"BUSTER" BALDWIN, Commissioner Pct. 1 WILLIAM "BILL" WILLIAMS, Commissioner Pct. 2 24 DAVE NICHOLSON, Commissioner Pct. 4 25 ABSENT: JONATHAN LETZ, Commissioner Pct. 3 2 1 On Wednesday, April 7, 2004, at approximately 10:05 a.m., 2 a special meeting of the Kerr County Commissioners Court was 3 held in the Commissioners' Courtroom, Kerr County Courthouse, 4 Kerrville, Texas, and the following proceedings were had in 5 open court: 6 P R O C E E D I N G S 7 JUDGE TINLEY: Okay. We will reconvene in 8 open session at 10:06. For the record, this is a meeting 9 which was originally scheduled for Monday, April the 5th. 10 It was -- the open session portion was recessed. We went 11 into executive session on Monday afternoon. That was 12 recessed until yesterday, at which time we reconvened in 13 executive session, only to recess to reconvene again today, 14 earlier this morning in executive session, which we did 15 previously and which was closed, and we're now in open 16 session. Is there any action to be taken with respect to 17 the matters discussed in executive or closed session? 18 COMMISSIONER WILLIAMS: Judge, I would move 19 that we approve the employment of Kathy Mitchell as 20 Commissioners Court's new court coordinator and 21 administrative assistant, and that she be hired as a Group 22 19, Step 3. And it is anticipated she -- her first date of 23 employment will be April 26th. 24 COMMISSIONER NICHOLSON: Second. 25 JUDGE TINLEY: Motion made and seconded for 4-7-04 3 1 the employment of Ms. Mitchell as indicated in the motion. 2 Any discussion or questions? All in favor of the motion, 3 signify by raising your right hand. 4 (The motion carried by unanimous vote.) 5 JUDGE TINLEY: All opposed, same sign. 6 (No response.) 7 JUDGE TINLEY: The motion does carry. Any 8 further business, gentlemen, as a result of the matters 9 discussed in executive session? 10 COMMISSIONER WILLIAMS: Not official, Judge, 11 but I -- I had indicated to -- to Ms. Mitchell that I would 12 get whatever packet of papers or paperwork is necessary from 13 the personnel office, and get it into her hands so she can 14 complete all that before the 26th and be ready to start. 15 JUDGE TINLEY: The only other inquiry I would 16 make is, I think it might be appropriate if some 17 acknowledgment be made to those -- all of those who applied 18 and thank them for their interest, and -- just as a matter 19 of courtesy. 20 COMMISSIONER WILLIAMS: I did that with 21 Ms. Middleton with an exchange of e-mails. 22 JUDGE TINLEY: Okay. 23 COMMISSIONER WILLIAMS: And thanked her for 24 taking the time and making the effort to come to Kerrville 25 for an interview, and -- and indicated to her that her -- 4-7-04 4 1 her credentials were very impressive, which made our 2 deliberations a little more difficult, but she was not the 3 candidate selected, but to stay in touch with the County 4 Clerk's office; there may be other opportunities as time 5 goes by, and wished her well on her pending move to -- back 6 to Kerr County. Done that already. She's already 7 acknowledged receipt of it. 8 COMMISSIONER BALDWIN: Are you talking about 9 the others? 10 JUDGE TINLEY: Yeah, 16, 17 or so other ones 11 that -- that might have applied. I think, just as a matter 12 of courtesy, it might be a good idea to thank them for 13 their -- for their efforts and their interest. 14 COMMISSIONER NICHOLSON: I think we ought to 15 ask the personnel officer to do that. 16 JUDGE TINLEY: Okay. 17 MS.PIEPER: Can I ask a question? Doesn't 18 this go against the personnel policy with having a Step 3, 19 when entry level's a Step 1? 20 JUDGE TINLEY: That was discussed, and I 21 think because of some credentials and experience issues, I 22 think the decision was made, as a matter of discretion, to 23 bring the individual on board at higher than the base entry. 24 COMMISSIONER WILLIAMS: I believe the file of 25 the original group of applications is out here at the 4-7-04 5 1 administrative desk, the original. If I can get that -- if, 2 for some reason or other, it's not there, I'll take the file 3 I have, which is all the copies, and give them back to 4 Personnel. They can send out a standard letter. And I 5 don't know if they have a standard letter like that or not, 6 but if they don't, they ought to have. 7 JUDGE TINLEY: Yeah, I agree.
