"BUSTER" BALDWIN, Commissioner Pct. 1 24 WILLIAM "BILL" WILLIAMS, Commissioner Pct. 2 JONATHAN LETZ, Commissioner Pct. 3 25 DAVE NICHOLSON, Commissioner Pct. 4 2 1 On Friday, September 23, 2005, at 10:00 a.m., a special 2 meeting of the Kerr County Commissioners Court was held in the 3 Commissioners' Courtroom, Kerr County Courthouse, Kerrville, 4 Texas, and the following proceedings were had in open court: 5 P R O C E E D I N G S 6 JUDGE TINLEY: Good morning, ladies and 7 gentlemen. Let me call to order the special Commissioners 8 Court meeting scheduled for this date and time, Friday, 9 September 23rd, 2005, at 10 a.m. It's just a bit past that 10 now. The purpose of the meeting as posted was to hold a 11 public hearing on the proposed Fiscal Year 2005-2006 tax 12 rate for Kerr County, so at this time, I will open a public 13 hearing on the proposed Fiscal Year 2005-2006 tax rate for 14 Kerr County. 15 (The regular Commissioners Court meeting was closed at 10:01 a.m., and a public hearing 16 was held in open court, as follows:) 17 P U B L I C H E A R I N G 18 JUDGE TINLEY: Is there any member of the 19 audience or the public that wishes to be heard with regard 20 to the proposed Fiscal Year 2005-2006 tax rate for Kerr 21 County? Yes, ma'am? If you'll please come forward and give 22 your name and address? 23 MS. RACKLEY: Thank you. I -- last time -- 24 my name is Shirley Rackley, and I'm at 455 Pike's Peak Road, 25 Kerrville. And the last time I gave a speech, I couldn't 9-23-05 3 1 hardly -- I was going to start laughing, so I decided that I 2 better sit down. But, anyway, something does need to be 3 done. There is no doubt you need money to run the county, 4 but you need somebody giving you proper and equitable 5 appraisers -- appraisals, rather, on all the property so 6 that you can run the county. And so if tax cuts need -- if 7 personnel cuts need to be done or whatever temporarily, 8 until you get your tax base brought up to date and correct, 9 then I guess at least that's the thing to do. It's really a 10 very serious thing. Now, this morning -- as you see, this 11 is -- this is only probably one-fourth of what I've 12 researched, okay? I have a neighbor that lives on Keith 13 Boulevard. She has a about 80-square-foot deck. Her deck 14 was appraised at 5,800 -- in excess of $5,800. I have 15 another neighbor who has a 370-square-foot deck, four times 16 larger, but his was only appraised at $2,800. You have to 17 get equitable appraisals on these things. You look at the 18 difference, you know. So, what happened to her can account 19 for ten ones that are too low, so -- if that helps you any. 20 Does it? 21 JUDGE TINLEY: Thank you, ma'am. We 22 appreciate your comments. 23 MS. RACKLEY: You're welcome. 24 JUDGE TINLEY: Is there any other member of 25 the audience or the public that wishes to be heard with 9-23-05 4 1 respect to the proposed Fiscal Year 2005-2006 tax rate for 2 Kerr County? Anyone else? 3 MS. RACKLEY: May I say something else, 4 please? 5 JUDGE TINLEY: Yes, ma'am. Certainly. 6 MS. RACKLEY: The reason you aren't getting 7 more people here -- let me tell you what happened to me. I 8 filed a complaint with the tax -- Professional Tax Examiner, 9 David Montoya. Do you know that Mr. Coates wrote them that 10 I attacked him physically? And that he needed a policeman 11 to be escorted around -- anywhere around me? I have it in 12 writing. It's libel. People are afraid to get up here and 13 stand up. Now, what I'm -- I'm not stupid. You know that. 14 I wouldn't attack a 300-pound man, 6 foot 6, anyway. And I 15 wouldn't attack anybody unless it was self-defense. So, it 16 just doesn't make sense. And that's why you don't have 17 people here talking to you. They're afraid. 18 JUDGE TINLEY: Thank you, ma'am. We 19 appreciate you being here. Is there any other member of the 20 public or the audience that wishes to be heard with regard 21 to the proposed Fiscal Year 2005-2006 tax rate for Kerr 22 County? 23 (No response.) 24 JUDGE TINLEY: Last call.
