"BUSTER" BALDWIN, Commissioner Pct. 1 25 DAVE NICHOLSON, Commissioner Pct. 4 2 1 On Friday, August 29, 2003, at 1:00 p.m., an emergency 2 meeting of the Kerr County Commissioners Court was held in 3 the Commissioners' Courtroom, Kerr County Courthouse, 4 Kerrville, Texas, and the following proceedings were had in 5 open court: 6 P R O C E E D I N G S 7 JUDGE TINLEY: Okay. It's 1 o'clock. I'll 8 call to order the -- the emergency meeting of the 9 Commissioners Court posted for this date and time because of 10 an unforeseen and unanticipated circumstance. There's one 11 item on the agenda, and that being the consideration of -- 12 of authorizing the funds for the postage for the mailing of 13 911 notice postcards to meet the critical deadline. 14 Apparently, we had previously authorized the issuance of the 15 notices on behalf of the Court, and we also committed to a 16 deadline of sending these out on or about September 1, but 17 apparently there's one gap in the middle; we never did throw 18 out the money for the postage, and that's why we're here 19 today, is my understanding. Is that correct, gentlemen? 20 COMMISSIONER LETZ: That's correct. 21 JUDGE TINLEY: Do I hear a motion to -- to 22 authorize the expenditure of the sum of $2,715 for postage 23 for those -- 24 MR. TOMLINSON: 58. 25 COMMISSIONER WILLIAMS: $2,175. 8-29-03 emg 3 1 JUDGE TINLEY: $2,715 is what I've got here. 2 MR. TOMLINSON: Well, we got -- 3 COMMISSIONER WILLIAMS: We got an error on 4 the -- 5 JUDGE TINLEY: Okay. 6 COMMISSIONER WILLIAMS: We got an error one 7 place. 8 JUDGE TINLEY: $2,175? 9 COMMISSIONER WILLIAMS: What is it? It says 10 $2,715 on the agenda. It says $2,175 -- 11 MS. PIEPER: But the agenda was a typo, as 12 far as the amount. It should be -- 13 MR. TOMLINSON: Should be $2,175.58. 14 JUDGE TINLEY: I'm glad it was less, rather 15 than more. That makes me more comfortable with it. The 16 amount sought for postage, then, is not $2,715, but a lesser 17 amount of $2,175; is that correct? 18 MS. PIEPER: And 58 cents. 19 MR. TOMLINSON: 58 cents. 20 JUDGE TINLEY: And 58 cents. 21 MR. TOMLINSON: Yes. 22 JUDGE TINLEY: Okay. Do I hear a motion to 23 authorize that expenditure? 24 COMMISSIONER LETZ: So moved. 25 COMMISSIONER WILLIAMS: Second. 8-29-03 emg 4 1 JUDGE TINLEY: Motion made and seconded. Any 2 further discussion or questions concerning the motion? 3 COMMISSIONER LETZ: What fund -- what line 4 item will those funds come out of? 5 MR. TOMLINSON: It's under Commissioners 6 Court Notices. It's not under Postage in our Commissioners 7 Court, 10-401-309. 8 COMMISSIONER LETZ: Okay. 9 JUDGE TINLEY: There's adequate funds in that 10 account -- 11 MR. TOMLINSON: Yes. 12 JUDGE TINLEY: -- as of this date? 13 MR. TOMLINSON: Mm-hmm. 14 COMMISSIONER WILLIAMS: There's another 15 little notation here, Judge. The check's supposed to be 16 made out to the U.S. Postmaster. 17 MS. PIEPER: And a hand check. 18 MR. TOMLINSON: And a hand check. 19 JUDGE TINLEY: And authorizing a hand check 20 to the U.S. Postmaster in that amount for such postage. 21 COMMISSIONER LETZ: And that's in my motion. 22 JUDGE TINLEY: Okay. And included in the 23 second, I assume? 24 COMMISSIONER WILLIAMS: Yes, sir. 25 JUDGE TINLEY: Okay. Any further question or 8-29-03 emg 5 1 discussion?
