           1         On Tuesday, September 4, 2007, at 10:00 a.m., a special

           2   meeting of the Kerr County Commissioners Court was held in the

           3   Commissioners' Courtroom, Kerr County Courthouse, Kerrville,

           4   Texas, and the following proceedings were had in open court:

           5                      P R O C E E D I N G S

           6             JUDGE TINLEY:  Okay, let me call to order this

           7   special meeting of the Kerr County Commissioners Court posted

           8   and scheduled for this time and date, Tuesday, September 4th,

           9   2007, at 10 a.m.  It is just a bit past that time now.

          10   Because the agenda calls for it, I'll ask if there's anyone in

          11   the audience that has anything they want to bring to the

          12   attention of the Court that is not one of the two listed

          13   agenda items.  If so, why, you're free to come forward at this

          14   time.  Seeing no one coming forward, we will move on.  The

          15   first item on the agenda is to consider, discuss, and take

          16   appropriate action to accept the resignation of Precinct 1

          17   Constable, David J. Billeiter.  Commissioner Baldwin?

          18             COMMISSIONER BALDWIN:  I move we accept the

          19   resignation.

          20             COMMISSIONER WILLIAMS:  Second.

          21             COMMISSIONER LETZ:  Second -- third.

          22             JUDGE TINLEY:  Is that effective as of close of

          23   business on August 31st?

          24             COMMISSIONER BALDWIN:  Yes, sir.

          25             JUDGE TINLEY:  All right.  I have a motion and a

           1   second.  Any discussion, question on the motion?  All in favor

           2   of the motion, signify by raising your right hand.

           3             (The motion carried by unanimous vote.)

           4             JUDGE TINLEY:  All opposed, same sign.

           5             (No response.)

           6             JUDGE TINLEY:  That motion does carry.  We'll go to

           7   Item 2; consider, discuss, and take appropriate action to

           8   confirm the official bond of David J. Billeiter, Precinct 1

           9   Kerr County Justice of the Peace.  I put this on the agenda in

          10   order to give validity to the new Justice of the Peace's

          11   actions and his bond, which was executed effective September 1

          12   of this year, and which he has with him today.  Do I hear a

          13   motion to confirm his official bond?

          14             COMMISSIONER BALDWIN:  So moved.

          15             COMMISSIONER LETZ:  Second.

          16             COMMISSIONER OEHLER:  Second.

          17             COMMISSIONER LETZ:  Third.

          18             JUDGE TINLEY:  Motion made and seconded.  Any

          19   further question or discussion on the motion?  All in favor of

          20   the motion, signify by raising your right hand.

          21             (The motion carried by unanimous vote.)

          22             JUDGE TINLEY:  All opposed, same sign.

          23             (No response.)

          24             JUDGE TINLEY:  That motion also carries.

           2   much.  (Laughter.)

           6   of that was posted for this time and date?  Hearing none, we

           7   will -- we will adjourn that meeting.
