1,200 a year dues to TAC. And, you have 14 to understand, I'm on the Board of Directors -- 15 COMMISSIONER GRIFFIN: Right. 16 COMMISSIONER BALDWIN: -- there, and -- but I 17 still disagree with them, that they're charging counties for 18 services, in my mind, that we we're already paying for with 19 our dues. And, I mean, I'm not going to fight here at this 20 table. I -- 21 COMMISSIONER GRIFFIN: Right. 22 COMMISSIONER BALDWIN: I do intend, as I do 23 occasionally, at their table. But -- 24 COMMISSIONER GRIFFIN: I would agree with you 25 on that, too, and -- however, I think what they did in this 78 1 case, they hired the Waters Consulting Group, which is a big 2 outfit that does databasing and interactive systems like 3 this one. I suspect it cost them a bundle and they said, 4 Well, we'll get some of it back by charging this fee. I 5 don't know that, but I have a suspicion that's what 6 happened. By the way, this not only applies to salaries. 7 It also applies the benefits, employee benefits. You can do 8 the same comparisons for like counties, like demographics, 9 that sort of thing. So, it's very powerful and I think 10 would be a very useful thing to have. 11 COMMISSIONER LETZ: Question I have is that 12 it's -- really, the page says $180 for counties who 13 participate and $470 for those that don't. Who is going to 14 be the one to -- 15 COMMISSIONER GRIFFIN: We participate. 16 COMMISSIONER LETZ: We already are? 17 COMMISSIONER GRIFFIN: We're already giving 18 them the information. 19 JUDGE HENNEKE: That's why we can get it 20 cheaper. We completed the survey and sent it in. 21 COMMISSIONER LETZ: All right. 22 COMMISSIONER GRIFFIN: We do that and have 23 for years to support the old manual system that we put out 24 -- how often did that workbook come out? 25 MS.
