"BUSTER" BALDWIN, Commissioner Pct. 1 24 WILLIAM "BILL" WILLIAMS, Commissioner Pct. 2 JONATHAN LETZ, Commissioner Pct. 3 25 DAVE NICHOLSON, Commissioner Pct. 4 2 1 On Thursday, November 13, 2003, at 11:00 a.m., a special 2 meeting of the Kerr County Commissioners Court was held in the 3 Commissioners' Courtroom, Kerr County Courthouse, Kerrville, 4 Texas, and the following proceedings were had in open court: 5 P R O C E E D I N G S 6 JUDGE TINLEY: Okay. It's 11 a.m. on 7 November the 13th, 2003. I'll call to order the special 8 Commissioners Court meeting posted for this date. The 9 agenda item today is to canvass the Emergency Services 10 District election. I have here before me Envelope Number 1, 11 which contains the election results, which I will now open. 12 And inside the envelope, we have the tally sheets and the 13 tabulation, and the tabulation is as follows: For -- voting 14 for the formation of the emergency -- Kerr County Emergency 15 Services District Number 2, early votes, 71. Against the 16 formation of the district in early votes, 23. And on 17 election day, voting for the creation of the Emergency 18 Services District Number 2, 25. And against the formation 19 of the district, 10. The total, 96 votes for the creation 20 of the Kerr County Emergency Services District Number 2, and 21 33 votes against the creation of the district, 129 total 22 votes. 23 COMMISSIONER NICHOLSON: What's the proper 24 wording of the motion? I move to accept the results of the 25 election? 11-13-03 3 1 MS. PIEPER: Yes, that'll work. 2 COMMISSIONER NICHOLSON: Record? 3 COMMISSIONER LETZ: Accept. 4 COMMISSIONER NICHOLSON: Accept. 5 COMMISSIONER LETZ: Second. 6 JUDGE TINLEY: Motion made and seconded to 7 accept the results of the election for the formation of the 8 Kerr County Emergency Services District Number 2. Any 9 further question or discussion? 10 COMMISSIONER BALDWIN: I think it's very 11 interesting that -- the difference in the amount of votes on 12 the pre-election than it was on election day. Seven -- 13 like, the for's was, like, 77 to 29 or something. 14 COMMISSIONER LETZ: 71-23. 15 COMMISSIONER WILLIAMS: Little over 16 three-to-one. 17 COMMISSIONER BALDWIN: I find that very 18 interesting. 19 COMMISSIONER LETZ: Yeah. 20 COMMISSIONER BALDWIN: Early voting works, 21 obviously. 22 COMMISSIONER LETZ: Well, early voting works, 23 plus, I mean -- yeah. I mean, people -- 71 out of the 96 24 voted in early voting. I mean, more than that. 25 JUDGE TINLEY: 94. 11-13-03 4 1 COMMISSIONER LETZ: 94 of the 129, early 2 voting. 3 COMMISSIONER NICHOLSON: I think most of you 4 know that Mr. Bernard Syfan was the driving force behind 5 this, and he had the idea and he organized it and put it 6 together and got support for it, and in my view, it's a good 7 thing that results in our having improved firefighting 8 capability out there in that area. So, thank you, 9 Mr. Syfan. 10 COMMISSIONER LETZ: Thank you. 11 JUDGE TINLEY: We appreciate your efforts. 12 Any further question or discussion on the motion?
