 1        On Wednesday, June 9, 2004, at 4:00 p.m., an emergency

 2   meeting of the Kerr County Commissioners Court was held in the

 3   Commissioners' Courtroom, Kerr County Courthouse, Kerrville,

 4   Texas, and the following proceedings were had in open court:

 5                      P R O C E E D I N G S

 6                  COMMISSIONER WILLIAMS:  Well, I think, on the

 7   record, we want to point out we had called a special

 8   emergency Commissioners Court meeting for this afternoon at

 9   4 p.m. for the purpose of discussing closing the County in

10   honor of President Reagan on June 11th as a day of mourning,

11   which has been declared by the federal and state

12   governments.  Due to inclement weather, which has created

13   situations in which both Commissioners Letz and Nicholson

14   are unable to make it, this, then, is not a special meeting,

15   but we're going to move forward and do something which we

16   believe is appropriate, and we're going to read into the

17   record a proclamation, having cleared the same with the

18   County Judge and the County Attorney, and it is as follows:

19                  Proclamation says, "As the administrative

20   head of Kerr County, I hereby declare Friday, June 11, 2004,

21   as an official day of mourning for President Ronald Reagan,

22   40th president of the United States, in Kerr County, and

23   order County offices closed, except for services required to

24   protect the public health and safety.  This action is taken

25   due to the extreme weather prohibiting a quorum of

 1   Commissioners Court.  Proclamation issued at Kerr County,

 2   Texas, June 9, 2004, at 4 p.m."

 3                  COMMISSIONER BALDWIN:  Hear, hear.

 4                  COMMISSIONER WILLIAMS:  End of session.
