It's 8 10 o'clock in the morning on Monday, November 25th. We'll 9 call to order this special session of the Kerr County 10 Commissioners Court. First item for consideration is to 11 consider and discuss accepting the responses to Requests for 12 Qualifications for design-build team for the 13 improvement/renovation of the Hill Country Youth Exhibit 14 Center, and referring responses to DRG Architects, LLC, for 15 evaluation and recommendation. We have before us what 16 appear to be four qualifications. 17 COMMISSIONER GRIFFIN: A little light bedtime 18 reading there. 19 JUDGE HENNEKE: The first proposal is from 20 Biermann Construction Company as the contractor, with 21 Thompson Architects -- I'm trying to find the full name 22 here. 23 COMMISSIONER BALDWIN: I'm just shocked and 24 amazed that so many people from the community would come in 25 for the opening. 11-25-02 sp 4 1 (Laughter.) 2 JUDGE HENNEKE: Okay. We -- the proposal is 3 from, to get the names right, Biermann Construction Company, 4 as the construction, with J.F. Thompson, Inc., as the 5 architectural component of that proposal. Second proposal 6 is from Huser Construction Company, Inc., as the 7 construction arm of the team, with Alan E. Adler as the 8 architect. Mr. Adler is from San -- from Austin. Third 9 proposal is from Faulkner Construction, Inc., and J.M. Lowe 10 and Company as the construction component of the team, and 11 Quorum Architects, Inc., as the architectural member of the 12 partnership. The last proposal is from S.T. -- 13 MS. ALFORD: Just received this one. 14 JUDGE HENNEKE: When did they receive it? 15 MS. ALFORD: Just now. 16 JUDGE HENNEKE: It's too late. The last -- 17 the fourth proposal is from STR Constructors, Limited, as 18 the construction arm, and -- let's see, William E. Epp and 19 Associates, Inc., as the architectural member of the 20 design-build team. 21 COMMISSIONER LETZ: I think this is part of 22 the other one. It's their part -- the architect's part. 23 JUDGE HENNEKE: Okay. It goes with Biermann. 24 The package we just received is the -- is the statement of 25 qualifications from Thompson Architects, which is part of 11-25-02 sp 5 1 the earlier team. We have four proposals for design-build 2 team for the Hill Country Youth Exhibit Center. Do I have a 3 motion to accept the proposals, refer them to DRG Architects 4 for evaluation, and to set a special meeting for a week from 5 today, Monday, December the 2nd, at 1:30, for the purpose of 6 receiving the recommendations from DRG and taking any 7 further action necessary? 8 COMMISSIONER WILLIAMS: So moved. 9 COMMISSIONER BALDWIN: Second. 10 JUDGE HENNEKE: Motion by Commissioner 11 Williams, second by Commissioner Baldwin, that the Court 12 accept the four design-build team proposals as announced, 13 refer them to DRG Architects, Inc., for evaluation, and set 14 a special meeting for Monday, December 2nd, at 1:30 p.m. 15 here in the Commissioners Courtroom for purpose of receiving 16 the recommendations from DRG Architects, and take any 17 further action that may be needed with regard to the 18 proposals. Any questions or comments? If not, all in 19 favor, raise your right hand. 20 (The motion carried by unanimous vote.) 21 JUDGE HENNEKE: All opposed, same sign. 22 (No response.) 23 JUDGE HENNEKE: Motion carries. It's up to 24 you, gentlemen. Next item for consideration is to consider 25 and discuss setting the amount of the required bond for 11-25-02 sp 6 1 Constable-designate, Precinct Number 1. The statute says 2 the range is between $500 and $1,500. Mr. Elliott, J.P. 1, 3 do you have a recommendation as to the size of the bond? 4 JUDGE ELLIOTT: I think the size for the 5 other constables are $1,500. That would be the appropriate 6 amount. 7 JUDGE HENNEKE: Okay. 8 JUDGE ELLIOTT: To be consistent. 9 JUDGE HENNEKE: Commissioner? 10 COMMISSIONER BALDWIN: I'll move for 11 approval. 12 JUDGE HENNEKE: Okay. 13 COMMISSIONER BALDWIN: And I do so, sir. 14 JUDGE HENNEKE: Thank you. 15 COMMISSIONER GRIFFIN: Second. 16 JUDGE HENNEKE: Motion by Commissioner 17 Baldwin, second by Commissioner Griffin, that the Court set 18 the bond for Constable-designate Pickens in Precinct 1 at 19 $1,500. Any questions or comments? If not, all in favor, 20 raise your right hand. 21 (The motion carried by unanimous vote.) 22 JUDGE HENNEKE: Opposed, same sign. 23 (No response.) 24 JUDGE HENNEKE: Motion carries. Mr. Pickens, 25 do you happen to have your bond? 11-25-02 sp 7 1 MR. PICKELL: Yes, sir, I sure do. 2 JUDGE HENNEKE: Why don't you present it, and 3 we'll approve it. I've been presented with a bond in the 4 amount of $1,500 for Robert A. "Bobby" Pickens, II, in his 5 service as Constable, Precinct 1. Do I have a motion to 6 approve the bond as presented? 7 COMMISSIONER BALDWIN: So moved. 8 COMMISSIONER WILLIAMS: Second. 9 COMMISSIONER GRIFFIN: Second. 10 JUDGE HENNEKE: Motion by Commissioner 11 Baldwin, second by Commissioner Williams, that the Court 12 approve the bond in the amount of $1,500 for Robert A. 13 "Bobby" Pickens, II, as Constable, Precinct 1.
