This should cover both 7 door-to-door solicitation as well as additional CRG expenses 3 8 --- Adjourned 7 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 3 1 On Monday, March 31, 2008, at 9:00 a.m., a special 2 meeting of the Kerr County Commissioners Court was held in 3 the Commissioners' Courtroom, Kerr County Courthouse, 4 Kerrville, Texas, and the following proceedings were had in 5 open court: 6 P R O C E E D I N G S 7 COMMISSIONER BALDWIN: Okay, I'll call this 8 Commissioners Court session to order. It's 9 a.m. Monday, 9 March 31, 2008. We're in the Commissioners Courtroom in the 10 Kerr County Courthouse. Item 1.1; consider, discuss, and 11 take appropriate action to authorize continuation of Median 12 Household Income Survey in Center Point and eastern Kerr 13 County proposed sewer service area for submission to Texas 14 Water Development Board. Additional funding not to exceed 15 $2,000 to be transferred from Nondepartmental Professional 16 Services, 409-486. This should cover both door-to-door 17 solicitation as well as additional CRG expenses. 18 Commissioner Williams. 19 COMMISSIONER WILLIAMS: Thank you, Commissioner. 20 This is kind of a good news/bad news item, because the good 21 news is that the responses that are coming in establishing 22 the median household income survey are in the parameter we 23 want them to be. The bad news is, for it to be an acceptable 24 survey by T.W.D.B. standards, it has to be a 30 percent 25 response rate from the area that you're soliciting. Right 3-31-08 4 1 now we're at 20 percent, and we've had two mailings. The 2 first mailing was bracket-wide, then we went back and had a 3 second mailing where we corrected addresses that were 4 incorrect, so in many cases, some of these people received 5 two envelopes. So, as is the case in situations like this, 6 folks are nervous about stating income, putting it in an 7 envelope and thinking that Big Brother is looking over their 8 shoulder, and whatever, whatever. And so we have -- we have 9 two options, and we can explore both of them here, but the 10 preferable one would be to go door-to-door with someone who's 11 a known face in the community with a survey, and the return 12 envelopes, additional ones, and solicitings. When we get to 13 the 30 percent response rate, we can shut it down 14 immediately, or 31 or 32 percent, whichever. But I'm asking 15 the Court to approve sufficient so that we can do at least 16 four weeks, if necessary, at $10 an hour for this individual, 17 and whatever extra expenses that would be incurred by CRG for 18 mailing and preparation of things and so forth and so on. 19 So, that's what it's all about. We need it. We need to 20 complete it. We're two-thirds of the way home; we need to 21 get the other third out of the way. So -- 22 COMMISSIONER BALDWIN: I have a question for you. 23 COMMISSIONER WILLIAMS: Yes, sir? 24 COMMISSIONER BALDWIN: Do you consider this person 25 that's going out and doing this work, do you consider that a 3-31-08 5 1 professional service? 2 COMMISSIONER WILLIAMS: Well -- 3 COMMISSIONER BALDWIN: Are we just dealing -- when 4 we talk -- use the word "professional" service, are we just 5 dealing with the line that were taking it out of? 6 COMMISSIONER WILLIAMS: Yes, sir, basically. We're 7 dealing with a line item where we know the funds are 8 available. And I checked with Ms. Hargis about that, and 9 there's sufficient money in that line item. This individual 10 would not be designated as professional, but would do the job 11 for us. 12 COMMISSIONER LETZ: But the -- the person's really 13 working for CRG, and they're a professional service. I mean, 14 they're -- 15 COMMISSIONER WILLIAMS: That's -- 16 COMMISSIONER LETZ: -- under the direction, or 17 working for -- 18 COMMISSIONER WILLIAMS: Right. 19 COMMISSIONER BALDWIN: At the end of the year, when 20 we see the budget and how much has been expended out of 21 Professional Services line, it would be kind of neat to make 22 sure that all of that money was used for professional 23 services. 24 COMMISSIONER WILLIAMS: Understood. And I think 25 Commissioner Letz is -- his comment is correct, because we're 3-31-08 6 1 really contracting with CRG, and we're just making the funds 2 available to continue this. 3 COMMISSIONER BALDWIN: I'll entertain -- 4 COMMISSIONER LETZ: Do -- excuse me. Do they pay 5 the individual, or do we? 6 COMMISSIONER WILLIAMS: Probably be preferable if 7 they did, but I'll sort that out with the Auditor. 8 Whichever. 9 COMMISSIONER LETZ: I think it's preferable if they 10 do as well. 11 COMMISSIONER WILLIAMS: Okay. 12 COMMISSIONER OEHLER: Yeah, 'cause it's really a 13 contract deal between them and the person, I would think. 14 COMMISSIONER LETZ: We don't have to mess with all 15 the other stuff that we have to usually mess with. 16 COMMISSIONER WILLIAMS: I'll sort it out with them. 17 COMMISSIONER BALDWIN: I'll entertain a motion at 18 this time. 19 COMMISSIONER WILLIAMS: I would approve -- I would 20 propose a motion to approve the agenda item as described, and 21 authorize the expenditure of an additional $2,000 for Median 22 Household Income Survey to be taken from Line 409-486. 23 COMMISSIONER BALDWIN: Is there a second? 24 COMMISSIONER LETZ: Second. 25 COMMISSIONER BALDWIN: There's a motion and second. 3-31-08 7 1 All in favor, please say aye. 2 (The motion carried by unanimous vote.) 3 COMMISSIONER BALDWIN: And no opposed? 4 (No response.) 5 COMMISSIONER BALDWIN: Anything else? 6 COMMISSIONER WILLIAMS: No, sir.
