"BUSTER" BALDWIN, Commissioner Pct. 1 24 WILLIAM "BILL" WILLIAMS, Commissioner Pct. 2 JONATHAN LETZ, Commissioner Pct. 3 25 LARRY GRIFFIN, Commissioner Pct. 4 2 1 On Tuesday, July 31, 2001, at 2:00 p.m., a special 2 meeting of the Kerr County Commissioners Court was held in 3 the Commissioners' Courtroom, Kerr County Courthouse, 4 Kerrville, Texas, and the following proceedings were had in 5 open court: 6 P R O C E E D I N G S 7 JUDGE HENNEKE: It is 2 o'clock on Tuesday, 8 July 31st, Year 2001. We'll call to order this special 9 session of the Kerr County Commissioners Court. The item of 10 business first on the agenda is to consider and discuss 11 acceptance of the bids for the Sheriff's Department radio 12 communications project. We have what appears to be three 13 sealed bids here. The first bid is from Dailey Wells 14 Communications of San Antonio. The second proposal is from 15 Motorola. 16 (Discussion off the record.) 17 JUDGE HENNEKE: The third proposal is from 18 Tyco Electronics. Let me make sure that's right. T-y-c-o, 19 yes. Tyco Electronics, also known as M/A-COM Private Radio 20 Systems, Inc. 21 COMMISSIONER LETZ: Tyco International. 22 JUDGE HENNEKE: Division of Tyco 23 International. They are from Lynchburg, Virginia. So, we 24 have three bids on the radio communications system project. 25 I would entertain a motion to accept all bids and refer them 3 1 to the Sheriff's Department for evaluation and 2 recommendation. 3 COMMISSIONER BALDWIN: So moved. 4 COMMISSIONER LETZ: Second. 5 JUDGE HENNEKE: Motion by Commissioner 6 Baldwin, second by Commissioner Letz, that the Court accept 7 all three bids for the Sheriff's Department radio 8 communications project and refer them to the Sheriff's 9 Department for evaluation and recommendation. Any further 10 questions or comments? If not, all in favor, raise your 11 right hand. 12 (The motion carried by unanimous vote.) 13 JUDGE HENNEKE: All opposed, same sign. 14 (No response.) 15 JUDGE HENNEKE: Motion carries. Sheriff, do 16 you have any guesstimate as to when y'all will be prepared 17 to make a recommendation? 18 SHERIFF HIERHOLZER: I talked to Trott 19 Communications, our consultants, day before yesterday. They 20 said they would start on them as soon as I could get them a 21 copy. I don't know if I'm going to have to make copies yet; 22 I don't know if they provided extra ones. I'll make sure, 23 and then we'll see how detailed they are and get into it. I 24 would hope within the next month, for sure. 25 JUDGE HENNEKE: For sure. 4 1 SHERIFF HIERHOLZER: I just don't know. 2 There's a lot of technical stuff, and just -- I don't know. 3 COMMISSIONER LETZ: Judge, on the -- when do 4 you plan to call our next budget meetings? We'll ask 5 Trott -- because that's kind of an important component of 6 our budget. 7 JUDGE HENNEKE: We're going to have a 8 workshop a week from tomorrow on elected officials' 9 salaries, at 4 o'clock. A week after that, we're all at the 10 post-legislative conference. So, my -- my proposal is that 11 early the week of August the 20th, we will have more of a 12 tighten-up budget, so if -- if there's any way that Trott 13 could have the recommendation by Monday, August 20th, that 14 would be very beneficial, 'cause that's when we -- it's 15 going to be a major part of the budget consideration. 16 SHERIFF HIERHOLZER: Okay. 17 JUDGE HENNEKE: Okay? Do you want to try to 18 take these now? 19 SHERIFF HIERHOLZER: Sit them here and then 20 I'll just load them in the truck. 21 JUDGE HENNEKE: Remember, the original -- an 22 original of each has to stay in the courtroom -- courthouse, 23 so you need to pull out the originals. 24 (Discussion off the record.) 25 JUDGE HENNEKE: Okay.
