           1         On Friday, July 29, 2011, at 10:00 a.m., a special

           2   meeting of the Kerr County Commissioners Court was held in

           3   the Commissioners' Courtroom, Kerr County Courthouse,

           4   Kerrville, Texas, and the following proceedings were had in

           5   open court:

           6                       P R O C E E D I N G S

           7             JUDGE TINLEY:  Okay, let me call to order this

           8   special meeting of the Kerr County Commissioners Court posted

           9   and scheduled for this date and time, Friday, July 29th,

          10   2011, at 10 a.m.  It's a bit past that now.  The agenda item

          11   is to consider, discuss, take appropriate action on proposed

          12   settlement agreement regarding the CREZ line.  The agenda

          13   calls for executive session matters and consultation with

          14   attorney, all pending and possible litigation pursuant to

          15   Section 551.071 of the Government Code.  Accordingly, we will

          16   go out of open or public session and go into closed or

          17   executive session at 10:07.

          18             (The open session was closed at 10:07 a.m., and an
                         executive session was held, the transcript of which
          19             is contained in a separate document.)

          21             JUDGE TINLEY:  Okay, it's 11:06, and we are now

          22   back in open or public session.  Does any member of the Court

          23   have anything to offer with respect to matters discussed in

          24   executive session?

          25             COMMISSIONER BALDWIN:  Judge, I do.  I move that we

           1   authorize the Kerr County Judge to respond to the L.C.R.A.

           2   July 19th letter, period.

           3             COMMISSIONER OEHLER:  Second.

           4             JUDGE TINLEY:  We have a motion and a second.  Is

           5   there any discussion on the motion?  All in favor of the

           6   motion, signify by raising your right hand.

           7             (The motion carried by unanimous vote.)

           8             JUDGE TINLEY:  All opposed, same sign.

           9             (No response.)

          10             JUDGE TINLEY:  The motion does carry.  Any further

          11   action to be offered by any member of the Court?  We'll be

          12   adjourned.
